PWCA Abritrator Application Information   

Dear Potential Arbitrator:

Thank you for your interest in certification as an arbitrator to the Public Works Contract Arbitration Panel. Applicant qualifications are evaluated on an individual basis by the Public Works Contract Arbitration Committee. An indication of the type of qualifications for which the committee is looking is stated in section 1395 of the Arbitration Regulations (PDF, new window). The Committee is primarily looking for individuals with public works construction and arbitration experience. Arbitrators who are approved for certification by the Committee are placed on a panel provided to parties in arbitration; however, certification to the panel does not guarantee that a contract will be awarded.

 

Please be advised that applicants are now required to submit their applications electronically via the Office of Administrative Hearings' website at Arbitrator Application (new window). Please complete and submit the Arbitration Certification Questionnaire (Arbitrator Application) stating your specific training and experience that would qualify you to arbitrate public works construction contract disputes. Keep in mind that in addition to providing information to the Committee for certification, if you are placed on the panel, your application will be posted on the website for parties in arbitration to view when selecting a potential arbitrator. Your application will have been successfully submitted when you receive the following message:

Please note that it can take up to five minutes for the data to reach our database depending on the speed of your modem, the amount of internet traffic and/or the number of other applicants attempting to submit their applications. Please be patient and do not exit your internet browser until you receive the above message.

If you receive an error message when submitting your application, please call immediately so we can attempt to identify and correct the problem. Do not exit your browser or you will have to start all over.

Also please note that a current resume must be submitted in addition to submitting the online application. You may email an electronic copy of your resume to PWCAFilings@dgs.ca.gov, or mail a hard copy to:

If you would like each Committee member to receive an original of your resume, rather than a photocopy, you should submit seven (7) originals.

Your application must be electronically submitted no later than 45 days prior to the next scheduled Committee meeting in order for the Committee to review it. If it is not received within 45 days of any scheduled Committee meeting, it will be retained until the Committee's following meeting. Note that the Committee currently meets three times a year.
