Position Summary: This position, IT Manager I, drives the strategic vision, delivery, and support of the department’s Custom Application Solutions (CAS) Section within the Software Engineering and Business Technology Domains. This role provides leadership and direction to a team of skilled technical professionals, ensuring that custom-built solutions are designed, developed, and maintained to align with organizational goals, enhance business operations, and improve service delivery to stakeholders. The position is accountable for fostering innovation, optimizing processes, and ensuring the security, scalability, and reliability of departmental technologies, while building strong partnerships across programs and divisions.

  • Provides strategic direction, guidance, and leadership to the Custom Application Solutions (CAS) section managers and staff to deliver innovative, secure, and sustainable technology solutions that align with the Department of General Services’ mission to deliver results by providing timely, cost-effective services and products that support our customers; Champion the CAS vision to empower programs with custom-built applications that streamline operations, enhance service delivery, and adapt to evolving business needs; Promote adoption of DevOps, Agile methodology, Microsoft Visual Studio, Microservices, Automation, and industry best practices to deliver high-quality solutions that directly advance organizational goals.

  • Establishes, implements, and monitors standardized, secure, and accessible application development practices, documentation protocols, and technical roadmaps to ensure consistent quality and maintainability of systems; Ensures development practices align with IT governance processes and policies within the State Administrative Manual, Statewide Information Management Manual, and IT Management Memos; Drive continuous improvement by incorporating lessons learned, emerging technologies, and industry trends into the development lifecycle—ensuring the CAS team is a model of innovation and excellence in public-sector IT service delivery.

  • Oversees the successful end-to-end implementation of application solutions by using hybrid-agile development practices, by ensuring effective communication with the project management office, project business analysis unit, security and privacy office, central test unit, and the data and analytics section, and by using data-driven decision-making; Ensures development and maintenance activities incorporate a customer-centric approach to deliver solutions that meet program objectives and provide an excellent customer experience.

  • Fosters transparent, collaborative relationships with organizational executives, program chiefs, ETS management, Enterprise Architects, and CAS supervisors; Maintains regular communication channels to ensure alignment on technology direction, priorities, and delivery timelines; Actively advocates for the CAS vision by communicating how custom applications enable DGS programs to fulfill their mission efficiently and effectively.

  • Leads, develops, and inspires the CAS workforce by establishing clear goals, performance expectations, and growth opportunities; Promotes a culture that embodies DGS Core Values—integrity, respect, excellence, and accountability—and ensure a safe, inclusive, and harassment-free work environment; Invests in professional development to build a skilled, adaptable team capable of delivering future-ready solutions.

  • Manages, directs, develops, fosters positive methods to promote staff retention and satisfaction, encourages team building, facilitates cross training, promotes continuous improvement, training, and provides continuous feedback and supervision, utilizing performance appraisals, staff time-off coordination and approval, and training for career development, and reviews the work of subordinate staff by communicating unit goals and objectives, establishing performance expectations, inputting, reviewing and approving/denying timesheets, managing staff requests for time off, maintaining adequate staffing, providing direction and information on OHR processes, and developing timely performance evaluations and training plans, in order to provide opportunities for training, promote upward mobility, provide guidance on personnel performance issues, to ensure equal employment opportunities and a harassment and discrimination-free work environment, utilizing Project Accounting and Leave, applicable bargaining unit contract provisions, the Personnel Operations Manual, DGS policies, procedures and guidelines, State Personnel Board and California Department Human Resources' laws, rules and regulations.

  • Participates in professional networks, educational workshops, and vendor forums to remain current on evolving technologies, development practices, and policy changes; Share acquired knowledge with CAS staff to strengthen team capabilities and reinforce the section’s role as a trusted, forward-thinking technology partner within DGS.

Position Summary: This position, IT Specialist II, the Senior Security Engineer is responsible for performing a wide range of advanced security tasks to ensure the protection and integrity of DGS's information systems. This role requires expertise in SIEM engineering, threat intelligence, threat hunting, and leading incident response staff in complex situations. The IT Spec II, Senior Security Engineer will play a crucial role in maintaining the organization's security posture and proactively mitigating cyber threats. This position has read access to all audit logs, internal risk assessments, and systems with data classified as Federal Tax Information, regulated by U.S. Internal Revenue Service (IRS) Publication (Pub) 1075, Individually Identifiable Health Information (IIHI, aka PHI), regulated by California Information Practices Act of 1977 (Civil Code 1798 et seq.) and U.S. Health Insurance Portability and Accountability Act (HIPAA), Notice-Triggering Personally Identifiable Information (PII), protected by Civil Code 1798.

  • Monitors, collects, and analyzes cyber threat intelligence from various internal and external sources; Reviews and assesses the relevance and impact of cyber threats to the DGS's systems, networks, and assets; Prepares concise and actionable threat intelligence reports and briefings for senior management, providing insights and recommendations for proactive defense measures. Stay updated on the latest threat landscape, emerging attack vectors, and industry best practices to continuously enhance the DGS's security posture; Conducts proactive hunting activities to identify and mitigate advanced threats that may bypass traditional security controls; Utilizes advanced tools, techniques, and methodologies to detect indicators of compromise (IOCs), anomalous activities, and potential security incidents; Collaborates with the incident response team to investigate and respond to identified threats, ensuring timely containment and eradication.

  • Designs, configures, and maintains the Security Information and Event Management (SIEM) infrastructure to effectively detect and respond to security incidents; Develops and optimizes SIEM rules, alerts, and correlation rules to enhance the accuracy and efficiency of threat detection; Collaborates with cross-functional teams to integrate log sources and ensure comprehensive event monitoring across the organization's systems and networks; Conducts regular assessments and audits of the SIEM infrastructure to identify potential vulnerabilities and recommend necessary improvements.

  • Acts as a technical lead for the cybersecurity incident response team(CSIRT) and the Security Operations Unit, in handling the most complex and critical security incidents, providing guidance, direction, and support; Coordinates and oversees incident response activities, including evidence collection, analysis, and mitigation efforts; Collaborates with stakeholders from various teams, such as IT member from ETS, legal, privacy and management, to ensure effective incident response coordination and communication; Identifies lessons learned from security incidents and contribute to the continuous improvement of incident response processes and procedures;  Identifies areas for improvement in security operations, incident response procedures, and threat intelligence processes; Proposes and implements enhancements to security technologies, tools, and methodologies.

  • Collaborates with cross-functional teams to ensure security controls are properly implemented and monitored; Engages with internal stakeholders to understand their security requirements and address their concerns; Foster a culture of security awareness and education by conducting training sessions and workshops for junior staff, as well as other teams within DGS and ETS.

  • Performs other duties as assigned by the DGS Chief Information Security Officer,  including but not limited to, meetings with professional organizations, researching IT security trends and best practices, and staying  updated on the latest security threats, attack vectors, and tactics techniques and procedures.

About ETS Services

Manages identity and access management, messaging, and security operations. Supports technologies including Microsoft 365, Azure Active Directory, Exchange Online, Proofpoint, Tenable, Delinea, Defender, and Sentinel.
Builds and supports applications on 150+ different systems using advanced technologies such as AWS, Azure, DevOps, Rapid Application Development. Builds web apps with multichannel platform independent technologies, in both custom application development and industry standard Software as a Service (SaaS) technologies. The majority of new application development efforts are written using Microsoft-based technologies, as well as other SiteCore, SharePoint Online, and PowerBI.
Consults with business partners to analyze and stay current on their IT related business needs. Collaborates with customers and internal stakeholders throughout the Systems Development Life Cycle (SDLC) from initial project concept through project release to production. Uses technologies such as Adobe XD, Azure DevOps to help manage, monitor, and provide excellent customer service and project analysis in Hybrid-Agile using SCRUM methodology.
Designs, builds, and manages cloud infrastructure solutions on public and private platforms using VMware, AWS, Azure, DellEMC, and HP. These solutions encompass virtualization of compute, networks, storage and backups across the multi-cloud enterprise and leverage efficiencies in resource management, operations, and automation to provide robust infrastructure to support state government systems.
As technology evolves the ability to access sensitive data becomes easier, presenting risks to data privacy and confidentiality. To mitigate these risks, robust privacy policies must be developed and adhered to, and controls must be in place to protect the data and information assets of an organization. The Privacy Office provides guidance and direction for DGS programs regarding data collection and privacy policies and procedures.
Provides computer hardware, deployment and administration of software, asset management, change management, and the approval process for IT goods and services. These responsibilities include: computer build and configuration, desktop and laptop patch management, software deployment, Microsoft Windows Administration, and administration of System Center Configuration Manager (SCCM).
Provides enterprise-wide services to over 4,000 DGS employees and an additional 27,000 users statewide, in both private and public sectors. Administers, manages, and develops new Software as a Service (SaaS) solutions using a variety of enterprise cloud-based platform tools. Supports the ServiceNow core application, database, and workflow automation, and develops custom workflow automation systems. Applications commonly used include Microsoft 365, SharePoint Online, Power BI, Power Automate, Esri, Adobe Sign, ServiceNow, Salesforce.
Manages the information security program to ensure the confidentiality, integrity, and availability of DGS systems and applications, while protecting state information assets. Utilizes technologies including EnCase, Tenable, Sentinel, Microsoft eDiscovery, and Azure Identity Protection.

Manages innovative IT projects and solutions from alternative analysis through project closure as ETS works to continuously modernize DGS programs. Throughout project lifecycle engagement with business and technology stakeholders, strives to refine business needs further using standardized processes and materials to ensure projects stay on schedule and quality solutions are delivered.
Maintains, monitors and patches enterprise technologies such as Windows and Linux Server environments, using Microsoft System Center Configuration Manager and System Center Operations Manager. Maintains and monitors SQL and Oracle cloud databases.
Performs manual software testing, including American Disability Act (ADA) validation, on a variety of DGS systems and websites to ensure the highest level of application quality and/or compliance with the Web Content Accessibility Guidelines 2.0. Testers participate in both Waterfall and Hybrid-Agile methodologies and provide services for Commercial-Off-The-Shelf (COTS) and custom applications hosted locally or in the cloud. Uses  tools such as Azure DevOps, SiteImprove, WAVE, NVDA, SQL Server Management Studio, and Oracle SQL Developer. Testers will also explore future expansion of testing services such as test automation.
