The valuation threshold is the annually-updated figure used when determining path of travel accessibility requirements in alterations, additions and structural repair construction projects regulated by California Building Code Chapter 11B.
In accordance with the 2019 California Building Code Chapter 2 definition of VALUATION THRESHOLD, the 2020 valuation threshold is $170,466.00 and will be updated again in January, 2021.
The annual valuation threshold is based on the January 1981 threshold of $50,000 as adjusted using the ENR (Engineering News-Record) 20 Cities Construction Cost Index, as published by Engineering News-Record, McGraw-Hill Publishing Company, for January of each year.

2019 ACCESS COMPLIANCE ADVISORY MANUAL
The 2019 Access Compliance Advisory Manual is revised to include the 2019 Intervening Code Cycle Supplement published on July 1, 2019, effective January 1, 2020.
The following document contains the 2019 CBC accessibility provisions adopted by DSA and commentary on selected requirements. Commentary is included from the 2010 ADA Standards for Accessible Design and from DSA for provisions unique to California. Additionally, an expanded table of contents for Chapter 11B is provided at the beginning of Chapter 11B.
The following document provides a summary of significant changes to the CBC as amended by DSA during the Triennial Adoption of the 2019 CBC.

This document contains the 2016 California Building Code (CBC) accessibility provisions adopted by DSA and commentary on selected requirements. CURRENT 2010 ACCESS COMPLIANCE ADVISORY MANUAL
The 2010 CBC – 2013 CBC Cross Reference Matrix is not updated, but is archived along with the 2013 Code Access Compliance Advisory Manual Expanded Table of Contents for Chapter 11B and the 2013 Code Access Compliance Advisory Manual and will remain available on the DSA website.
Design professionals who design projects under the enforcement jurisdiction of the Division of the State Architect (DSA) can find resources that assist in achieving compliance with the accessibility provisions of the 2016 California Building Code (CBC). These details are still made available for use, but have not been edited for compliance with the accessibility requirements of the 2019 CBC effective January 1, 2020. There is no plan to update to the details to the 2019 CBC at this time.
The details in this library are provided in an effort to assist design professionals, who design projects under the enforcement jurisdiction of the Division of the State Architect (DSA), in achieving compliance with the accessibility provisions of the 2016 (CBC). There is no obligation to use the details. Design professionals who use the details must select from the library the detail appropriate for the specific design and site conditions for each project. The design professional is required to review the design elements on the detail to determine if they are appropriate for the project, and edit the detail to create a site-specific solution. Because the details have not been edited by DSA for compliance to the 2019 CBC, the design professional must review the requirements of the 2019 CBC Chapter 11B and include any revised or additional requirements to the details to ensure compliance is met for projects submitted to DSA for review after January 1, 2020.
The details are provided in PDF format to aid in searching the database for the appropriate detail, and in AutoCAD format so that designers can modify each detail selected as necessary for project-specific design and site conditions. Details will be added to the library as they are developed.

EFFECTIVE USE OF THE ACCESSIBILITY DETAILS LIBRARY:
- Use the file folder structure for the appropriate category of details. Search in the PDF folder to locate a detail for use appropriate to the design conditions of your project. Then search the AutoCAD folder to find the DWG file that corresponds to the selected PDF file, and download the file to your computer.
- Each detail has a DSA Drawing Number matching its file name. The detail name contains a prefix with a California Building Code (CBC) section number. This detail name must not be changed when edited.
- Each detail indicates a referenced 2016 CBC. If the detail is used on documents subject to a different code edition, the design professional must edit the reference to indicate the currently enforced CBC. In doing so, the design professional attests that they have reviewed the detail for compliance to the currently enforced CBC.
- All the graphic and text elements in the drawing are drawn to scale in model space and plotted with “layout” set to “1:1” scale in paper space.
- The plot layout is set to plot to scale on either an 8 ½″ x 11″ sheet or an 11″ x 17″ sheet.
HOW TO USE:
- Modify the detail for project-specific design and site conditions.
- Change the drawing detail number from “1” to the specific detail number to be referenced in the project plans.
- Review detail indicators in the drawing to determine if additional reference details are appropriate for the project. Fill in cross-reference numbers for the detail indicators and provide the specified details in the project plans.

The architect or engineer of record is strongly encouraged to thoroughly review these details and any derivative works for appropriateness to the specific project conditions and for compliance with federal and state accessibility requirements.
DSA will review submitted construction documents for compliance with the accessibility provisions of the CBC. DSA does not have the authority to review for compliance with the Americans with Disabilities Act Standards for Accessible Design (ADAS); compliance of the construction documents with the requirements of the ADAS is the responsibility of the architect or engineer of record.
