Summary:

The Department of General Services (DGS), Real Estate Services Division, Project Management and Development Branch requests the submittal of qualifications from interested Design-Build Entities (DBE) to provide professional Architectural/Engineering and Construction services for the design and construction of the Resources Building Renovation (Project).

The Resources Building Renovation Project (Project) involves a comprehensive tear-down of the 17-story 657,000-square-foot building located at 1416 9th Street in downtown Sacramento, leaving the building’s steel frame, then reinforcement/rebuild matching the current footprint, mass, and height. The goal of the Project is to protect the health and safety of the Resources Building occupants and to extend the useful life and viability of the building by correcting the fire/life safety deficiencies and completely upgrading all infrastructure systems. The Project would address code-required improvements, including seismic upgrade, installation of a building-wide fire sprinkler system, reconstruction of three 17-story exit stair towers, and replacement of asbestos-containing fireproofing. Antiquated mechanical, plumbing, electrical, security, and telecommunication systems will be replaced. The Project will make the building safe while honoring the building's historic qualities. Building amenities will include lobby, training, and conference rooms, break rooms, work café, fitness rooms, and bicycle storage.

The building will continue to be connected to the existing State Central Utility Plant (CUP) for chilled water and steam. Other utilities will be provided from SMUD, the City and County of Sacramento (water, storm, and sewer), and multiple internet and television service providers. The Project will not incorporate the use of natural gas but may use diesel fuels for the emergency/standby generators.

The Project goal is to achieve Zero Net Energy and Leadership in Energy and Environmental Design (LEED) Silver certification.

Project Delivery: Project delivery and Completion is anticipated within 42 months of Notice to Proceed (NTP). The contract award is currently scheduled for September 7, 2021, with NTP anticipated in November 2021.

Pre-Bid Conference:

A MANDATORY RFQ briefing conference is scheduled for 9:00 A.M., PDT, on July 8, 2021. The Department of General Services will host the meeting virtually. This conference is intended to review the RFQ- process and submittal requirements, general project scope, the State's Small Business and Disabled Veterans Business Enterprises (DVBE) program goals and requirements, and the selection process. Interested Design Build Entities must have a designated representative (employed by the Design Build Entity) in attendance at this conference. All RFQ submittals received from DBEs that do not attend the mandatory briefing will be returned without review.

Attendance for the entire inspection is required for bidders to be eligible to submit a bid.
