Code Adoption proposals for Commission Review and approval

Meeting Notice and Agenda, January 19–20, 2016

The following state agencies submitted code adoption proposals (code changes) for the California Building Standards Commission's review and approval.  These proposals are intended for inclusion in the 2016 California Building Standards Code, Title 24, which is scheduled for publication in July 2016 with an effective date of January 2017.

Proposed adoption of the 2015 edition of the National Plumbing Code with amendments for incorporation into the 2016 California Plumbing Code (California Code of Regulations, Title 24, Part 5). All items being challenged that are related to CEQA/Environmental Impact Report for Part 5 are not included in this rulemaking.  These items will be presented at a future Commission meeting - TBD).

Certification of compliance and permanent approval of emergency building standards pertaining to water efficiency effecting a reduction in outdoor irrigation water usage relative to the 2013 California Green Building Standards code, Chapters 2, 5 and A5 (California Code of Regulations, Title 24, Part 11).

Division of the State Architect—Structural Safety—DSA-SS

DSA-SS EF 03/15 (approved by the commission at its July 21, 2015 meeting). These approved building standards added Section 4-501 through 4-507 as Group 3 of Chapter 4, 2013 California Administrative Code (California Code of Regulations, Title 24, Part 1). These administrative requirements pertain to Sustainable Construction of Public Schools & Community colleges and include general requirements, definitions, self-certification of drawings and specifications, and associated fees.

DSA-SS EF 02/15 (approved by the commission at its July 21, 2015 meeting). These approved emergency building standards added, amended and/or repealed building standards relative to water efficiency effecting a reduction in outdoor irrigation water usage to 2013 California Green Building Standards Code, Chapter 3 (California Code of Regulations, Title 24, Part 11).

OSHPD EF 01/15 (approved by the commission at its May 29, 2015 meeting).  These approved emergency building standards added, amended and/or repealed building standards relative to water efficiency effecting a reduction in outdoor irrigation water usage to 2013 California Green Building Standards Code, Chapters 2, 5 and A5 (California Code of Regulations, Title 24, Part 11).

Commission Review Meetings

Proposing agencies are required to ensure adequate public participation in the development of building standards; to ensure satisfactory technical review and sufficient time for such review by code advisory committees; and to ensure notice to the public of code change submittals prior to adoption by the CBSC. In addition to the rulemaking documents below, the 9-point criteria used to determine if a building standard is justified (HS. Code, § 18930) and the agency's Economic and Fiscal Impact Statement (Form 399) are available for each of the proposals upon request.
