Chapter 1 – Building Standards Commission

1-403(c)1 Time allocated for public comment and exception. Added new regulation that public comment at a public meeting is limited to four minutes maximum, or eight minutes for those requiring a reasonable accommodation. Time may not be ceded to another speaker.

Chapter 3 – Office of the State Fire Marshal

3-101 Purpose, 3-102 Scope, 3-103 Authority for enforcement of regulations, 3-104 Application of building standards. Added University of California buildings, to the extent permitted by law.

Article 3-2 Definitions. Specified state-occupied buildings. Removed University of California buildings from list item number eight. Deleted language delegating enforcement to local jurisdictions.

5.105.2 Reuse of existing building and 5.105.2.1 Verification of compliance (BSC, DSA) When an existing building undergoes an alteration or addition, a minimum of 45 percent of primary structural elements and enclosure shall be reused. Documentation shall be provided in the construction documents.

5.401.1 Scope (BSC, DSA)

5.409 Life cycle assessment

Added compliance pathway wherein each permanently installed product listed in Table 5.409.3 shall have a Type III environmental product declaration (EPD), either product-specific or factory-specific. Subsections 5.409.3.1 and 5.409.3.2 provide specific requirements for GWP values and verification of compliance. Exception and Exception EQUATION allows for concrete to be considered one product category with weighted average of the maximum GWP of all concrete mixes installed in the project and specifying that industry wide EPDs are acceptable.
