CalPCA Basic Acquisition Certification

The entry-level Basic Acquisition Certificate (BAC) course is entirely online introduces new California state procurement professionals to the world of purchasing IT and Non-IT Goods and Services. 

The training occurs via self-paced learning modules in the CalPCA Online web-based system, and takes new state buyers through fundamental guidelines, rules and regulations, as well as methodologies, activities, and best practices in this basic overview of the California State Contracting Manuals.

Foundations of Authority

Part 1 of the Basic Acquisition Certificate pathway.

This course is self-paced, and completely online. You can take it at your desk. Requires an active internet connection.

Course covers why we are allowed to purchase goods and services for the state, what legislative code means for state buyers, the impact of regulations and policy, as well as ethics.


Acquisition Basics

Part 2 of the Basic Acquisition Certificate pathway.

This course is self-paced, and completely online. You can take it at your desk. Requires an active internet connection.

Understand the beginnings of state acquisitions, including defining the need, classification types, funding, and approvals.

Acquisition Sources

Part 3 of the Basic Acquisition Certificate pathway.

This course is self-paced, and completely online. You can take it at your desk. Requires an active internet connection.

Course covers existing state sources for goods and services, such as CalPIA, LPAs, and surplus.


Acquisition Exceptions

Part 4 of the Basic Acquisition Certificate pathway.

This course is self-paced, and completely online. You can take it at your desk. Requires an active internet connection.

What happens when there are exceptions to the rules? What happens in an Emergency? What about if competition doesn’t exist? This course addresses those questions and more.

Competitive Approaches

Part 5 of the Basic Acquisition Certificate pathway.

This course will cover competition, and the best ways to ensure it exists in state acquisitions. Informal competitive approaches, Fair and Reasonable, as well the two Option methods are discussed.

Solicitation Processes

When building a solicitation, what should a buyer consider? What is needed? How to go about it, and what to include are covered in this course.

Evaluation and Selection

Part 7 of the Basic Acquisition Certificate pathway.

This course is self-paced, and completely online. You can take it at your desk. Requires an active internet connection.

This course covers evaluation procedures and supplier selection. It discusses the step buyers can take to ensure they determine the correct winner for every informal competitive solicitation.

The Contract

Part 8 of the Basic Acquisition Certificate pathway.

This course is self-paced, and completely online. You can take it at your desk. Requires an active internet connection.

This course will cover the Contract, and what that means for both the vendor and the state. We also discuss activities that occur after award of a state contract. 

The Final Exam

Part 9 of the Basic Acquisition Certificate pathway.

This course is self-paced, and completely online. You can take it at your desk. Requires an active internet connection.

This is the Final Test.

In order to achieve the Basic Acquisition Certificate, you will need to pass the test, which will cover every topic discussed so far in the series.
