Structural Safety Code Development

In order to promote safety, DSA collaborates with stakeholders, experts and public entities to develop regulations that govern the construction of structurally safe buildings in California. We propose changes to the California Building Standards Code (Title 24 Overview), as well as develop and publish interpretations of code and policies and procedures necessary for stakeholder understanding and coordination of enforcement among the DSA regional offices. The building code becomes law when it's formally enacted by the appropriate authority. We are one of several state agencies that propose changes to the California Building and Administrative codes through the Building Standard Commission’s rulemaking process. The creation of regulation is directed through law. Regulations govern how the law will be enforced.

DSA Structural Safety (DSA-SS)

2022 STRUCTURAL SAFETY CALIFORNIA BUILDING STANDARDS CODE EFFECTIVE DATES

The DSA-SS 2021 Triennial code proposals for Parts 1, 2, and 10 of the 2022 California Building Standards Code (California Code of Regulations, Title 24) were reviewed and adopted by the California Building Standards Commission (BSC) at the meeting held Jan. 18–19, 2021. These approved standards are included in the 2022 California Building Standards Code (Cal. Code Regs., Tit. 24).

All Parts of the 2022 Title 24 have an effective date of Jan. 1, 2023, except for the 2022 California Administrative Code (Cal. Code Regs., Tit. 24, Part 1) which became effective on March 5, 2022.

DSA-SS ACTIVE RULEMAKING

2024 TRIENNIAL RULEMAKING CYCLE

DSA-SS is preparing to submit proposed code changes to the California Building Standards Commission (CBSC). The proposed code changes are intended for inclusion in the 2025 California Building Standards Code, Title 24. Information about the 2024 Triennial Code Adoption Cycle is available on the CBSC website by selecting the desired phase of the code adoption cycle.

Pre-Cycle Public Meeting – April 10, 2024

As part of the 2024 Triennial Rulemaking Cycle, DSA-SS is preparing to propose amendments to the CBSC for Parts 1, 2, and 10 of the 2025 California Building Standards Code (Title 24). These items will be reviewed and discussed at the April 10, 2024 public participation meeting. The proposals will be submitted to the California Building Standards Commission in May of 2024 for adoption in December 2024/January 2025. The approved standards will have an effective date of January 2026 (in the case of Part 1 only, the effective date is 30 days after adoption).

15-Day Public Comment – Structural Safety – June 15, 2023 – June 30, 2023

DSA submitted proposed code changes that are intended for inclusion in the 2022 CBSC, Title 24, Part 5 Plumbing Code, scheduled for publication in January 2024 with an effective date of July 2024. All proposed actions were the subject of a 45-day public comment period that began on April 21 and ran through June 5. CBSC will accept additional written comments for at least 15 days between June 15 and June 30, 2023. All written comments be submitted no later than midnight on June 30, 2023.

Building Standards Commission Meeting - January 18-20, 2022

DSA-SS has submitted proposed code changes to the CBSC for review and approval. These items will be reviewed and discussed at the January 18-20, 2022 CBSC meeting. The public has the opportunity to provide written comments in advance of the commission meeting and/or oral comments at the commission meeting.

15-Day Public Comment Period on Structural Safety Code Package Changes – Nov. 1, 2021 through Nov. 16, 2021

DSA has submitted proposed code changes to the CBSC for their 15-day public comment period that were the subject of written comments from the initial 45-day public comment period that began on Sept. 3, 2021, and ended on Oct. 18, 2021. The CBSC will accept written comments from Nov. 1, 2021, until midnight on Nov. 16, 2021.

2019 INTERVENING CODE ADOPTION CYCLE

2019 STRUCTURAL SAFETY CALIFORNIA BUILDING STANDARDS INTERVENING CODE CHANGE SUMMARY

The DSA-SS 2019 Intervening code proposals for Parts 5 and 11 of the 2019 California Building Standards code (Title 24) were reviewed and adopted by the California Building Standards Commission (BSC) at the meeting held July 13-15, 2020. DSA-SS’s code proposals for Parts 1 and 2 were reviewed and adopted by the BSC at the meeting held August 13–14, 2020. These approved amendments will be included in the Supplement for the 2019 California Building Standards Code (Cal. Code Regs., Tit. 24), which is scheduled for publication on or before January 1, 2021.

All approved standards have an effective date of July 1, 2021, with the exception of revisions to the California Administrative Code (Cal. Code Regs., Tit. 24, Part 1) which became effective September 20, 2020.

NOTICE OF 45-DAY COMMENT PERIOD

The Division of the State Architect (DSA) has submitted proposed code changes to the California Building Standards Commission (CBSC) for their 45-day public comment period. Written comments will be accepted by the CBSC from April 24, 2020, until 5 p.m. on June 8, 2020.

Structural Safety Public Meeting – November 18, 2019

DSA-SS is preparing to propose amendments to the CBSC for the 2019 Intervening Code Adoption Cycle for Parts 1, 2, 5 and 11 of the 2019 California Building Standards Code (Title 24). These items will be reviewed and discussed at the November 18, 2019 public participation meeting. The proposals will be submitted to the California Building Standards Commission in December of 2019 for adoption in July/August of 2020. The approved standards will have an effective date in July of 2021.

The 45-Day Public Comment Period is open from September 14 – October 29, 2018. All comments on the proposals must be submitted to the California Building Standards Commission no later than 5 p.m. on October 29, 2018.
