Rachel Grant Kiley

Rachel Grant Kiley was appointed as Acting Deputy Director of Administration on January 16, 2026.  Rachel is an accomplished management professional with extensive experience in state contracting, procurement, and business operations. Prior to this appointment she was Chief of the Office of Business and Acquisition Services and Procurement and Contracting Officer at DGS from 2018 to 2026, where she directed departmental procurement functions, as well as the Natural Gas Services Program, health and safety and business services operations. 

Rachel began her civil service career at the California Energy Commission in 2006 where she was a contracts analyst for 5 years and the office manager of the Contracts, Grants, and Loans Office from 2011 to 2018. 

Beyond her roles in civil service, Rachel serves on the Northern California Band Association Board of Directors, as Treasurer and Digital Tools and Adjudication Feedback where she modernizes adjudication processes and trains event tabulators. She also brings a background in music education and performance, which informs her ability to mentor and lead with creativity and precision.

Rachel is a Lean Six Sigma Green Belt, equipping her to champion change and drive efficiency across government operations.
