Position Summary: This position, IT Manager I, drives the strategic vision, delivery, and support of the department’s Custom Application Solutions (CAS) Section within the Software Engineering and Business Technology Domains. This role provides leadership and direction to a team of skilled technical professionals, ensuring that custom-built solutions are designed, developed, and maintained to align with organizational goals, enhance business operations, and improve service delivery to stakeholders. The position is accountable for fostering innovation, optimizing processes, and ensuring the security, scalability, and reliability of departmental technologies, while building strong partnerships across programs and divisions.

Provides strategic direction, guidance, and leadership to the Custom Application Solutions (CAS) section managers and staff to deliver innovative, secure, and sustainable technology solutions that align with the Department of General Services’ mission to deliver results by providing timely, cost-effective services and products that support our customers; Champion the CAS vision to empower programs with custom-built applications that streamline operations, enhance service delivery, and adapt to evolving business needs; Promote adoption of DevOps, Agile methodology, Microsoft Visual Studio, Microservices, Automation, and industry best practices to deliver high-quality solutions that directly advance organizational goals.

Establishes, implements, and monitors standardized, secure, and accessible application development practices, documentation protocols, and technical roadmaps to ensure consistent quality and maintainability of systems; Ensures development practices align with IT governance processes and policies within the State Administrative Manual, Statewide Information Management Manual, and IT Management Memos; Drive continuous improvement by incorporating lessons learned, emerging technologies, and industry trends into the development lifecycle—ensuring the CAS team is a model of innovation and excellence in public-sector IT service delivery.

Oversees the successful end-to-end implementation of application solutions by using hybrid-agile development practices, by ensuring effective communication with the project management office, project business analysis unit, security and privacy office, central test unit, and the data and analytics section, and by using data-driven decision-making; Ensures development and maintenance activities incorporate a customer-centric approach to deliver solutions that meet program objectives and provide an excellent customer experience.

Position Summary: This position, IT Specialist II, the Senior Security Engineer is responsible for performing a wide range of advanced security tasks to ensure the protection and integrity of DGS's information systems. This role requires expertise in SIEM engineering, threat intelligence, threat hunting, and leading incident response staff in complex situations. The IT Spec II, Senior Security Engineer will play a crucial role in maintaining the organization's security posture and proactively mitigating cyber threats. This position has read access to all audit logs, internal risk assessments, and systems with data classified as Federal Tax Information, regulated by U.S. Internal Revenue Service (IRS) Publication (Pub) 1075, Individually Identifiable Health Information (IIHI, aka PHI), regulated by California Information Practices Act of 1977 (Civil Code 1798 et seq.) and U.S. Health Insurance Portability and Accountability Act (HIPAA), Notice-Triggering Personally Identifiable Information (PII), protected by Civil Code 1798.

Monitors, collects, and analyzes cyber threat intelligence from various internal and external sources; Reviews and assesses the relevance and impact of cyber threats to the DGS's systems, networks, and assets; Prepares concise and actionable threat intelligence reports and briefings for senior management, providing insights and recommendations for proactive defense measures. Stay updated on the latest threat landscape, emerging attack vectors, and industry best practices to continuously enhance the DGS's security posture; Conducts proactive hunting activities to identify and mitigate advanced threats that may bypass traditional security controls; Utilizes advanced tools, techniques, and methodologies to detect indicators of compromise (IOCs), anomalous activities, and potential security incidents; Collaborates with the incident response team to investigate and respond to identified threats, ensuring timely containment and eradication.

Designs, configures, and maintains the Security Information and Event Management (SIEM) infrastructure to effectively detect and respond to security incidents; Develops and optimizes SIEM rules, alerts, and correlation rules to enhance the accuracy and efficiency of threat detection; Collaborates with cross-functional teams to integrate log sources and ensure comprehensive event monitoring across the organization's systems and networks; Conducts regular assessments and audits of the SIEM infrastructure to identify potential vulnerabilities and recommend necessary improvements.

Acts as a technical lead for the cybersecurity incident response team(CSIRT) and the Security Operations Unit, in handling the most complex and critical security incidents, providing guidance, direction, and support; Coordinates and oversees incident response activities, including evidence collection, analysis, and mitigation efforts; Collaborates with stakeholders from various teams, such as IT member from ETS, legal, privacy and management, to ensure effective incident response coordination and communication; Identifies lessons learned from security incidents and contribute to the continuous improvement of incident response processes and procedures; Identifies areas for improvement in security operations, incident response procedures, and threat intelligence processes; Proposes and implements enhancements to security technologies, tools, and methodologies.

Collaborates with cross-functional teams to ensure security controls are properly implemented and monitored; Engages with internal stakeholders to understand their security requirements and address their concerns; Foster a culture of security awareness and education by conducting training sessions and workshops for junior staff, as well as other teams within DGS and ETS.

Performs other duties as assigned by the DGS Chief Information Security Officer, including but not limited to, meetings with professional organizations, researching IT security trends and best practices, and staying updated on the latest security threats, attack vectors, and tactics techniques and procedures.
