She is back! Cynthia Biedermann returned to CBSC on June 1, 2023. As the Staff Services Manager I, Cynthia oversees the commission’s day-to-day administrative activities including oversight of the annual budget, human resources policies and procedures, contracts and procurement, statewide education and outreach, IT requirements, and supervises CBSC’s invaluable administrative team.

For the seven years prior to her return, Cynthia served the California Air Resources Board (CARB) as the Staff Services Manager of the Administrative Oversight Section in the Industrial Strategies Division. During her tenure, her team supported over 140 program staff addressing human resources policies and procedures, benefits and pay, the division’s multi-million dollar budget, contracts and procurements, travel, facilities and space needs, and IT requirements for the division.

Cynthia first joined CBSC in 2009 as an Associate Governmental Program Analyst. She was responsible for the Building Standards Administration Special Revolving Fund (commonly referred to as the green fees) and the development of an education and outreach program for the then-new green building codes. She established the commission’s CALCode Quarterly newsletter and led the effort to copyright the CALGreen logo.

A graduate of Tennessee State University, Nashville, she holds a Bachelor of Science in Professional Studies with an emphasis on Organizational Leadership. A self-proclaimed lifelong learner, she continues to take classes whenever possible. Cynthia is a native Californian and was raised in the Sacramento area. In pursuit of both personal and professional goals she has traveled extensively throughout North America and has lived in Los Angeles, Nashville, and New York City, with extensive stays in Canada and the United Kingdom.

An animal lover, Cynthia currently resides with her feline family – Maggie and Jack. When she’s not working, you’ll find her at the gym, treasure hunting throughout the region, working on home improvement projects or enjoying time with family and friends.
