INTANGIBLE ASSETS - COMPUTER SOFTWARE - 8615.1

Computer software costs for purchased or leased software licenses will be capitalized if it meets the capitalization threshold in SAM section 8602. See SAM section 8615.3 for eligible costs of internally generated or modified computer software.

Subscription-Based Computer Software

Computer software costs associated with a subscription-based model will always be expensed. In accordance with the State Contracting Manual Volume 3, Chapter 9, paragraph A.02.0 - 2, prepaying for services is prohibited to avoid making a gift of public funds.
