Notice of 45-Day Public Comment Period: April 17, 2026 - June 1, 2026

The following state agencies have submitted proposed actions (code changes) that are intended for inclusion in the 2025 California Building Standards Code, Title 24, scheduled for publication in January 2027 with an effective date of July 2027. All proposed actions are subject to a 45-day public comment period. All public comments will be accepted until midnight on June 1, 2026.

Nine-Point Criteria & AB 130

The proposed building standards are required to comply with specific criteria listed in Health and Safety Code (HSC) Section 18930, commonly known as the Nine-Point criteria.  Budget trailer bill AB 130 (Chapter 22, Statutes of 2025) added subdivision (g) to HSC 18930 enacting a 6-year moratorium on most residential building standards.  

Intervening Cycle Restrictions

AB 130 amended Health and Safety Code Section 18942 enacting restrictions on the types of standards that may be proposed during an intervening code adoption cycle.
