State Employee Parking & Commute Program

The Office of Fleet & Asset Management (OFAM) State Employee Parking & Commute Program (Parking Unit) manages approximately 30 Department of General Services (DGS)-owned parking lots and is responsible for administering state parking polices. Through this unit state employees can obtain a passenger vehicle or bicycle parking space in one of the DGS parking lots. Additionally, consultation regarding commute management programs to reduce single car occupancy is available.

The Parking Unit is located at the Sacramento State Garage | 1416 Tenth Street, Sacramento, CA 95814 (map).

The Parking Unit operates between 8 a.m. to 5 p.m., Monday through Friday, excluding state holidays (pending availability of parking).

State Employee Parking Services
Parking spaces in Department of General Services (DGS)-owned lots are only available to state employees. Parking is subject to availability. The Parking Unit has a new system for releasing parking in the Downtown area! The Parking Lottery System (PLS) was developed and implemented to improve the Parking Release process and customer service.
State Employee Carpool Services
To start a carpool complete the OFA 73 Carpool Agreement (interactive PDF), and bring it to the Parking Unit along with a completed OFA 112 Application for Parking (PDF) form.

The following criteria must be met in order to be considered a carpool.

  • All persons must be of legal driving age.
  • Carpools consist of two or more persons sharing a vehicle to and from work.
  • An OFA 73 Carpool Agreement (interactive PDF), must be completed by all carpool members.
  • All persons must work in the downtown core area.
  • All persons must park within a five (5) block radius of their work site.
  • All carpool members must be state employees.
State Employee Commute Services
The Commute Services staff works closely with state employees to reduce the number of single occupancy commute vehicles, and continually looks for new and innovative employee incentives.

Commute Services promotes all forms of commute options consistent with providing a solution to air pollution and reducing traffic congestion through:

  • Managing a full service Compressed Natural Gas state employee vanpool program.
  • Providing guaranteed ride home to registered DGS employees.
  • Subsidizing Transit purchases for DGS employees.
  • Reimbursing a monthly $100 subsidy to vanpool coordinators/drivers (one per van).
  • Participating in the Commute Option Incentive and Spare the Air campaigns.
  • Sharing pursuit of telework programs and other alternative commute functions.

State employees working in areas served by mass transit, including rail, bus, or other commercial transportation licensed for public conveyance, shall be eligible for a 75 percent discount on public transit passes sold by state agencies up to a maximum of $65 per month. Read more
