Still useable state-owned surplus personal property is a significant asset. Accordingly, all state agencies are required to extend the useful life of surplus property in their possession following specific guidelines provided by the SPR program, which is responsible for reviewing and approving all state agency dispositions of state-owned surplus personal property prior to disposition.

Pursuant to the State Contracting Manual (SCM), Volume 2, Chapter 2 Procurement Planning, Topic 2 Surplus Property Program, state agencies shall utilize surplus furnishings whenever feasible and shall contact the SPR program to determine if surplus personal property is available.

Resource

The California Surplus Property System (CSPS) has a search feature that allows state agencies to view state-owned surplus personal property that is available for transfer to other agencies.

State agencies are authorized to provide surplus state-owned information technology equipment to qualified Public Computer Centers for less than fair market value.
Management Memo (MM) 21-04 Recycling Modular Systems Furniture and Conventional Furniture outlines the process for surplus CALCTRA modular systems and conventional furniture.
To provide the most cost-effective method for the reutilization and disposition of surplus personal property, state agencies may use SPR’s online auction for the reutilization and disposition of state surplus personal property. Under the online auction, agencies will have the ability to sell surplus personal property on-line. This will allow state agencies to eliminate the costs of moving and transporting the property and will provide state agencies with the opportunity to recover revenue from the sale of their surplus personal property. For more information, please e-mail contactSPR@dgs.ca.gov or call SPR at (916) 928-5806.
