State Affordable Housing Program
Redevelopment Opportunities:
In 2022, the Legislature codified Governor Newsom’s Executive Order on excess state property (EO N-6-19), which directed the Department of General Services (DGS) and the Department of Housing and Community Development (HCD) to identify and prioritize excess state-owned property for affordable housing development.
DGS and HCD developed a screening tool that applied land feasibility and financing competitiveness factors to determine whether a given site was suitable for redevelopment as housing. In July 2024, DGS and HCD updated the digitized inventory of excess state property with sites that met the objective criteria.
New Expedited Process for Housing Redevelopment:
To expedite affordable housing production on these sites, DGS and HCD established a standardized process by which developers can submit proposals for these excess sites. This process eliminates the need for site-specific solicitations (unless warranted by unique property conditions), and creates a published, transparent process for the evaluation of development proposals.
