Request Building Photo/Video Access
Filming at DGS headquarters:
The DGS Office of Public Affairs is responsible for considering requests by professional photographers/videographers who desire access to the Ziggurat building’s 8th floor, northeast balcony in West Sacramento. DGS requires that a photographer is either on assignment from a bona fide news media outlet, or if not a photojournalist, that the photographer maintains a commercial website and/or provides verifiable references. Requests can be sent to DGSPublicAffairs@dgs.ca.gov or (916) 376-5037.
Photo shoots are limited to 30 minutes during business hours from 9 a.m. until 4:30 p.m., Monday-Friday, excluding holidays, as the office’s schedule and the meeting room adjacent to the balcony in question allow. DGS public affairs staff will escort photographers into and out of the building and will stay with them throughout the shoot.
For photography shoots after business hours, some photographers have chosen to set-up their equipment on the balcony for time-lapse shooting prior to 4:30 p.m. on a business day, they then retrieve their equipment on the next business day. DGS assumes no responsibility for any equipment left unattended in the building. Contact our office at least five working days prior to the proposed day and time of the photography shoot.
Filming at state-owned buildings:
Anyone engaged in commercial (profit and sale) photography on state property – whether still, motion picture, or digital, for print, TV, theatres, or the Internet – is required to obtain a film permit from the California Film Commission. Student filmmakers are also required to get a permit. If you are taking stills or filming for personal use without “commercial” equipment at a state park or beach, you don’t need a permit. See the California Film Commission’s guidelines for filming on state property below.
For questions regarding film permits, the California Film Commission can be reached by phone at (323) 860-2960 or (800) 858-4749, or by email at firstname.lastname@example.org.
After a film permit is obtained, submit a request to the manager of the state building you wish to film. See the list of building managers with contact information below.
