Pacific Gas & Electric (PG&E), Southern California Edison (SCE), San Diego Gas & Electric (SDG&E), SoCal Gas, and the Sacramento Municipal Utility District (SMUD) offer rebates and incentives to encourage their customers to increase their energy efficiency. To participate, customers must sign an application or agreement document.

Normally, the documents the utilities use contain indemnification language that is unacceptable in State contracts. The Department of General Services' Office of Legal Services worked with the utilities to develop language that meets the restrictions and requirements of State law.
