THE ANNUAL ADJUSTMENT TO THE SCHOOL FACILITY PROGRAM GRANTS

State funding under the School Facility Program (SFP) is provided in the form of pupil grants along with supplemental grants as determined by certain criteria. Education Code (EC) Section 17072.10(b) states that for new construction grants, the "[State Allocation Board] board shall adjust the per-unhoused-pupil apportionment to reflect construction cost changes, as set forth in the statewide cost index for class B construction as determined by the board" and, EC Section 17074.10(b) states that for modernization grants "the board shall annually adjust the factors . . . according to the adjustment for inflation set forth in the statewide cost index for class B construction, as determined by the board." The following is a table showing the historical yearly rate of change, starting in 1999, along with links to the reports approved by the State Allocation Board (SAB).

*This adjustment included, as a result of Proposition 1D, Statutes of 2006 (Nunez and Perata), a 7% increase to the new construction base grant for elementary and middle school pupils and a 4% increase for high school pupils, retroactive to July 1, 2006.

Annual Adjustment for Tentative Map Extension

Per Government Code (GC) Section 66452.6(a)(2), the monetary threshold amount that triggers an extension to the expiration of approved or conditional approved tentative maps is adjusted annually. The threshold amount, originally stipulated in GC Section 66454.6(a)(2), commenced on January 1, 2012 at $236,790 and is increased annually by the rate of change from the same SAB approved Class B Construction Cost Index used to determine the annual adjustment to the per-unhoused pupil grants. Biennial Adjustment to the Maximum Level 1 Developer Fee

 

EC Section 17620(a)(1) states that "The governing board of any school district is authorized to levy a fee, charge, dedication, or other requirement against any construction within the boundaries of the district, for the purpose of funding the construction or reconstruction of school facilities, subject to any limitations set forth in Chapter 4.9 (commencing with Section 65995) of Division 1 of Title 7 of the Government Code." Therefore, school districts are allowed to impose fees, commonly known as Level 1 Developer Fees, for development projects that are within their boundaries. The maximum allowable amount of developer fees is adjusted, per GC Section 65995(b)(3) every two years beginning in 2000 based on the change in the statewide cost index for class B construction.
