Public- and Privately-Owned Sites Available and Suitable for Development

Overview:

In 2019 Governor Newsom issued Executive Order N-06-19, which required the Department of General Services (DGS) to create an inventory of excess state-owned property that could be reutilized for housing development. Pursuant to that order, DGS has established a state program to develop state property for housing since September 2019 in collaboration with the Department of Housing and Community Development (HCD).

In 2019, the legislature passed AB 1255 (Robert Rivas) and SB 6 (Jim Beall), which required local jurisdictions to report specific properties to HCD for publication in a publicly accessible database. This database would include locally owned surplus land (parcels declared by the City Council or Board of Supervisors to be surplus and no longer necessary for the agency’s use) and excess land (in excess of foreseeable needs but not yet declared surplus) (AB1255) and parcels determined by local jurisdictions, as part of their housing element, to be suitable and available for residential development (SB6). The intention of this webpage is to provide all three data sets (EO N-06-19, AB 1255, and SB 6) in a single place for public use. For additional information on public lands for affordable housing development, refer to the HCD website. 

Please be aware that identified sites are subject to change. The state expects sites to be added and removed from the map periodically as each city and county submits their most recent adopted Housing Element Sites Inventory and Annual Progress Report to HCD.
