Tom Martin portrait

Tom Martin was promoted to the position of Associate Construction Analyst for the California Building Standards Commission (CBSC) in August 2023. His duties include assisting with the adoption, approval, codification, and publication of the California Building Standards Code, Title 24 of the California Code of Regulations. He joined CBSC as a Staff Services Manager I (Specialist) in May of 2023 and is excited to be part of the CBSC family. Tom previously worked at the Department of Housing and Community Development (HCD) as a District Representative II for the Division of Codes and Standards. He worked on code development for residential occupancies, specifically the California Residential Code, California Electrical Code and CALGreen – Residential. Previously, he worked in the private sector as a California State Certified General Electrician for over 20 years.

Tom enjoys providing excellent customer service when dealing with building codes and the many intricacies hidden within. Tom learned and applied the codes while working in the construction industry. Once he entered public service, he found his passion for code development.

Tom grew up in Modesto and moved to Valley Springs for several years before finally settling in Sacramento in 2003. He enjoys spending time with his wife outdoors—hiking, kayaking, riding recumbent bikes—including piloting a recumbent tandem bike that he and his wife plan to ride from coast to coast someday.

Tom loves animals and has a rescue a cat named Suki. Tom and his wife have enjoyed fostering pit bulls over the last few years, and adopted their most recent foster, Chico, who now is a permanent member of their family.
