Voyager Fleet Card Program

The Department of General Services (DGS), Office of Fleet and Asset Management (OFAM) administers the State Fleet Card Contract and Program. The State Fleet Card Contract and Program enables State of California and local government agencies to pay for fuel and emergency services associated with government vehicles.

NOTICE: January 20, 2017 – Expiring Voyager Cards

All OFAM Voyager cards will expire on April 30, 2017. New cards will be issued to Fleet Card Coordinators for processing and distribution to drivers prior to the expiration date. If you do not receive your new card(s) by April 1, 2017, or if you have questions regarding the process, please contact your Fleet Card Coordinator. Agency Fleet Card Coordinator List (PDF).

Communications related to the Voyager Fuel Card Program

  • July 27, 2016 – Notice of New Fleet Card Program Agreement – U.S. Bank National Association (U.S. Bank) has entered into an agreement with the State of California to continue providing fleet card services through the new State of California Participating Addendum No. 7-16-99-27 (PDF). The Fleet Card Program will be governed by this new Agreement effective November 1, 2016. Your current Voyager cards will continue to function without interruption.

  • September 29, 2016 - New Agreement Notification to State Agencies - DGS-OFAM emailed all participating State Agencies formal notification of the new agreement for Fleet Card (Voyager) Services. To view the online version of this notification, click here (PDF).

  • October 4, 2016 - Notification to Local Agencies - On October 4, 2016, U.S. Bank began sending out notification of the new Fleet Card (Voyager) Services agreement to over 500 participating Local Agencies. Those that did not receive notification via email should expect to receive a letter in the mail sometime within the next few weeks. To view a sample of that notification, click here.

    Enrollment and Participation Information

    To participate in the Voyager Fuel Card Program, State of California agencies and local governmental agencies (e.g. cities, counties, special districts, school districts, etc.) must be enrolled.

    How to Participate (State Agencies ONLY)

    The Department of General Services (DGS), Office of Fleet and Asset Management (OFAM) administers the State Fleet Card Contract and Program.

    Each agency is responsible for the establishment and management of its own Voyager Fuel Card Program. However, the following policies and procedures must be implemented by all state agencies who participate in the State Fleet Card Program.

    VOYAGER FUEL CARD DO'S AND DON'TS

    • Use only for state vehicles and state business.
    • Use the card only for the vehicle to which it is tied. The use of any other Voyager card is prohibited.
    • Use only regular unleaded gasoline, diesel, E-85, or the grade specified on the fuel tank.
    • Only two basic low-cost car washes per month are allowed. (E.g. Pay-at-the-pump, drive-thru car wash.)
    • Use at over 10,000 locations throughout California. To find a location near you, use the Merchant Locator.
    • Use at pump card reader or inside the retail location.
    • Memorize the Personal Identification Number (PIN). Never share the PIN, and never write it on the card or store it with the card.
    • Do not keep the Voyager card in an unattended vehicle. Keep card secure at all times.
    • Do not purchase personal or miscellaneous store items such as food, tobacco, beverages, lottery tickets, etc.
    • Maintenance and repairs are prohibited except in emergency situations when necessary to get the driver safely home or to the business location. For information regarding “Maintenance and Repairs,” please click here.
    • Unauthorized transactions, including suspected misuse and/or fraud, are subject to investigation and may result in disciplinary action.

    INSTRUCTIONS FOR USING THE VOYAGER FUEL CARD

    • Know the assigned PIN and the odometer reading before purchasing fuel.
    • Swipe at the pump or see attendant inside if there is no pump card reader.
    • If prompted to choose “Credit” or “Debit,” select “Credit.”
    • When prompted, enter the PIN and press “Enter.”
    • If prompted, enter the odometer reading as a whole number.
    • If unable to use the card at a pump reader, see the attendant inside for assistance.
    • If the attendant is unable to process the transaction, pay with cash, credit card, or debit card. Retain the receipt and submit a Travel Expense Claim for reimbursement from your department.

    Note: The following procedures apply only to cards tied to OFAM vehicles. For cards tied to agency-owned vehicles, please see the “Points of Contact...” tab for more information.

    CARD USERS

    Do NOT contact U.S. Bank/Voyager directly.

    • Please notify your agency's designated Agency Fleet Card Coordinator List (PDF) immediately.
      • If the Coordinator is unavailable, you may report the issue to the OFAM Voyager Team at the address below. Please note, however, requests for new cards must be submitted by the Coordinator.

    • Complete the OFAM Voyager Fuel Card Request form (Interactive PDF) Rev 01-2017.
      • Note: This PDF works correctly in Internet Explorer (IE). In Firefox you need to click on the 'Open With Different Viewer' button in order to use this form. In Chrome you need to submit this form via email as stated above.

    • Submit the completed form by clicking the Email Form button at the bottom of the form or by sending it directly to the OFAM Voyager Team at OFAMVoyagerCard@dgs.ca.gov.

    Roadside Assistance

    24-hour emergency roadside assistance is provided by National Automobile Club.

    To receive roadside service:

    • Call 1.800.600.6065
    • You must provide the 15-digit number embossed on the vehicle’s Voyager card (do NOT provide the PIN)

    The State Fleet Card (Voyager) is presently administered by U.S. Bank National Association (U.S. Bank) and is accepted at over 10,500 retail locations throughout California.
