Acquire Real Property Subject to State Public Works Board Approval

The State Public Works Board (PWB) selects and acquires real property for most departments when the appropriation is subject to the Property Acquisition Law (PAL). State Agencies will work with Real Estate Officers within the Real Property Services Section who act as a full service real estate organization that will carry out all necessary activities to acquire real property on the agency’s behalf.

Obtain Review of Property Acquisition Subject to State Public Works Board Approval

Agencies with their own authority to acquire real property and/or that have adequate real estate staff resources and expertise typically conduct and complete the real property acquisition function and request only a review, coordination, and approval function from DGS. The authorized agency prepares all land acquisition and related agenda items for consideration and approval by the PWB. The agency must submit a request for services to DGS and a complete hard-copy acquisition package for review. 

Acquisition related services include:

  • Provides acquisition project coordination.
  • Negotiates with property owners and acquires real property on behalf of the state.
  • Conveys fee or lessor interest of state real property.
  • Provides consulting services to agencies that acquire property independent of the Department of General Services authority.
  • Acts as staff to the State Public Works Board.

Requesting Acquisition Services

Each Acquisition service request will require the completion of a Global CRUISE Request (see link on left hand side of this page).  A copy of the completed CRUISE request must be included with each Acquisition Review package submittal.


Real Estate Transactional Services

When state agencies that do not require State Public Works Board approval acquire real property, DGS will review and process these real estate transactions in order that the state agency may meet statutory and program goals.

Real Estate Transactions include:

  • Regulatory support and project assistance
  • Transfers of jurisdiction of real property between state entities
  • Acquires and grants easements on behalf of state programs
  • Real estate title due diligence
  • Rights-of-entry and licenses
  • Government Code 14664 sales

Real Estate Title Due Diligence Analysis

Analysis of conditions of title for state and other property. Typically done in conjunction with proposed projects or for existing state facilities.

Requesting Services
