In order to promote accessibility, DSA collaborates with stakeholders, experts and public entities to develop regulations that govern the construction of buildings in California. We propose changes to the California Building Standards Code (Title 24 Overview), as well as develop and publishing interpretations of code and policies and procedures necessary for stakeholder understanding and coordination of enforcement among the DSA regional offices. The building code becomes law when it's formally enacted by the appropriate authority. We are one of several state agencies that propose changes to the California Building and Administrative codes through the Building Standard Commission’s rulemaking process. The creation of regulation is directed through law. Regulations govern how the law will be enforced.

The Access Code Collaborative works cooperatively with DSA to offer input and feedback regarding amendments to the accessibility regulations of the California Building Code. More information on the group and its activities is located on the Access Code Collaborative webpage.

DSA is authorized by California statute to develop and propose building code regulations related to access for persons with disabilities to public buildings, public accommodations, commercial buildings and public housing. DSA Access Compliance (DSA-AC) develops and maintains the accessibility standards and codes used in public and private buildings throughout California. DSA proposes building code regulations in accordance with rulemaking processes administered by the California Building Standards Commission (CBSC). DSA-AC declares building regulations for making buildings, structures, sidewalks, curbs, and related facilities accessible to and usable by persons with disabilities. Access compliance regulations are applicable to:

  • Publicly funded buildings, structures, sidewalks, curbs and related facilities,
  • Privately funded public accommodations and commercial facilities, and
  • Public housing and private housing available for public use statewide.

Refer to Sections 109.1 of Part 2, Title 24 for more information regarding the scope and application of DSA-AC adopted regulations.

The Division of the State Architect – Access Compliance (DSA-AC) will be conducting its pre-cycle activities for the 2025 Triennial Code Adoption Cycle. DSA-AC will hold a public stakeholder forum to solicit public comments and suggestions for potential amendments to the accessibility provisions of the California Building Code (CBC). DSA-AC has developed draft code language for each of these items. The draft code language will be presented and discussed during the public stakeholder forum. Based on public comments and staff analysis, DSA-AC will refine and develop formal code change proposals and submit its initial code change documents to the CBSC.

The CBSC code amendment process provides additional opportunities for public comments during the rulemaking cycle in the 45-day and any 15-day Comment/Challenge periods. After these comment periods, code change proposals submitted by DSA-AC will be considered for approval by the CBSC in December 2024 or January 2025. Approved changes to the CBC will take effect on January 1, 2026.
