DSA is authorized, per Education Code Section 17308, to develop and publish documents to clarify the application of the California Building Standards Code to public school projects.
To meet this responsibility, and also to provide consistency in code enforcement among its four Regional Offices, DSA employs a Uniform Standards and Procedures (USP) program. This program develops, reviews and publishes various documents that interpret code and notify stakeholders of policies and procedures necessary for DSA operations.
