Definitions
California Correctional Training and Rehabilitation Authority (CALCTRA):
Self-supporting, customer-focused business that reduces recidivism, increases prison safety, and enhances public safety by providing incarcerated individuals productive work and training opportunities. For additional information, visit calctra.ca.gov.
Office of State Publishing:
State agency housed within the Department of General Services that provides printing, communication, and document management solutions.
Policy
State law requires state agencies to procure printing services through the Office of State Publishing (OSP) and CALCTRA. For detailed information regarding print products and in what quantities each entity provides, please see the California State Government Printing Services website.
Exemptions
If a print product cannot be obtained from CALCTRA or OSP, the customer will need to obtain an exemption from or OSP as described in SAM section 2811(B) prior to purchasing the product from an in-plant printer or a private sector printer; An in-plant printer is one located within a state agency. CALCTRA-Exclusive Products
The following products are exclusive to CALCTRA and are not produced or offered by OSP. State agencies must obtain the following products from CALCTRA or obtain an exemption from CALCTRA before obtaining these products from a private sector vendor.

- Magnets
- Nameplates
- Notecards
- Notepads

Custom Orders

How to Place An Order

Responsibilities
State Agencies (Customers):
1. Review of the California State Government Printing Services website.
a. Order items from CALCTRA or OSP according to website instructions.
2. Submit exemption requests for items that cannot be produced by CALCTRA or OSP.
a. To OSP for non-CALCTRA-exclusive print products.
b. To CALCTRA for CALCTRA-exclusive print products.
CALCTRA:
1. Produce items as ordered by the customer.
2. Provide an exemption approval letter for items that cannot be produced by CALCTRA and are on the list of CALCTRA exclusive print products.
