Position Summary: Participates in all phases of the Software Development Life Cycle and is responsible for completion of software and documentation deliverables.

  • Collaborates with other Software Developers, Architects, Testers, Analysts, and Business Partners in order to build stronger technical foundations, resolve application defects, and impediments during ETS project planning, to ensure all project deliverables and deadlines are met utilizing Azure DevOps, Visio, and Agile methodologies.
  • Creates and maintains project management plans, schedules, status reports, user stories, and incident logs using project management software and application tools , templates, and best practices in order to inform executive management, project sponsors, and the development teams of project updates and milestones to ensure successful completion and implementation of complex development efforts.
  • Evaluates, assesses, and remediates identified accessibility issues by reviewing application accessibility and updating source code to ensure compliance with State and Federal legislation for information technology assets utilizing guidelines and recommendations as defined in Level Double-A Conformance of the W3C Web Content Accessibility Guidelines 2.0 and above.
  • Uses Industry best practices for Application Management and IT Governance, as well as Change and Risk Release Management methodologies in order to meet the mission of the organization utilizing IT industry trends and state regulations (e.g. SAM, SIMM, ANSI) to ensure continuous service improvements to ETS processes.

Classification: Information Technology Specialist I

Position Summary: Independently acts as a lead IT business analyst for complex IT system problems, independently leads complex system studies, elicits requirements, analyzes issues and provides IT solution recommendations.

  • Provides expert IT project business analysis and advice to project stakeholders, collaborates with ETS project managers and business partners to define technology scope and vision by identifying project stakeholders, ETS resources, roles, and responsibilities, resolving complex business challenges, researching, reviewing, and analyzing the effectiveness and efficiencies of existing business processes, conducting interviews to gather user requirements, and establishing scope and parameters of projects. In order to elicit, analyze, specify, and validate complex IT business needs of project stakeholders, assisting business partners, and presenting detailed business cases to Senior Management, to ensure alignment of technology road maps with strategic objectives, utilizing the published strategic goals.
  • Provides customer relationship services to DGS divisions and offices, such as customer support, oversight of division portfolio of projects, and smaller work efforts, by reviewing and processing service requests and assisting in the planning of technology road maps, in order to determine the appropriate IT solutions to mitigate risks and issues, and to ensure both short and long term business objectives are addressed, utilizing approved standard software/hardware solutions.
  • Leads the intake process for new candidate projects through the project lifecycle, including DGS' ETS Customer Request Process and the California Department of Technology (CDT) Project Approval Lifecycle (PAL), utilizing Stage 1 Business Analysis (51 BA) and Stage 2 Alternative Analysis (S2AA) documents, in order to outline project requirements, as set forth by CDT, and to ensure timelines are met.
  • Oversees, monitors, evaluates, and researches IT procurement requests on behalf of DGS divisions and offices by following the State Administrative Manual (SAM). Determines if DGS divisions and offices have an IT component in order to understand the business objective, capture requirements, and assess alternatives to ensure the appropriate solutions are considered, and most appropriate options are selected utilizing processes suggested by Office and Acquisitions and Business Services (OBAS) by working in conjunction with the OBAS analyst.
  • Provides project management support on small to mid-size projects or activities by hosting project meetings, coordinating task schedules, and providing status reports by utilizing ETS best practices and standards in order to help implement DGS' portfolio of IT projects to ensure project support is provided in a matrix fashion.
  • Reviews application designs and plans by performing testing for IT systems, guiding testing related activities for the most complex IT systems through methods which include test plans, traceability matrix, scenarios, test scripts, and test cases, in order to produce a quality system that meets the customers' expectations, and to ensure the system meets, and addresses all functional requirements provided by the stakeholders, utilizing Microsoft tools such as Azure DevOps, Word, Excel and Visio.
  • Reviews current IT system literature and participates in educational programs by attending professional organizational conferences, meetings and workshops, in order to remain abreast of changes in industry practices and emerging technology trends, and to ensure that customers are served with latest and greatest technology utilizing training tools, such as Udemy and Pluralsight, and research tools, such as Gartner and Info-Tech, to keep themselves informed.

Position Summary: Provides customer support for hardware and software on multiple technology platforms, including basic problem solving, incident communication, request fulfillment, researching solutions and additional activities for the support of the Department of General Services' (DGS) Offices and Divisions.

  • Performs on-site tasks by fulfilling requests of IT equipment for newly hired staff, replacement of IT equipment for existing staff, install and setup of printers and other IT related activities in order to support DGS divisions and offices utilizing ServiceNow, Microsoft Applications and other tools to ensure quality and timely delivery of DGS customer technology services.
  • 25% Responds and performs intake tasks of in-person IT incidents by documenting and assigning IT work such as troubleshooting of a computer, network and software/hardware related problems to the proper resource in order to minimize the impact of IT related incidents on business operations, utilizing tools such as Microsoft 0365 and our ServiceNow Ticketing system to ensure IT support is provided to DGS employees as quickly as possible.
  • 20% Creates, assigns and communicates complex Incident and Request tickets to the correct resource in order to minimize the impact of IT related issues on business operations to ensure IT support is provided to DGS employees as quickly as possible utilizing Microsoft 0365 and our Service Now Ticketing system.
  • 15% Fulfills basic customer's IT service requests such as password reset and unlocking IT accounts by answering phone calls through an Automated Call Distribution (ACD) system in order to deliver the highest level of service support to the customer to ensure customer satisfaction through efficient and professional handling of all service requests and incidents utilizing standard IT processes and procedures.
  • Keeps abreast of changes in industry practices, technology trends, and emerging technology trends by reviewing current literature, participating in educational programs, attending meetings or workshops, or participating in professional organizations or conferences.

Position Summary: Responsible for managing Saas products for procurement and other divisions including products like eMarketplace and others. The individual in this position performs configuration, infrastructure, storage, and day to day support activities and also works as part of the Enterprise Architecture team to develop Saas technology strategy and roadmap.

  • Monitors and conducts eMarketplace cloud infrastructure, including servers, storage, and security devices and other SAS product suites; Develops project plans, manages integration of information systems and/or subsystems, prepares, configures, tests, and deploys integration frameworks, performs regular and security patches and upgrades to maintain system functionality and security; Monitors the production environment to ensure security and privacy of the solution, and escalate and re mediate any external attempts to breach systems.
  • Acts as a subject matter expert for SaaS/COTS products, establish standards and best practices and guide the architecture and solution decisions; On-board new SaaS/COTS solutions by continuously researching the functional needs of the organization, develops implementation plans including cost-benefit or return on investment analyses; and utilize the knowledge of DGS programs to steer the department towards best of the breed SaaS/COTS solutions.
  • Collaborates with IT and business teams to understand organizational functional and reporting needs and configure/develop/enahance functionality of relevant products; Provides second-level support to resolve system and end-user issues; Leads and mentors project teams.
  • Maintains and updates the eMarketplace technical design documentation and other SaaS/COTS products technical documentation with new platform releases and security updates.
  • Establishes and maintains regular written and in-person communication with organization executives, program chiefs, ETS management, Enterprise Architects, and system subject matter experts by generating and maintaining effective communication for SaaS/COTS products direction/ selection.
  • Keeps skills current by participating in educational opportunities; reading professional publications; Attending educational workshops, networking with other IT personnel and vendors by participating in information technology organization forums in order to maintain knowledge of industry trends and practices, and enhance technical knowledge of other staff through training to ensure the sustainability of ETS.

About ETS Services

Manages identity and access management, messaging, and security operations. Supports technologies including Microsoft 365, Azure Active Directory, Exchange Online, Proofpoint, Tenable, Delinea, Defender, and Sentinel.
Builds and supports applications on 150+ different systems using advanced technologies such as AWS, Azure, DevOps, Rapid Application Development. Builds web apps with multichannel platform independent technologies, in both custom application development and industry standard Software as a Service (SaaS) technologies. The majority of new application development efforts are written using Microsoft-based technologies, as well as other SiteCore, SharePoint Online, and PowerBI.
Consults with business partners to analyze and stay current on their IT related business needs. Collaborates with customers and internal stakeholders throughout the Systems Development Life Cycle (SDLC) from initial project concept through project release to production. Uses technologies such as Adobe XD, Azure DevOps to help manage, monitor, and provide excellent customer service and project analysis in Hybrid-Agile using SCRUM methodology.

As technology evolves the ability to access sensitive data becomes easier, presenting risks to data privacy and confidentiality. To mitigate these risks, robust privacy policies must be developed and adhered to, and controls must be in place to protect the data and information assets of an organization. The Privacy Office provides guidance and direction for DGS programs regarding data collection and privacy policies and procedures.
Provides computer hardware, deployment and administration of software, asset management, change management, and the approval process for IT goods and services. These responsibilities include: computer build and configuration, desktop and laptop patch management, software deployment, Microsoft Windows Administration, and administration of System Center Configuration Manager (SCCM).
Provides enterprise-wide services to over 4,000 DGS employees and an additional 27,000 users statewide, in both private and public sectors. Administers, manages, and develops new Software as a Service (SaaS) solutions using a variety of enterprise cloud-based platform tools. Supports the ServiceNow core application, database, and workflow automation, and develops custom workflow automation systems. Applications commonly used include Microsoft 365, SharePoint Online, Power BI, Power Automate, Esri, Adobe Sign, ServiceNow, Salesforce.
Manages the information security program to ensure the confidentiality, integrity, and availability of DGS systems and applications, while protecting state information assets. Utilizes technologies including EnCase, Tenable, Sentinel, Microsoft eDiscovery, and Azure Identity Protection.

Maintains, monitors and patches enterprise technologies such as Windows and Linux Server environments, using Microsoft System Center Configuration Manager and System Center Operations Manager. Maintains and monitors SQL and Oracle cloud databases.
Performs manual software testing, including American Disability Act (ADA) validation, on a variety of DGS systems and websites to ensure the highest level of application quality and/or compliance with the Web Content Accessibility Guidelines 2.0. Testers participate in both Waterfall and Hybrid-Agile methodologies and provide services for Commercial-Off-The-Shelf (COTS) and custom applications hosted locally or in the cloud.
