The California Department of General Services Procurement Division sets state procurement policies, provides purchasing services and training to state and local governmental entities, and certifies small and/or disabled veteran businesses to do business with the state.

Office of Small Business & Disabled Veteran Business Enterprises

OSDS commits to helping small, diverse, and disabled veteran businesses thrive by assisting businesses with certification and access to procurement opportunities through outreach, education, and advocacy. OSDS also works with state departments and agencies to meet the 25% participation goal of 25% of their contract dollars with California certified small businesses and 3% with disabled veteran business enterprises.

    State and Local Governmental Agencies can access Digital Permitting Tools through the California Multiple Award Schedules (CMAS), Software Licensing Program (SLP), and Technology, Digital and Data Consulting Master Service Agreement (TDDC MSA).

  • Consolidated Annual Report

    The Consolidated Annual Report shows state departments Small Business and Disabled Veteran Business Enterprise participation on all of its state contracts, purchase orders and Cal-Card purchases.
  • FI$Cal Purchase Order Payment History Search

    Allows departments, Suppliers and Sub Contractors to track payment dates and history. Payment history is extracted from Purchase Orders and Vouchers created by State Agencies and Departments in FI$Cal.
  • California SB/DVBE Atlas Tool (CalSAT)

    Visualize Certified Small Business (SB) and Disabled Veteran Business Enterprise (DVBE) firms and their state procurement information on a map of California's disadvantaged communities
  • Late Payment Paid Penalty Report

    The Late Payment Penalty Paid Report identifies the number and the amount of late payment interest penalty payments paid to suppliers by state departments each fiscal year
