Five-Year School Facilities Master Plans
The Kindergarten through Grade 12 Schools and Local Community College Public Education Facilities Modernization, Repair, and Safety Bond Act of 2024 (Proposition 2) requires that, as a condition of participating in the School Facility Program (SFP), school districts must submit to the Office of Public School Construction (OPSC) a Master Plan, or an updated Master Plan, approved by the governing board of the school district.
Proposition 2 requires:
- School districts to include specified minimum elements as part of the required Master Plan, including an inventory of existing facilities, sites, and property.
- OPSC to develop guidelines, in consultation with the California Department of Education (CDE), that school districts may use to guide the development of the Master Plan.
- OPSC to develop guidelines or standards, in consultation with CDE, that school districts must use to develop and submit the inventory of existing facilities, sites, and property, which must include specified elements.
- The State Controller’s Office (SCO) to include instructions in the K-12 audit guide to verify that all required components are reflected in participating school districts’ Master Plans.
- School districts to update their Master Plans to reflect any changes in enrollment, capacity, or other areas, as appropriate for purposes of participating in the SFP.
At the January 28, 2026 State Allocation Board (Board) meeting, the Board approved regulations for implementation of the Master Plan. The regulations were approved by the Office of Administrative Law on May 4, 2026. SFP Regulation Section 1859.2 defines “Master Plan” as, “a document or compilation of documents approved by the governing board of a School District that reflects at least a five-year period and includes all of the required elements identified in Section 1859.18 pursuant to Education Code Section 17070.54. This documentation may be submitted electronically to OPSC, either as a digital file or via a Uniform Resource Locator (URL).”
Following voter approval of Proposition 2 in November 2024, the Board adopted policies for initial implementation of Proposition 2 on December 3, 2024 and August 19, 2025, that related to the timing and submittal of the Master Plan to OPSC, dependent on the submittal date and project type.
OPSC and CDE began a series of stakeholder meetings in early 2025 to identify the Master Plan components required by Proposition 2, develop additional guidance for the Master Plans, and to discuss formal regulatory changes to make the previously mentioned timeline policies permanent. These stakeholder meetings informed the development of proposed regulations that OPSC presented at the January 28, 2026 State Allocation Board meeting.
Additionally, OPSC, CDE, and the Division of the State Architect (DSA) have collaborated to create the School Facility Program Guidelines for the Five-Year School Facilities Master Plan (Guidelines). The Guidelines offer recommendations and best practices to assist school districts in the development of their Master Plan. A copy of the Guidelines is linked here and in the resources section below.
OPSC will work with SCO to amend the K-12 audit guide instructions.

- Applications to the CTEFP submitted on or after October 31, 2024 are required to include a local governing board resolution acknowledging the requirement to submit the Master Plan by the deadline. The resolution must also acknowledge that the funding application may be rescinded for failure to submit a Master Plan with the required components. OPSC will provide applicants who submit an application without the resolution a corrective “24-hour letter” to request submittal of the resolution to OPSC within 24 hours or the application will be returned..
- Submittal of the Master Plan will be required within 18 months of fund release, or concurrently with submittal of the 100 percent complete Form SAB 50-06 if it is submitted less than 18 months following fund release.

- For School Districts that received a Preliminary Apportionment before October 31, 2024, and submit a Form SAB 50-04 to request a Final Apportionment on or after October 31, 2024, the Master Plan must be submitted within 18 months of fund release, or concurrently with submittal of the 100 percent complete Form SAB 50-06 if it is submitted less than 18 months following fund release.
- School Districts that submit an Application for Charter School Preliminary Apportionment (Form SAB 50-09) on or after October 31, 2024, are required to submit a local governing board resolution acknowledging the requirement to submit the Master Plan by the deadline. The governing board resolution must also acknowledge the project funding may be rescinded for failure to submit a Master Plan with the required components. OPSC will provide applicants who submit an application without the resolution a corrective “24-hour letter” to request submittal of the resolution to OPSC within 24 hours or the application will be returned to the applicant.
- For all School Districts that submit a Form SAB 50-04 to request a Final Charter School Facilities Apportionment on or after October 31, 2024, the Master Plan is required to be submitted to OPSC concurrently with the Form SAB 50-04. Applications submitted without the Master Plan will be provided a corrective “24-hour letter” to request submittal of the Master Plan to OPSC within 24 hours or the application will be returned to the applicant.

- Accordingly, to allow submittal, processing, and approval of these applications without delay, submittal of the Master Plan is required by the time of submittal of the 100 percent complete Form SAB 50-06.
- Applications are required to include a governing board resolution acknowledging the requirement to submit the Master Plan by the previously mentioned deadline.
