In order to promote safety, DSA collaborates with stakeholders, experts and public entities to develop regulations that govern the construction of structurally safe buildings in California. We propose changes to the California Building Standards Code (Title 24 Overview), as well as develop and publish interpretations of code and policies and procedures necessary for stakeholder understanding and coordination of enforcement among the DSA regional offices. The building code becomes law when it's formally enacted by the appropriate authority. We are one of several state agencies that propose changes to the California Building and Administrative codes through the Building Standard Commission’s rulemaking process. The creation of regulation is directed through law. Regulations govern how the law will be enforced.

DSA is authorized by California statute to develop and propose building code regulations related to structural safety. DSA Structural Safety (DSA-SS) adopts and amends Title 24 Building regulations applicable to California’s K–12 public schools, Community Colleges and State Essential Services facilities. Refer to Sections 109.2 of Part 2, Title 24 for more information regarding the scope and application of DSA-SS adopted regulations. DSA proposes building code regulations in accordance with rulemaking processes administered by the California Building Standards Commission (CBSC).

DSA-SS’ updates or changes to California Code of Regulations (CCR) Title 24 may occur on either an 18-month code adoption cycle, or on an emergency basis (emergency rulemaking). Approved updates or changes to CCR Title 24 may be published as the triennial edition of the California Building Standards Code (published every three years), intervening supplements (also published every three years on a mid-triennial cycle), an emergency supplement, or errata.

State agencies may propose emergency changes to building standards or regulations related to the implementation or enforcement of building standards. Building standards law allows for the emergency rulemaking process and requires submission of the proposed emergency building standards to CBSC for review and adoption.

2019 Structural Safety California Building Standards Code Change Summary

The DSA-SS 2018 Triennial code proposals for Parts 3, 4, 5 and 11 of the 2019 California Building Standards code (Title 24) were reviewed and adopted by the California Building Standards Commission (BSC) at the meeting held January 15-16, 2019. DSA-SS’s code proposals for Parts 1, 2, 10 and 12 were reviewed and adopted by the BSC at the meeting held December 4-5, 2018. These approved standards will be included in the 2019 California Building Standards Code (Cal. Code Regs., Tit. 24), which is scheduled for publication on or before July 1, 2019.

All approved standards have an effective date of January 1, 2020, with the exception of revisions to the California Administrative Code (Cal. Code Regs., Tit. 24, Part 1) which became effective January 8, 2019.

Notice of 15-Day Public Comment Period, November 2-November 17, 2018

DSA has submitted the following code packages for the 15-Day Public Comment period:

All comments for DSA code package proposals must be submitted to the Building Standards Commission no later than 5 p.m. on November 17, 2018. For more information, please see the California Building Standards Commission website.

Notice of 45-day Public Comment Period: September 14–October 29, 2018

DSA submitted proposed actions (code changes) intended for inclusion in the 2019 California Building Standards Code (Title 24). The public is invited to provide input or comments on changes. The 45-Day Public Comment Period is open from September 14 – October 29, 2018. All comments on the proposals must be submitted to the California Building Standards Commission no later than 5 p.m. on October 29, 2018.

DSA conducted a public meeting on Monday, April 16, 2018, at the DSA Headquarters office located at 1102 Q Street (5th Floor - Conference Room B), Sacramento, CA, 95811. The meeting was open for public feedback.
