Plan Review Filing Fee Adjustments
The DSA structural filing fees for public K-12 schools and community college projects and the access plan review fee for all projects will decrease for plans received on or after July 1, 2026. It is anticipated that the fee calculator in the Tracker website will be updated by May 15, 2026 or sooner.
The adjusted structural plan review filing fees for K-12 and community college projects will decrease to the following levels effective July 1, 2026:
- The minimum fee shall remain $250.
- 0.55 percent for the estimated project cost for the first $1 million.
- 0.39 percent for the estimated cost for all costs in excess of $1 million.
The adjusted access compliance plan review filing fees for all projects will decrease to the following levels effective July 1, 2026:
- The minimum fee shall remain $500.
- 0.36 percent for the estimated project cost for the first $500,000.
- 0.18 percent for the estimated project cost for $500,000 to $2 million.
- 0.07 percent for the estimated project cost for $2 million to $25 million.
- 0.06 percent for the estimated project cost for $25 million to $50 million.
- 0.04 percent for the estimated project cost for $50 million to $100 million.
- 0.03 percent for the estimated project cost for $100 million and above.
DSA plan review fee formulas for fire and life safety, energy plan review, revisions or alternate designs, and essential services buildings remain unchanged.
Mindful of rapidly rising construction costs, the DSA strives not only to provide excellent service and value, but also to avoid charging clients any more than necessary to adequately cover program costs. This fee adjustment is necessary to comply with the fund balance requirements as prescribed by Education Code section 17301.
If, in the future, DSA estimates that the fee formula will be insufficient to adequately address future funding needs, plan review fees will be adjusted accordingly. If this necessity occurs, DSA will provide clients with as much advance notice as possible to make any necessary program adjustments.
Structural and access compliance plan review fees are based on the fee schedules in effect the date the plans are received by DSA and remain in effect throughout the duration of the project.DSA will provide updates once implementation plans are finalized, and when appropriate documents, webpages, and fee calculators reflect the new fee structure.
