Code Advisory Committee Call for Applications

The Code Adoption Committee, a sub-committee of the Commission, will:

1. review the submitted applications at a publicly noticed meeting in late 2026, and
2. submit their recommendations to the full commission for ratification of the nominations.

Once the nominations have been ratified, CBSC staff will canvass CAC members for their availability to serve during the spring/summer of 2027. It is estimated that the CAC meetings may occur March – August, 2027.

Conflicts of Interest

Applicants need to be cognizant of potential or perceived conflicts of interest when contemplating CAC membership. See the left panel for more information on conflict of interest.

Health and Safety Code (HSC) Section 18927 authorizes CBSC to appoint from the design professions, the building and construction industry, the affected general public, and interested governmental agencies for appropriate advisory panels to counsel the commission and its staff with respect to building standards. 

Per HSC § 18927, the persons appointed to the panels:

• shall be specifically knowledgeable and qualified in the type of work embraced by the building standards in question,
• shall serve without compensation, and
• shall receive state approved necessary travel expenses.

Per California Administrative Code (California Code of Regulations, Part 1 of Title 24) Sections 1-209 and 1-409:

• CAC members shall be limited to a maximum of nine voting members.
• Prior to each Triennial Code Adoption Cycle the commission reconstitutes the six standing Code Advisory Committees in their entirety, appointing new members and chairpersons.

Incumbents will be responsible for reviewing proposed code changes and the justifications submitted by state agencies for proposed adoption by the commission.

The outcome of the review will be a recommendation to the commission as to the action to be taken on each code change submittal.

Any recommended action other than approve must include a reason, which shall be based upon whether the proposed code change is justified in terms of criteria specified in HSC § 18930, commonly referred to as the nine-point criteria analysis.

Nine-Point Criteria Analysis

1. The proposed building standards do not conflict with, overlap, or duplicate other building standards.
2. The proposed building standard is within the parameters established by enabling legislation and is not expressly within the exclusive jurisdiction of another agency.
3. The public interest requires the adoption of the building standards.  The public interest includes, but is not limited to, health and safety, resource efficiency, fire safety, seismic safety, building and building system performance, and consistency with environmental, public health, and accessibility statutes and regulations.
4. The proposed building standard is not unreasonable, arbitrary, unfair, or capricious, in whole or in part.
5. The cost to the public is reasonable, based on the overall benefit to be derived from the building standards.
6. The proposed building standard is not unnecessarily ambiguous or vague, in whole or in part.
7. The applicable national specifications, published standards, and model codes have been incorporated therein as provided in this part, where appropriate.
   1. If a national specification, published standards, or model code does not adequately address the goals of the state agency, a statement defining the inadequacy shall accompany the proposed building standard when submitted to the commission.
   2. If there is no national specification, published standard, or model code that is relevant to the proposed building standard, the state agency shall prepare a statement informing the commission and submit that statement with the proposed building standard.
8. The format of the proposed building standards is consistent with that adopted by the commission.
9. The proposed building standard, if it promotes fire and panic safety, as determined by the State Fire Marshal, has the written approval of the State Fire Marshal.

In addition to considering the nine-point criteria, Code Advisory Committees shall also consider whether proposals meet one or more of the exceptions within Budget trailer bill AB 130 (Chapter 22, Statutes of 2025, Sections 37- 42).

Triennial and intervening cycle restrictions on residential building standards until June 1, 2031.

Proposals MUST MEET one or more of these exceptions:

• Emergency building standards.
• Amendments by the State Fire Marshal within the California Wildland-Urban Interface Code (CWUIC, Part 7 of Title 24).
• Regulations applicable to single exit, single stairway apartments.
• Regulations for adaptive reuse, water reuse, and onsite treated water systems.
• Adoption of model codes, with necessary amendments.
• Adoption of errata or emergency updates to the model codes with necessary and related state amendments.
• Accessibility standards to align with minimum federal accessibility laws, standards, and regulations.

Intervening cycle restrictions on all code proposals, in perpetuity.

Proposals MUST MEET one or more of these exceptions:

• Technical updates to existing code requirements that do not materially alter the substance or intent of existing code.
• Emergency building standards.
• Amendments by the State Fire Marshal within the California Wildland-Urban Interface Code (CWUIC, Part 7 of Title 24).
• Adoption of errata or emergency updates to the model codes with necessary and related state amendments.
• Accessibility standards to align with minimum federal accessibility laws, standards, and regulations.
• Changes or modifications made to building codes relating to hospitals, skilled nursing facilities, clinics, and other health facilities promulgated by the Office of Statewide Hospital Planning and Development.
