Pay Filing Fees for a PWCA Case

Parties may pay filing fees to the Office of Administrative Hearings (OAH) for a Public Works Contract Arbitration (PWCA) Case by following the Instructions below.

PWCA FILING FEE:

Once you have located the amount due in the PWCA Filing Fee Schedule below, payment may be made by U.S. mail, credit card, or electronic check according to the following instructions.

Mail:

Send filing fee (check or money order only), made out to Office of Administrative Hearings, to:

Electronic Check Payments:

There will be no charge for online payments made via Electronic Check (E-Check).

To pay the PWCA filing fee by electronic check, access the e-Pay system through the E-PAY portal on this page.

 Credit Card:

To pay the PWCA filing fee by credit card, access the e-Pay system through the E-PAY portal on this page.

OAH accepts the following types of credit card payments:

  • Visa
  • MasterCard
  • Discover

Credit card payments will incur a non-refundable convenience fee of 2.99%.

Credit card Payments will be charged a convenience fee by a third-party credit card processing vendor when making credit card payments via Secure E-Pay.

The convenience fee is paid to First Data Merchant Services and OAH does not receive any portion of the fee. Convenience Fees are not reflected in the final payment amount received by OAH. Erroneous payments will incur a non-refundable convenience fee. Refunds for erroneous payment typically take 6-8 weeks to process.

Limit of Liability-UNDER NO CIRCUMSTANCES SHALL DEPARTMENT OF GENERAL SERVICES OF THE OFFICE OF ADMINISTRATIVE HEARINGS BE LIABLE FOR ANY INDIRECT, INCIDENTAL, CONSEQUENTIAL, SPECIAL OR EXEMPLARY DAMAGES ARISING OUT OF OR IN CONNECTION WITH YOUR ACCESS OR USE OF OR INABILITY TO ACCESS OR USE THE PAYMENT APPLICATION AND ANY THIRD PARTY CONTENT AND SERVICES, WHETHER OR NOT THE DAMAGES WERE FORSEABLE AND WHETHER OR NOT AGENCY WAS ADVISED OF THE POSSIBILITY OF SUCH DAMAGES.

  • THE FEE IS BASED ON THE AMOUNT OF THE CLAIM AS SHOWN ABOVE.

  • NON-REFUNDABLE FILING FEES ARE REQUIRED WHEN FILING A COMPLAINT IN ARBITRATION

  • If the non-refundable filing fee is not enclosed, the complaint will be deemed NOT filed.

  • Respondent is responsible for submitting a matching non-refundable filing fee with or prior to the filing of their Answer or Objection to a Complaint with OAH.

Also note that when a complaint is amended to increase the amount claimed, if necessary, an additional amount for the filing fee will be collected. There will be no refund of fees if the amount claimed is reduced, because filing fees are nonrefundable.

Additionally, a filing fee and matching fee will be required on all cross complaints in accordance with the above fee schedule.
