FEDERAL COST RECOVERY – INDIRECT COST RATE/COST ALLOCATION RECOVERIES - 9216.1

Pursuant to Government Code sections 13332.01 and 13332.02, agencies/departments that receive federal funds are required to recover the Statewide Cost Allocation Plan (SWCAP) costs from the federal government and to transfer the recoveries to the General Fund.

In accordance with SAM Section 9216, SWCAP transfers are due within 30 days after the end of each quarter. To meet this objective and substantiate recovery amounts, agencies/departments shall first prepare an Indirect Cost Rate Proposal, a Cost Allocation Plan, or Public Assistance Cost Allocation Plan. For information on these plans, see SAM Section 9216.2.

Agencies/Departments shall submit SWCAP recovery transaction requests through the Transactions Request Intake System (TRIS). The agency/department’s supporting documentation must list quarterly SWCAP amounts by fiscal year and include a brief explanation in the Legal Authority/Reason for Request box.
