State Surplus Personal Property

Still useable state-owned surplus personal property is a significant asset. Accordingly, all state agencies are required to extend the useful life of surplus property in their possession following specific guidelines provided by SP&R, which is responsible for reviewing and approving all state agency dispositions of state-owned surplus personal property prior to disposition.

When state-owned surplus personal property in the possession of an agency is no longer useable, the agency is responsible for arranging to have the property recycled or disposed of in an environmentally-responsible manner, and the action must have the prior approval of SP&R.

  • All State agencies are required to submit online a completed STD 152 Property Survey Report (Interactive PDF) or STD 158 Property Transfer Report (Interactive PDF), as applicable, to SP&R for review and online approval prior to making final disposition of state-owned surplus personal property.
  • Agencies submit the completed forms via the California Surplus Property System (CSPS). Once logged on, the transferable property search feature allows State agencies to view State-owned surplus personal property that is available for transfer to other agencies.
  • When disposing of technology that is obsolete and at the end of its useful life (e-Waste), please use Disposition Code 10 and use the services of a certified recycler as outlined in the State Administrative Manual (SAM) § 3520.9.

SP&R will provide guidance on how to use the CSPS site to view property that is available for transfer, and how to complete the STD 152 Property Survey Report (Interactive PDF) and the STD 158 Property Transfer Report (Interactive PDF) for online submittal.

Deliveries to SP&R Warehouse and Davis Auction Yard

State agencies and transporters disposing of state vehicles, equipment, and surplus property must call ahead to coordinate deliveries with staff for any state work day except the day of the auctions.
