Biography
As Director of California's Department of General Services (DGS), Will Bush oversees the department's six divisions, 23 operational offices, more than 4,000 employees and a budget in excess of one billion dollars. This includes: managing the State's real estate, purchasing, service agreements, publishing, telecommunications and transportation programs, school board allocations, claims adjudication, administrative hearings, insurance and risk management policies, and building planning and design.
With so many assets at his disposal, Bush has made it a priority to foster an energy and resource efficient environment and to promote the idea of "working green" in and outside of the Ziggurat. In accordance with Arnold Schwarzenegger's Green Building Plan, Bush wants DGS to lead by example.
Prior to his appointment at DGS, Bush served as Undersecretary of the State and Consumer Services Agency (SCSA) starting in March of 2006. At the SCSA, Bush oversaw the delivery of services to internal and external State clients. He also oversaw the activities of numerous departments including: Consumer Affairs, General Services, Fair Employment and Housing, Franchise Tax Board, Public Employees' Retirement System, State Personnel Board, Technology Services, California African American Museum and the Office of the Insurance Advisor.
Bush has dedicated more than 30 years to state service and has delivered successful innovations throughout his career. He served as a catalyst in improving technology and customer service at the Franchise Tax Board by creating Web-based customer service programs including CalFile, Direct Deposit, and Web Pay. He also established an alternative procurement process, whereby the "best value" for California is assured. Bush continues his quest to make a difference at DGS by connecting the separate departments as one community. He values his relationship with each employee, and provides an open door policy to better serve the department. Described by his colleagues as the man who knows everyone by name, Bush is a charismatic leader and a devoted husband and father.
He also possesses a Bachelor of Arts in Business Administration/accounting from California State University, Sacramento and is a graduate of the State & Local Executive Institute, Graduate School of Public Policy from the University of California Berkeley.
