Acquire IT Equipment for Public Computer Centers
State agencies are authorized to provide surplus state-owned information technology equipment to qualified public computer centers for less than fair market value through the Office of Fleet and Asset Management.
INTRODUCTION – STATE OWNED SURPLUS INFORMATION TECHNOLOGY DISPOSITIONS TO PUBLIC COMPUTER CENTERS
In order to facilitate Public Contract Code Section 10389.2 (SB 493, Padilla, 2011) which aims to bridge the digital divide throughout California as described in Public Utilities Code Section 709(d), the Department of General Services State Surplus Property Program has assembled the following information to assist both State Agencies and Public Computer Centers. By way of this new statute, State Agencies are now authorized to provide surplus state owned information technology equipment to qualified Public Computer Centers for less than fair market value. The law requires that Public Computer Centers must be on record as a partner with a school district located in California. PUBLIC COMPUTER CENTER INFORMATION
As outlined in Public Contract Code Section 10389.2, in order to receive surplus state owned information technology equipment, the Public Computer Center must be in partnership with a school district and operate a facility “…encouraging expanded access to state-of-the-art technologies for rural, inner-city, low income, and disabled Californians”. This equipment cannot be sold or used for other purposes than as outlined in Public Contract Code Section 10389.2 and Public Utilities Code Section 709(d).
How to establish eligibility
If you are a Public Computer Center and meet the following requirements, you may qualify for the program:
- Proof of Partnership with a School District (e.g., School Board Resolution or Letter from Superintendent or School Board Member on district letterhead stating such)
- Copy of your 501(c)(3)*
- You must also submit a narrative of your program which includes information of facilities, hours of operation, services provided, and qualifications of staff.

STATE AGENCY INFORMATION
State Agencies are now authorized to distribute information technology to eligible Public Computer Centers for less than fair market value. Instructions for dispositions to Public Computer Centers: State agencies will follow the same procedures as with any disposition of state owned property. That is, submitting a Property Survey Report (STD. 152) online to the Office of Fleet and Asset Management for approval. When filling out the Property Survey Report, please select the new Disposition Code 11 which indicates disposition to a Public Computer Center. You will then select the Public Computer Center from the drop down made available through Disposition Code 11. To access the California Surplus Property System, please use the link below.
Responsibilities: Any surplus information technology and equipment declared surplus with digital memory and or storage capacity must be sanitized before disposal. The Certification of Sanitation (OFAM 152a) is required to accompany the Property Survey Report when submitted for approval. Fair Market Values The law allows state agencies to dispose of surplus information technology to qualified Public Computer Centers for less than fair market value. To assist you in determining the fair market value of your equipment, the DGS can provide you with prices for like equipment received at our most recent Public Auction upon request.
