Summary:

The Department of General Services (DGS), Real Estate Services Division, Project Management and Development Branch requests the submittal of qualifications from interested Design-Build Entities (DBE) to provide professional Architectural/Engineering and Construction services for the design and construction of the Jesse Unruh Building Renovation (Project) and construction services for the Paul Bonderson Renovation (TI) that will serve as the swing space.

This project will rehabilitate the 164,206 gsf 5-story building that also includes a penthouse and a basement located at 915 Capitol Mall, Sacramento, CA. The Project will address correcting building wide deficiencies including: fire life safety improvements, hazardous material removal, repairs to the exterior finishes, upgrades and repairs for disable accessibility compliance, replacement of mechanical, plumbing, and electrical systems.

The Project will include: new HVAC systems and controls; new plumbing systems and fixtures; new storm drainage system; new fire water service, standpipes and fire sprinkler system; new irrigation water service and upgraded irrigation system; new fire alarm, security, and access control systems; new lighting and controls; new electrical switchboards, emergency standby generators and power systems; new low voltage data, audiovisual, and telecommunications systems; renovated passenger and service elevators; repair and replacement of exterior window systems, façade cladding, roofing, and balcony guardrails and waterproofing new interior and exterior building finishes; new modular systems furniture workspaces, private workspaces, shared workspaces, and special function workspaces; and special function workspaces; new exterior landscaping and flatwork; and restoration of historic building elements and features.

The Project will target Zero Net Energy, LEED Silver (at a minimum), and electrification for operations without reliance on fossil fuels.

All work will be performed in accordance with the Secretary of the Interiors Standards for Rehabilitation and will be subject to review by the State Historic Preservation Officer to maintain the building as a historic resource.

Pre-Bid Conference:

A MANDATORY RFQ briefing conference is scheduled for 9:00 A.M., PDT, June 16, 2021. The Department of General Services will host the meeting virtually. This conference is intended to review the RFQ process and submittal requirements, general project scope, the State's Small Business and Disabled Veterans Business Enterprises (DVBE) program goals and requirements, and the selection process. Interested Design Build Entities must have a designated representative (employed by the Design Build Entity) in attendance at this conference. All RFQ submittals received from DBEs that do not attend the mandatory briefing will be returned without review.
