Submit the Annual Vehicle Home Storage Permit Certification
Pursuant to the State Administrative Manual section 4109, state agencies and departments (agencies) are required to submit an OFAM 162 - Annual Vehicle Home Storage Permit (VHSP) Certification to the Department of General Services, Office of Fleet and Asset Management (OFAM) by January 2.
What is a VHSP? A VHSP is an official authorization that allows a state employee to store a state-owned vehicle at their residence on a regular basis. Each VHSP request must be submitted using a STD 377 – Vehicle Home Storage Request/Permit form, which must be reviewed and approved by the issuing agency before the permit takes effect.
What is the Annual VHSP Certification? OFAM 162 - Annual VHSP Certification is the form agencies submit to OFAM to report VHSPs currently issued at the time of submission.
Important Notes: Under the California Code of Regulations 599.808(d), the Department of General Services (DGS) reserves the right to audit agency-issued VHSPs. If an agency is found noncompliant with the VHSP policy outlined in SAM section 4109, DGS may revoke the agency’s authority to issue and approve its own VHSPs. Additionally, DGS may request, at any time, copies of approved STD 377 forms along with all supporting documentation.

Review VHSP Requirements
Under Executive Order B-2-11, state agencies may issue Vehicle Home Storage Permits (VHSPs) only when they are deemed essential or cost-effective. Before issuing a VHSP, agencies must review the criteria for essential or cost-effective permits outlined in SAM Section 4109 and confirm the permit’s eligibility. -
Approve STD 377
Once permit eligibility is confirmed, a STD 377 – Vehicle Home Storage Request/Permit must be completed for each applicable employee. The VHSP duration may not exceed 12 months. Agencies are required to retain a copy of the approved permit in accordance with their records retention schedule. -

Submit the Annual VHSP Certification
Agencies must submit the Annual VHSP Certification packet, including all required documents, electronically to OFAM at FleetPolicy@dgs.ca.gov no later than January 2 of each year.
