The Office of Fleet and Asset Management (OFAM) provides general oversight of the State’s vehicle and mobile equipment fleet, and ensures compliance with State and federal environmental, energy, and fiscal policies; the Office provides a fleet of rental cars to support State agencies’ transportation needs; manages DGS’ parking facilities; oversees the reutilization of State and Federal surplus property; disposes of State surplus property; manages the State’s travel and meeting planning programs; and provides short-term warehouse services.

Call Center
In an effort to address issues previously handled by our ancillary garages located in Los Angeles, Fresno, Oakland, and San Diego, the OFAM has established a new Call Center to provide statewide customer service and instruction to our leased vehicle customers. Public Auction Services

Receive E-mail Notifications of Public Auctions

To receive e-mail notification of upcoming auctions, subscribe your e-mail address to the DGS Office of Fleet and Asset Management (OFAM) Surplus Property and Surplus Automotive Auction notification system. 


OFAM provides three types of public auction services to dispose of state vehicles, mobile equipment and surplus property: online, vehicle and surplus property.

Online Auction Services

OFAM holds online vehicle auctions in addition to our current live auctions at the Davis vehicle auction yard.

Surplus Personal Property Auction Services

Every six weeks a public auction is held to dispose of state surplus personal property at the Surplus Property and Reutilization (SP&R) Warehouse. Common items available are laptops, printers, cell phones, office furniture, computers, bikes, tools, cameras, jewelry and much more.

Surplus Automotive Equipment Auction Services

On the second Wednesday of every month a public auction is held to dispose of state surplus vehicles and mobile equipment at our Davis Auction Yard. If you are in the market for a car, truck, SUV, van, alternative fuel vehicle, boat, trailer, golf cart or construction equipment then look no further.
EO B-2-11 Fleet Reduction Plan
OFAM has prepared information and tools to implement the Governor's Executive Order B-2-11 Fleet Reduction Plan. These guidelines and tools include plan and reduction submission schedules as well as a structured fleet analysis and allocation tool kit that each state agency and department will be required to use for their fleet analysis, plan preparation, and implementation. These tools will also ensure that standardized metrics are being considered by all state agencies and departments when analyzing their fleet assets and home storage permits.
Fleet and Inspection Services
OFAM's Fleet Operations offers short and long-term vehicle leasing and routine repair and maintenance.

OFAM provides inspection services and consultation for the repair, maintenance, purchase of state-owned mobile equipment, and disposal of state-owned mobile equipment at state auctions.
Fleet Asset Management, Reporting and Analysis
OFAM's Fleet Asset Management System (FAMS) warehouses data on all state-owned mobile equipment to be used to comply with state and federal mandates and reporting requirements.

The Fleet Analysis and Reporting (FARS) program manages the state's vehicle and mobile equipment fleet by developing and implementing policies for the purchase, lease, replacement, use, maintenance and disposal of state vehicles.
Fleet Services for Alternative Fuel Vehicles
The Alternative Fuel Vehicle Program (AFVP) provides alternative fuel vehicle solutions for service-wide state travelers and to green the state fleet.
State and Federal Surplus Personal Property Programs
OFAM has state-owned surplus property available to state agencies, local government, school districts and non-profit organizations, as well as the proper allocation of Federal surplus personal property to California's qualified recipients.
Statewide Parking and Commute Services
The State Employee Parking & Commute program is responsible for administering state parking polices and provides consultation regarding commute management programs.
Statewide Travel and Meeting Management Program
Warehousing Services
OFAM's Transit Storage provides state agencies with warehousing services.
