In accordance with the State Contracting Manual Volume 3, an agency making a purchase that exceeds their purchasing authority must contact the DGS Purchasing Authority Unit (PAU) and submit a Purchase Authority Change Request (PACR).  The Software Licensing Program (SLP) Exemption Request is no longer required.  To request information regarding a PACR, specifically a Purchasing Authority Increase Request (PAIR), please contact DGS PAU at:
