Small Business Advisory Council

The purpose of the Department of General Services (DGS) Small Business Advisory Council is to provide a forum for representatives of the California small business community to provide input on policies and practices that impact small business participation in the state procurement and contracting process.  

The Council assists the DGS to develop solutions to the state's procurement and contracting concerns, to help communicate information regarding DGS projects and programs of interest to the small business community and to provide a forum for interactive discussions

Reciprocity Program

The Outreach Branch further promotes Small Business (SB) and Disabled Veteran Business Enterprise (DVBE) participation by administering the Reciprocity Program.  The program builds partnerships with cities, counties and special districts throughout California with businesses holding SB and/or DVBE certification programs.

State Agency Recognition Awards

The State Agency Recognition Awards (SARA) honors State departments for outstanding achievements in Small Business (SB) and Disabled Veteran Business Enterprise (DVBE) advocacy and for contracting success with SBs and DVBEs.

Below is a list and description of the awards presented/awarded at the SARA ceremony:

Departments with Notable Achievement

Recognize those departments who exceed 30% or higher for this Small Business participation goal AND achieved 5% or higher for their Disabled Veteran Business Enterprise goals 

Most Improved Small Business Participation

Awarded to state departments for outstanding improvement over the previous fiscal year in their small business participation. Awards are given based on agency size for extra-small, small, medium, large, and extra-large agencies.

Most Improved DVBE Participation

Awarded to state departments for outstanding improvement over the previous fiscal year in their DVBE participation. Awards are given based on agency size for extra-small, small, medium, large, and extra-large agencies.

Agency of the Year Award

Honors departments for their best practices, creativity and outstanding achievements to advance the State’s SB/DVBE programs. In comparison to past performance, these departments continue to exceed goals and models the way for other state agencies 

Advocate of the Year Award

Honors State Department Advocates for their outstanding achievements in supporting, promoting and contracting with SB/DVBEs. The advocates mentor others, create a culture internally and externally, and actively engage the SB/DVBE community 

Employee of the Year Award Awarded to the employee who provided outstanding and instrumental indirect support to their department's efforts in SB/DVBE contracting. This individual worked with their department's purchasing team(s), SB/DVBE advocate(s), SB/DVBE community, and/or other personnel to achieve this success
Advocate Innovation Award

Based on creativity and “thinking outside the box” innovative efforts that contribute to the overall success of the State of California’s commitment to provide exemplary service to our SB/DVBE community 

Diversity Outreach Award

Awarded to the State Department or Agency that demonstrates an outstanding commitment to diversity and inclusion in their outreach efforts 

Secretary’s Special Achievement Award

Given to a state department, agency or individual whose best practices, innovation and advocacy efforts have allowed them to go above and beyond in exceeding the State’s SB/DVBE contracting goals  

Governor’s Award

Given to the State Agency or department that best exemplifies excellence and innovation in providing contracting opportunities to SB/DVBE firms
