Elimination of Services at the State Garage in Sacramento

The Department of General Services (DGS) will eliminate its fueling and daily vehicle rental services offered at the State Garage in Sacramento, on December 29, 2017, and January 31, 2018, respectively. Services are being discontinued due to rising operational costs and the availability of more efficient, cost-effective ways of obtaining these services, and to meet the parking needs of state employees in the downtown Sacramento area. The State Garage currently houses the state’s daily rental fleet as well as monthly state parkers. In early 2018, the State Garage will be reconfigured for use entirely as a parking facility.

Emergency Roadside Service

OFAM offers emergency 24-hour roadside service through the National Automobile Club for state employees driving state-owned vehicles. Breakdowns on a public street or highway, or in a public parking garage in California are eligible to use this service.

To use the roadside service:

  • Call 1.800.600.6065
  • Provide year, make, model, color and license number of vehicle and the 15-digit account number located on the vehicle fuel card.
  • The employee must be available to provide the keys to the tow truck driver.

Services include:

  • Mechanical first aid (minor repairs).
  • Battery service (jump start).
  • Tire change.
  • Gasoline, oil, and water delivery.
  • Lockout-does not include key making or locksmith service.
  • Towing of passenger vehicles up to 3/4 ton.

Fleet Services Call Center

Drivers now have a centralized Fleet Call Center for all automotive needs.

Maintenance and Repairs

Drivers are responsible for ongoing maintenance and bi-annjual Smog Inspections of their DGS-leased vehicle. To find a state approved vendor, perform an Mobile Equipment Maintenance and Repair Vendor Query.

The approved vendors provide state agencies with reliable, consistent automotive services at economical rates throughout the state. Every other year, a smog inspection is required for all state-owned vehicles.

Mileage Log Reporting

The Mileage Log reporting application allows users that lease state vehicles on a monthly basis from OFAM to record their ending monthly mileage online.

Preventive Maintenance

California owns and operates approximately 50,000 pieces of mobile equipment, of which approximately 7,000 are owned by OFAM. It is OFAM's responsibility to ensure that mobile equipment is properly maintained and safe to operate. Maintenance and repair services are not only available for OFAM mobile equipment, but mobile equipment owned by agencies/departments. Drivers should have their oil changed according to the manufacture's recommended servicing interval by a State approved vendor. If servicing or repairs exceed $500, the driver must contact a State Vehicle Inspector.

Proof of Insurance

California Vehicle Code Section 16021 (c) indicates the state establishes its own financial responsibility and, therefore, "no proof of insurance" is provided. If you are asked to show proof of insurance, refer the officer to Page 3 of your Automotive Maintenance Record (STD 271) located in your glove box.

State Fleet Card Program

Policies and procedures which must be implemented by all state departments who participate in the State Fleet Card Program.

Toyota Prius Smog Information

As of January 1, 2016, all government fleet hybrid vehicles are subject to the same Smog Check requirements as gasoline powered vehicles. Until January 1, 2016 government fleet hybrid vehicles are exempt from a Smog Check inspection.

Vehicle Leasing

The Sacramento State Garage leases passenger mobile equipment on a long-term (monthly) basis to state employees while in the conduct of official State business. Alternative Fuel CNG (compressed natural gas) vehicles are also available. CNG vehicles can travel up to 150 miles on a tank of fuel. Contact the Fleet Services Call Center to lease vehicles on a monthly basis.

Voyager Fuel Card Services

The Voyager Fuel Card can be used to purchase regular unleaded fuel, alternative fuels, fluids and lubricants at over 10,500 retail locations throughout California.

It can also be used for the following:

  • Emergency purchases such as wiper blades, a fan belt, a tire, in urgent situations only
  • 24-Hour Emergency Roadside Assistance (1-800-600-6065)
  • Two basic (low-cost) car washes per month

Note: Voyager Fuel Cards cannot be used for personal vehicles and shall only be used for the State vehicle they are assigned.

Discontinuation of Voyager Fuel Card use at Jiffy Lube

This notification is to inform you that effective October 1, 2014 the Voyager Fuel Card will no longer be authorized as a payment mechanism for maintenance and repair services at any Jiffy Lube location statewide. Jiffy lube will now be required to invoice state agencies for any services they perform on state owned vehicles, including oil changes.

This policy change does not affect emergency purchases such as wiper blades, fan belts, a tire, etc. These purchases, along with emergency roadside assistance through the National Automobile Club are still allowed as long as they are in accordance with the department’s policies.
