Noted below are the designated vehicle categories subject to this policy. This list will be updated in accordance with SAM Section 4121.1 and 4121.9.  State agencies will be notified when the list is updated.

Pursuant to State Administrative Manual Section 4121.1., beginning in fiscal year 2017/2018, state agencies are required to prioritize purchasing Zero Emission Vehicles (ZEV) (including Battery Electric, Fuel Cell, and Plug-in Hybrid Vehicles) and Hybrid-Electric Alternative Fuel Vehicles (Hybrid), in designated light-duty vehicle categories where programmatically feasible.

Designated Light Duty Vehicle Categories:
  • Priority 1: Pure Zero Emission Vehicle (ZEV) designated vehicle classes:
    1. Sedan
    2. SUV - 5 Passenger - 2 - Wheel - Drive (2WD) or All-Wheel-Drive (AWD)
    3. 1/2-ton Pickup Truck - 4x2 or 4x4
  • Priority 2: Plug-in Hybrid Electric Vehicle (PHEV) designated vehicle classes:
    1. SUV - 5 Passenger - 2 - Wheel - Drive (2WD) or All-Wheel-Drive (AWD)
  • Priority 3: Hybrid designated vehicle classes:
    1. Sedan
    2. SUV - 5 Passenger - 2 - Wheel - Drive (2WD) or All-Wheel-Drive (AWD)
    3. SUV - 7 Passenger - 2WD 1/4-ton Pickup Truck - 4x2
    4. 1/2-ton Pickup Truck - 4x2 or 4x4

Pursuant to State Administrative Manual Section 4121.9, beginning July 1, 2020, state agencies are required to prioritize purchasing of Zero Emission Vehicles (ZEV) (Including Battery Electric, Fuel Cell, and Plug-in Hybrid) and Hybrid-Electric Alternative Fuel Vehicles (Hybrid AFVs), in designated medium- and heavy-duty vehicle categories where programmatically feasible. Noted below are the designated medium- and heavy-duty vehicle categories subject to this policy. This list will be valid until June 30, 2022.

Designated Medium- and Heavy-Duty Vehicle Categories:

  • Vans
    • Passenger Vans - Class 2b
    • Cargo Vans - Classes 3 & 4
    • Cargo Step Vans - Classes 5 & 6
  • Trucks
    • Truck (cab and chassis) - Classes 3-6
    • Utility Truck - Class 4
    • Box Truck - Class 6
    • Refuse Truck - Class 8
    • Tractor Trailer - Class 8
