PR 14-01: 2013 CBC Flood Design and Project Submittal Requirements Update

BU 15-03 on Special Inspection Requirements for Pools Issued

PL 07-02 Revised

October 16, 2015

PL 07-02: Over-The-Counter Review of Projects Using Pre-Check Approved Designs (PDF - 266 KB):
DSA recently repealed the requirement restricting specification books with over the counter (OTC) appointments. As a result, this will no longer be included in PL 07-02.

As a site requirement, Facilities Managers can now also sign the letter that is to be provided indicating that buildings within the application are temporary and shall be removed for the school site within the appropriate number of years (as described further in PL 07-02).

Additionally revised proposed amendments to California Code of Regulations (CCR) Title 24, Part 2 (California Building Code) have been submitted to the California Building Standards Commission for the second 45-day public comment period. Comments on items in the second 45-day submittal may be submitted to the California Building Standards Commission as indicated in the Notice of 2nd 45-Day Public Comment Period. Submittal documents are provided below.


The first 45-day public comment period ended on September 28, 2015. Items which were included in the first 45-day submittal but are not included in the second 45-day submittal are not being additionally revised at this time.

Changes to the Project Inspector Examination in 2016

September 30, 2015

Beginning with the March 2016 exam, the DSA Project Inspector Examination will be based on the 2013 California Code of Regulations, Title 19 and Title 24, and the edition of standards referenced therein. Title 24 is available in read-only format through the Building Standards Commission’s (BSC) website. Title 19 is available for viewing through the Office of Administrative Law on Westlaw’s website. Beginning around the end of January 2016, minimum qualifications to take the exam will be based on the 2016 California Administrative Code. The proposed express terms revising the current minimum qualifications in Title 24, Part 1, though not yet adopted, are available for viewing on BSC’s and DSA’s website. Examination location, dates, and other relevant information will be forthcoming over the next several months.



2015 Green California Schools and Community Colleges Summit – October 29-30

September 30, 2015

The Green California Schools and Community Colleges Summit and Exposition will take place at the Pasadena Convention Center on October 29-30, 2015.

The Summit is an annual event focused on green programs in the nation’s largest K-12 system and higher education systems. With the theme “Achieving the Benefits of High Performance Schools,” the Summit will highlight the economic, educational, and community benefits that districts achieved by making a commitment to sustainability.

Presenters from the Division of the State Architect include State Architect Chester A. Widom, FAIA, and Deputy State Architect Bob Chase, AIA.

The Summit will feature dozens of educational sessions, an exhibit hall with over 100 companies participating, and an annual Leadership Awards reception that recognizes outstanding projects at California campuses. Registration for the keynote session, Leadership Awards, and the exhibit hall is free.

Public Comment Period for Irrigation Water Efficiency Regulations

September 29, 2015

The 45-day public comment period is now open for code changes intended for the 2013 California Building Standards Code, related to new water efficiency requirements for public school and community college irrigated landscape areas.

Any interested person may submit written comments relevant to the regulations. Comments must be submitted to the Division of the State Architect (DSA) or the California Building Standards Commission (CBSC) no later than November 9, 2015, at 5:00 p.m.

Please note that DSA intends to post revisions to the original code changes on the CBSC website in the near future. DSA will notify stakeholders when the latest changes are available for review and comment.



Regular Rulemaking: Public Comment Period for Structural Safety Code Change Proposal

IR 25-2.13: Metal Suspension Systems for Lay-in Panel Ceilings: 2013 CBC Revised

September 21, 2015

This revision to IR 25-2.13: Metal Suspension Systems for Lay-In Panel Ceilings: 2013 CBC (PDF - 1.68 MB) is a complete reorganization of the IR and an update to the details contained therein. The IR has been reorganized such that the language in the body of the document is directed to architects, engineers, and manufacturers to identify methods acceptable to DSA for achieving code compliance of suspended ceilings, and the new Appendix contains ceiling general notes and drawings, generally deemed to comply with the code requirements, to be included in the construction documents submitted for DSA approval.

Due to the extensive nature of the change, the recent previous version will be in effect until November 1, 2015 and the new revised version will become effective November 1, 2015. Links to both versions are listed on DSA’s Interpretations of Regulations Web page.

Updates to PL 07-02: Over-the-Counter Review of Projects Using Pre-Check Approved Designs

August 11, 2015

DSA Policy PL 07-02 now clarifies the requirement for over-the-counter plan reviews that specifications are to be contained within project drawings at the time of initial submittal, and not in separate specification books.

Updates are also included to define the design professionals responsible for signing and stamping fire sprinkler drawings. See section 2.3.4 for more information.

Update on New Irrigation Water Efficiency Requirements

July 31, 2015

On July 21, the California Building Standards Commission approved new water efficiency requirements for public school and community college irrigated landscape areas. The Division of the State Architect (DSA) anticipates the regulations will take effect on October 1, 2015.

The changes to the 2013 California Green Building Standards (CALGreen) Code apply to all new construction, and building additions of more than 1,000 square feet. For projects on an existing campus, the area of landscape rehabilitation must equal 75 percent of the new building’s footprint. If all landscape areas on a construction campus already comply with the irrigation requirements, the school district is not obligated to bring other district landscape areas into compliance.

Under the new regulations, school districts will achieve cost savings over time by reducing the amount of water used for irrigation. In addition, the regulations will help school districts meet requirements of their local water districts and Governor Brown’s Executive Order B-29-15. The changes also provide an opportunity for school districts to set the example for water conservation among their students and communities. But most importantly, making these changes conserves a valuable resource in our state’s time of need.

DSA is committed to developing a clear, streamlined process to assist schools and community colleges to comply with the new requirements. DSA will publish information and resources to provide technical assistance for school districts. School districts are encouraged to contact their local water districts for information on potential funding programs to assist in water conservation efforts.

7x7x7: Case Studies in School Energy and Water Reduction

The Division of the State Architect (DSA) seeks seven qualified architectural firms to provide training services for a new initiative (7x7x7: Case Studies in School Energy and Water Reduction) to assist school districts in increasing the energy and water efficiency of California’s more than 10,000 existing K-12 public school campuses and 112 community college facilities.

Public Comment Period on CASp Program Regulation Changes Ends July 27, 2015

The Division of the State Architect (DSA) made additional modifications to the text of the originally proposed regulations for the voluntary Certified Access Specialist (CASp) Program. The proposed modifications, with the changes clearly indicated, are now available to the public for a 15-day comment period before DSA adopts the regulations, as revised.

Proposed Irrigation Water Efficiency Requirements

The Division of the State Architect (DSA) recently proposed revised water efficiency requirements for public school and community college irrigated landscape areas. Following discussions with stakeholders, DSA proposed the revisions to modify the water efficiency requirements previously approved on May 29, 2015.

In response to the current drought state of emergency and Governor Brown’s Executive Order B-29-15, the latest proposed changes to the 2013 California Green Building Standards (CALGreen) Code require reduction in outdoor potable water use for all new building construction, and for additions over 1,000 square feet. The revisions address applicability of irrigation requirements to existing sites, and outline project fees.

DSA will present the proposed changes at the July 21, 2015 Building Standards Commission meeting. Upon adoption, the new CALGreen requirements will apply to school construction projects submitted to DSA.

New Backcheck Scanning Procedure Effective July 1: Client and Reprographics Firm Responsibilities

Dear DSA Partners:

As a reminder, the Division of the State Architect (DSA) will implement a new procedure on July 1, 2015, requiring applicants, upon successful completion of backcheck, to have DSA-approved documents (plans and specifications) scanned by an outside printing firm.

DSA Policy PL 06-01: Record Sets of DSA Approved Plans and Specs (PDF 503 - KB) now includes an attachment detailing DSA’s internal procedure, PR 06-01: Record Set Handling. The detailed attachment outlines DSA, client, and reprographics firm responsibilities related to the new process. Form DSA 145: Record Set Handling (PDF - 74 KB is also available on DSA’s Web site.

Clients will need to prearrange services with an outside printing firm to scan the approved documents at the applicant’s expense, and only the outside printing firm will be allowed to remove the approved documents from the DSA office.

State law, Education Code Section 17304, requires DSA to prepare a set of printed documents after plan approval, and any costs incurred are to be paid by the applicant. DSA currently scans approved documents and provides them at no expense to the client. Unfortunately, DSA can no longer assume these expenses.

The option of DSA continuing to perform scanning services and charging applicants for the DSA staff expenses was considered. However, DSA determined that actual DSA staff costs would exceed the average cost of having an outside printing firm scan documents, and that outside printing firms could provide document scanning more expeditiously than DSA.


New Fees for DSA Laboratory Evaluation and Acceptance Program

June 30, 2015

The Division of the State Architect’s (DSA) Laboratory Evaluation and Acceptance Program ensures that material testing and special inspections are performed in compliance with industry-established standards for California’s public school, community college and state-owned or state-leased essential services building construction projects. Despite the expansion of the program and increasing operational costs over recent years, the fees for laboratory evaluation and acceptance have remained unchanged since 2002. DSA must now increase fees to cover operational costs.

The following fee structure is applicable to laboratories whose DSA acceptance expires on or after October 1, 2015:

Fee Structure
$ 8,000 New Applicant; Re-Evaluation (Renewal)
$ 2,000 Location Change
$ 1,000 Change in Laboratory Engineering Manager
$ 500 Change in Services, Supervisor(s), Laboratory Name, NDT Level III or other key personnel

Approximately 90 days prior to expiration of acceptance, as a courtesy, DSA will contact the laboratory’s engineering manager and forward a renewal package to initiate the renewal process. However, it is the laboratory engineering manager’s responsibility to renew prior to expiration. The laboratory engineering manager is also responsible for notifying DSA when there is a change in responsible engineering manager, laboratory location, services or key personnel.

In response to the current drought state of emergency and Governor Brown’s Executive Order B-29-15, the changes to the 2013 California Green Building Standards (“CALGreen”) Code require reduction in outdoor potable water use for both new construction and modernization projects. Specific requirements include strict irrigation regulations, separate water meters, and automatic controllers that adapt to changes in weather and soil moisture.

Further details, including square footage and project valuation thresholds, will be determined after discussion with stakeholders. The additional changes will be presented at the July 21, 2015 Building Standards Commission meeting. Upon adoption, the new CALGreen requirements will apply to school construction projects submitted to the Division of the State Architect.


Upcoming Change to DSA’s Backcheck Scanning Procedure

May 21, 2015

Effective July 1, 2015, the Division of the State Architect (DSA) will implement a new procedure requiring applicants, upon successful completion of backcheck, to have the DSA-approved documents (plans and specifications) scanned by an outside printing firm. This change in DSA’s scanning procedure is part of a larger effort to move toward electronic-only storage of project plans.

Clients will need to prearrange services with an outside printing firm to scan the approved documents at the applicant’s expense. We suggest that applicants prepare by selecting a printing firm and arranging for scanning services. Form DSA-145: Record Set Handling (PDF 660 KB) will be revised prior to July 1, 2015.

State law, Education Code Section 17304, requires DSA to prepare a set of printed documents after plan approval, and any costs incurred are to be paid by the applicant. DSA currently scans approved documents and provides them at no expense to the client. Unfortunately, DSA can no longer assume these expenses.

The option of DSA continuing to perform scanning services and charging applicants for the DSA staff expenses was considered. However, DSA determined that actual DSA staff costs would exceed the average cost of having an outside printing firm scan documents, and that outside printing firms could provide document scanning more expeditiously than DSA.

Outside printing firms providing scanning services is not only more cost beneficial to applicants, but also allows clients to proceed more quickly to construction since scanned documents will be more readily available.


Seismic Mitigation Program Fee Adjustments

May 20, 2015

In order to adequately cover the Division of the State Architect’s costs to administer the Seismic Mitigation Program, fees related to Phase 1: Verification of Eligibility and Phase 2: Replacement Option Analysis were adjusted.

For detailed information on the program and related fees, please refer to Procedure 08-03 (PDF - 313 KB). The fee adjustments are effective immediately. For Phase 1 and Phase 2 work already submitted and under review by DSA, the fee adjustments will not apply.

The Division of the State Architect – Access Compliance (DSA-AC) unit seeks input and comments from stakeholders, interested parties and the general public regarding preparation of amendments to current accessibility requirements for inclusion in the 2016 California Building Code through a series of stakeholder forums. These proposed building code amendments will ultimately be submitted to the California Building Standards Commission for additional public review and comment prior to approval and adoption.

DSA Introduces the Project Inspector Performance Review Box

As part of an ongoing effort to enhance communication and transparency in our operations, the Division of the State Architect (DSA) is pleased to announce the Project Inspector Performance Review Box. This new tool allows school districts, stakeholders, and the public to access objective information on DSA-certified project inspector performance, demonstrating the competency of inspectors. DSA collects information on project inspector performance through the use of form DSA 119: Project Inspector Performance Review (PDF - 348 KB) and form DSA 180: Project Inspector Performance Record (PDF - 134 KB). All DSA 119 and DSA 180 forms completed on or after March 1, 2015 are now available in the Project Inspector Performance Review Box.

DSA field engineers complete the DSA 119 form after site visits to evaluate the performance of project inspectors. This form captures objective information, including whether:

  • The project inspector was present during the site visit.
  • The project inspector’s job file was complete.
  • The project inspector reported any deviations from DSA-approved construction documents.
  • The project inspector submitted a verified report.

Following project completion, DSA staff complete a DSA 180 form, a document that compiles the information from all of the project’s DSA 119 forms for a single project inspector.

Interested parties can look up an inspector by name and review all Project Inspector Performance Reviews (DSA 119) and Project Inspector Performance Records (DSA 180) completed for that inspector. The Project Inspector Performance Review Box provides all DSA-certified project inspectors a resource to demonstrate their competency, allowing future clients to better determine whether a particular inspector is right for their district’s project.

Now Open - CASp Program 15-Day Public Comment Period on Modifications to Proposed Regulations

The Division of the State Architect (DSA) has made modifications to the text of the originally proposed regulations of the voluntary Certified Access Specialist (CASp) Program. The proposed modifications, with the changes clearly indicated, are now available to the public for a 15-day comment period before DSA adopts the regulations, as revised.

PROPOSED MODIFICATIONS TO THE CASP PROGRAM REGULATIONS

  • A clarification to the examination references and promulgating authority.
  • A modification to the information required to be reported to DSA regarding the Disability Access Inspection Certificates to be submitted to DSA upon certification renewal, certification expiration, and certification suspension.

Any interested person may submit written comments relevant to the modifications. Comments must be submitted to DSA no later than February 10, 2015, at 5 p.m.

The 45-day public comment period is now open on proposed changes to the regulations for the voluntary Certified Access Specialist (CASp) Program. Any interested person may submit written comments relevant to the proposed regulatory action. Comments must be submitted to the Division of the State Architect no later than January 5, 2015 at 5 p.m.

Proposed Amendments and Additions to the CASp Program Regulations:

  • Clarify the requirements due to examination, certification, and disciplinary actions.
  • Reference requirements for work products issued by a CASp, as specified in California statute, addressing construction-related accessibility claims.
  • Set requirements for Professional Standards for CASps.
  • Include non-substantive, grammatical and formatting revisions.

DSA Introducing New FLS Fee Effective December 1, 2014

Effective December 1, 2014, the Division of the State Architect (DSA) will charge a separate fee for Fire & Life Safety (FLS) services. This change ensures clients are only charged for services they require.

As approved at the October 21, 2014 California Building Standards Commission meeting the fee schedule for FLS services shall be:

  • three-tenths of one percent (0.3%) of the first $1,000,000 of the estimated project cost; plus
  • two-tenths of one percent (0.2%) of the project cost greater than $1,000,000 up to and including $5,000,000; plus
  • one-tenth of one percent (0.1%) of the project cost greater than $5,000,000 up to and including $25,000,000; plus
  • five one-hundredths of one percent (0.05%) of the project cost greater than $25,000,000 up to and including $100,000,000; plus
  • one one-hundredth of one percent (0.01%) of the project cost above $100,000,000;
  • except that the minimum fee in any case shall be $300.00.

Protecting Schools from Nonstructural Earthquake Hazards

During the recent South Napa Earthquake on August 24, 2014, public schools performed very well with little structural damage resulting to school buildings. However, several structures did experience limited nonstructural damage to architectural, mechanical and electrical features including suspended ceilings, light fixtures, and cabinets and shelves. This earthquake serves as a reminder of the potential safety hazards that can occur from nonstructural features improperly attached to the structure. DSA advises school districts to take the opportunity to review the Guide and Checklist for Nonstructural Earthquake Hazards in California Schools (PDF - 454 KB) and assess school buildings to reduce potential safety hazards from nonstructural elements. This document was jointly produced by the Governor’s Office of Emergency Services, the Department of General Services – Division of the State Architect, the Seismic Safety Commission, and the Department of Education.


Green California Schools Summit 2014

The 2014 Green California Schools Summit and Community Colleges Summit will take place at the Pasadena Convention Center on November 5-6. The Summit is the largest annual event focused on green programs in the nation’s largest K-12 system and higher education systems.

Chester A. Widom, FAIA, California State Architect, is co-chair of the summit, along with Tom Torlakson, California Superintendent of Public Education. Robert Lee Chase, AIA, Deputy State Architect, is alternate co-chair and will be attending on behalf of the state architect.

Dozens of concurrent education sessions will focus on critical topics, from best practices for utilizing Prop 39 energy efficiency funds to water conservation techniques, funding for energy and building projects and environmental literacy. The Summit will also include a special Pre-Summit Zero Net Energy (ZNE) Schools Workshop, on November 4.

DSA Remembers Two Former State Architects

It is with great sadness that the Division of the State Architect (DSA) announces the recent passing of two former State Architects, Michael Bocchicchio, AIA and John Worsley, FAIA.

Mike Bocchiccio, AIA, who served as the California State Architect from 1986 to 1989, passed away on April 27, 2014. In addition to serving as State Architect, he was also the Associate Vice President, Capital Resources Management for the University of California System, where he oversaw long-range development of facilities and provided policy direction, oversight and technical assistance for physical planning, design, construction, facilities management, real estate, environmental protection, and sustainability. During this tenure, he designed and built the UC Washington Center in Washington, D.C. Mike is survived by his wife, Janet Brown Bocchicchio, and four sons.

John Worsley, FAIA, passed away on February 20, 2014. He served as the California State Architect from 1973 to 1975 and led the historic restoration of California’s State Capitol. John would later serve as executive director of the California Building Standards Commission. In addition to private practice, John also taught at Stanford University prior to his appointment as State Architect. After retirement, he devoted his time to serving and advocating for people with developmental disabilities. He is survived by his wife Laura and five children.

Water Heater Bracing Guidelines Updated

The Division of the State Architect (DSA) recently revised guidelines for the bracing of water heaters. This latest revision notifies the public that DSA no longer certifies earthquake bracing products or manufacturers of earthquake bracing products because current California Plumbing Code now regulates design and installation. Users are advised to contact the local authority having jurisdiction for current design and inspection requirements prior to installation. California DSA Announces Easy Access to Uncertified Project Files

California’s school districts, community colleges, and design professionals requested an innovative, convenient, user-friendly process to view a list of outstanding forms, fees, and design documents required by the Division of the State Architect’s (DSA) office. Today, DSA announces the implementation of DSA Certification Box: a cloud-based solution that saves time, increases communication, and helps partners to resolve uncertified projects. DSA Certification Box allows everyone to view uncertified project files, sorted by district, campus, and project. This will streamline the process of submitting required information that ensures compliance with all state codes, policies, and procedures.


New DSA Procedure (PR) 14-01 Issued

January 30, 2014

Based on advice from the Federal Emergency Management Agency and the California Department of Water Resources, DSA now requires all project submittals located in designated flood zones to conform with California Building Code flood design and documentation requirements. Effective January 1, 2014, relocatable buildings are no longer exempt.

Significant Increase in Project Submittals to DSA

Because DSA experienced a tremendous increase in project review submittals during the last six weeks of 2013, the start of our review process may take longer than normal. DSA is shifting resources to accommodate the high volume of submittals to limit potential delays, and remains committed to most the expeditious processes possible. DSA Rescinds Bulletin (BU) 13-01 with Revised BU 13-05

December 27, 2013

The formula used for Access Compliance filing fees on projects over $2 million has been revised (DSA Bulletin 13-05 (PDF - 78 KB)). Based on an evaluation of incoming projects and feedback received from clients, DSA determined that the previous access compliance filing fee formula resulted in significant and inequitable increases for larger scale projects. DSA amended the review fee formula to a five-step process based on project cost. The effective date of the adjusted filing fee is retroactive to June 1, 2013. Clients who had larger projects and paid fees based on the previous formula will receive a refund from DSA.

For example, under the previous formula, DSA access compliance review fees for a school project with a cost of $200 million were $204,250. Under the revised formula, those fees are now $119,250, a decrease of $85,000 or 42 percent.


New IR on Access Requirements for Solar Photovoltaic Systems

Project Inspection Card Revised

DSA has revised form DSA 152, the Project Inspection Card. An image of this form may be viewed here (the DSA Forms page), but the actual form is distributed by DSA Regional Offices to appropriate individuals involved in construction projects under DSA jurisdiction.

This is the first revision of this form. It makes the following changes:

  • Consolidates the card from eight to four sections.
  • All block numbers/content remain the same as the first edition except blocks 30,31,32 (Final SS/FLS/ACS) have been removed.
  • Reduces interim reporting from seven to four times.
  • Provides clarity on what interim verified reports are required.
  • Provides specific signoffs for receipt of interim verified reports.
  • Has card completion date.
  • Includes instructions (second page).

DSA Issues Bulletin on Early Use of 2013 Code Provisions

DSA has issued a new Bulletin, BU 13-04 (PDF - 96 KB), which clarifies DSA acceptance of projects designed to the 2013 codes and submitted prior to the effective date, January 1, 2014.


DSA Procedure PR 13-01 Revised

October 8, 2013

DSA has revised PR 13-01 (PDF - 256 KB). This is the second revision of this procedure. It makes the following changes:

  • Aligns PR 13-01 with the changes to the Inspection Card (See below).
  • Changes number of inspection cards required for the siting of any number of Relocatable buildings 2160 sq. ft. or less to one single card for all the buildings and one card for the site work.
  • Requires specific card numbers for in-plant construction of relo’s.
  • Deleted the requirement to submit conforming material testing reports and conforming special inspection reports to the DSA (aligns with the 2013 CB).
  • Adds Appendix A: Summary of typical construction components and systems that are associated with each section/block in the inspection card.

Changes to the Revised Construction Oversight Process Documents

Updated Laboratory Evaluation and Acceptance (LEA) Program

The DSA Laboratory Evaluation and Acceptance (LEA) Program released an updated version of the DSA 100: LEA Program Application (PDF - 455 KB), which is used by laboratories to apply for, or renew, their acceptance into the LEA Program. The updated DSA 100 now incorporates the full instructions, and also now captures information regarding supervision of special inspections by the laboratory engineer and incorporates, as prescribed by recently approved 2013 California Administrative Code (Title 24, Part 1).


DSA Project Inspection Application Package Changes Announced

DSA Implements Changes to the Construction Oversight Process

The DSA is implementing significant changes to the Construction Oversight Process for projects under its jurisdiction. These changes are designed to streamline the DSA construction phase process and to ensure that projects are certified at the completion of construction. Effective June 1, 2013, the DSA will utilize an Inspection Card Process similar to that used by virtually every building department throughout the State.

These changes are described in DSA Procedure PR 13-01. Effective dates for the new process are explained in Section 5 of the Procedure.

IR 21-2.10: Concrete Masonry High Lift Grout Method: 2010 CBC (PDF - 106 KB) – Section 3.2 updated to require coarse grout.

IR 25-2.10: Metal Suspension Systems for Lay-In Panel Ceilings: 2010 CBC (PDF - 1.18 MB) – Scope of IR updated in Section 2, and technical details updated in Sections 5.2, 7.7, and Figures 2B, 4, 6, and 7.

IR 25-3: Drywall Ceiling Suspension Conventional Construction – One Layer (PDF - 96 KB) – Completely rewritten for applicability to the 2007 and 2010 CBC. The original version has been retained for 2001 CBC projects, and renumbered as IR 25-3.01 (PDF - 120 KB).


DSA Announces Change to Policy Regarding Projects Involving More Than One Site

DSA has made a change to its policy regarding acceptance of applications for construction projects on more than one site. These changes, effective July 1, 2013, are detailed in DSA Bulletin BU 13-02 (PDF - 160 KB). Revisions have been made to other affected documents to coordinate with this change. Verified Report Forms Revised

DSA has revised its Verified Report forms to reflect changes in the California Administrative code (Title 24, Part 1) including pending implementation of an Inspection Card process for construction projects under DSA jurisdiction. DSA 6-AE (PDF) has been revised. DSA-6 has been replaced by DSA 6-C (PDF), for the Contractor, and DSA 6-PI (PDF) for the Project Inspector.


Construction Costs Reporting Form Has Been Revised

DSA has revised the form DSA 168 (PDF) to allow for reporting cost information for deductive change orders and to clarify which dollar amount the DSA will base fees on. When filling out on line, the form will calculate and enter the sub total and total lines automatically.

Three Interpretations of Regulations (IRs) Revised

DSA has revised one administrative and two technical Interpretations of Regulations (IRs), as follows:

IR A-7: Project Inspector Certification and Approval (PDF - 161 KB) – Aligns Section 1.5 with current practice regarding “RBIP” inspector certification. Also, additional clarifying language has been added to the Purpose section.

IR 19-2: Requirements for Glass Fiber Reinforced Concrete (GFRC) Panels (PDF 104 KB) – Revised in its entirety and now applicable to the 2010 CBC.

IR 24-1: Glass Panel Railings (PDF – 113 KB) – Major revision of the Design Option and Test Protocol sections, and the addition of an Evaluation Report Option. Additional clarifying language has been added to the Purpose section.

DSA has revised five technical and one administrative Interpretation of Regulations (IRs). Generally these revisions are to clarify applicability to the 2010 CBC and to align with changes in the regulations and other IRs, notably IR A-6. IRs with minor editorial revisions are IR A-19, IR 23-5, and IR 23-10. Additional changes are as follows:

IR 23-4: Metal-Plate-Connected Wood Trusses (PDF - 121 KB) – Revised in its entirety for the 2007 and 2010 CBC.

IR 23-8: Manufactured Wood-Chord-Metal-Web Trusses (PDF - 94 KB) – Updated language regarding fabrication special inspector qualifications in Section 5.3.1.

IR 25-2.10: Metal Suspension Systems for Lay-In Panel Ceilings: 2010 CBC (PDF 1.1 MB) – Minor revisions to several of the figures.


Two Interpretations of Regulations (IRs) Revised

DSA has revised two Administrative Interpretations of Regulations (IRs).

IR A-8: Project Inspector & Assistant Inspector Duties and Performance (PDF - 511 KB) has been revised to include updated Guidelines for Completion of Project Inspector’s Semi-Monthly Report (PDF - 187 KB). The IR also contains clarifications on start and stop of construction for inspector’s reporting purposes. Project inspectors and any interested parties may also access a stand-alone document, Guidelines for Completion of Project Inspector’s Semi-Monthly Report.

IR A-13: Stop Work and Order to Comply (PDF - 329 KB) has been revised in its entirety to outline procedures for issuance of stop work and rescission of stop work by DSA. The IR also provides a process for voluntary stop work by project owner to resolve non-compliant conditions in a construction project.

Senate Bill 1186 (Chapter 383, Statues of 2012, Steinberg) requires an additional fee of one dollar ($1) to be paid by any person(s) applying for a local business license, or equivalent instrument, or permit, and any applicant renewing a business license, or equivalent instrument, or permit beginning January 1, 2013.

DSA has made further changes to IR A-6 (PDF - 799 KB), clarifying DSA review of both CCD categories, providing additional guidance on CCD numbering requirements. Locations of changes are indicated by marginal markings. Forms DSA-140 (PDF - 209 KB) and DSA-141 (PDF - 210 KB) have been revised as well. Implementation of Revisions to Processing of Construction Changes

DSA has implemented the second round of changes to code revisions made in Title 24, Part 1. This time regarding the processing of construction changes, as announced in Bulletin BU 12-03 (PDF - 68 KB). The new requirements are documented in IR A-6 (PDF - 962 KB), revised in its entirety. Process to Certify Legacy Projects

As part of DSA's continuing effort to assist school and community college districts in obtaining certification for projects closed prior to January 1, 2011 by DSA, as uncertified, DSA has developed a Alternate Certification Guide for Legacy Projects (PDF - .98 MB). This document, along with forms DSA-310, DSA-311, and DSA-320 will enable DSA staff to select eligible projects, and work with districts to certify these legacy projects.

DSA Structural has made minor revisions to two Interpretations of Regulations.

Administrative IRs Updated

August 9, 2012

DSA has revised three Administrative Interpretations of Regulations (IRs). IR A-8 has been revised to add the section on DSA oversight of project inspectors.


IR A-23 and IR A-24 have been revised to reflect changes that took effect recently in the 2010 California Administrative Code (Title 24, Part 1) regarding project cost reporting. (See also BU 12-01 (PDF - 106 KB) and form DSA-168 (PDF - 148).)


DSA Rulemaking Proposals Advance

August 2, 2012

The DSA proposed rulemaking actions for Title 24, Parts 1, 2, 3, 4, and 5 have advanced to the 45-day public comment period, which runs, for Parts 1 and 2, from August 31 through October 15. For Parts 3, 4, and 5 the comment period runs from August 24 through October 8, 2012.

The updated Notice of Proposed Action (NOPA) for each part can be viewed on the Title 24 News page. These notices give details about the public comment process. The DSA Express Terms and Statement of Reasons for all Parts will post to the California Building Standards Commission (CBSC) website shortly.


Local Fire Authority (LFA) Review Process Changes

August 1, 2012

The DSA Fire and Life Safety Unit has issued DSA Bulletin 12-02 (PDF - 226 KB) announcing changes in the process of reporting LFA review to DSA. The new policy and procedure will become required on January 1, 2013. After that date, use of form DSA-810 (PDF - 145 KB) is required and is to be completed, affixed to or imaged onto the site plan and included with initial project submittal. The form is available on the DSA Forms page for voluntary use until that time.

DSA Application for Approval Form Revised

August 1, 2012

Form DSA-1 has been revised to enable the applicant to indicate whether the project is located in a fire hazard severity zone (Wildland-Urban Interface Fire Area, as described in CBC Chapter 7A). Item 27e must now be checked to assure accurate in-take evaluation and efficient project review.

Three DSA Interpretations of Regulations (IR) Revised

DSA Structural Safety has made minor revisions to IR A-26 (PDF - 144 KB) and IR A-26.cc (PDF - 104 KB) adjusting occupancy load factors listed in Section 1. Also, the DSA Energy unit has revised IR N-1 (PDF - 106 KB), providing additional clarity in Sections 3.4 and 3.6 in addition to providing guidance on unconditioned buildings and open solar structures.

Deputy State Architect Appointed

April 6, 2012

The Division of the State Architect is pleased to announce that the Governor has appointed Robert Lee Chase to fill the critical position of Deputy State Architect.

Robert Chase AIA combines over thirty five years in private architectural practice with extensive experience in the public sector. He has served as the Acting Deputy Director/Building Division for the City of Stockton Community Development Department and as the Chief Building Official for both the City and the County of Sacramento.

Bob is a LEED AP, a Certified Green Building Professional and was responsible for the development of the City of Sacramento’s Green Building Program. He currently serves on the City of West Sacramento’s Planning Commission and as the Vice President-President Elect of the AIA/Central Valley Chapter. He will have direct responsibility for the day to day management of the DSA Headquarters Office and will work closely with the DSA Regional Managers.

IR Manual Updated

January 26, 2012

DSA's Interpretation of Regulations (IR) Manual has been updated. Several IRs have been updated:

  • IR A-10 – 2012 construction cost index figures.
  • IR 16-3 – Updated to include 2010 CBC geotechnical requirements.
  • IR 16-5.01 – Formerly IR 16-5. No substantive changes.
  • IR 16-5.07 – Formerly IR 16-10. No substantive changes.

Also, form DSA-130 (PDF - 112 KB) has been updated to clarify the form is to be used for bleachers 20’ or less in height.

New DSA Bulletin on Occupant Load Determination

The DSA Fire and Life Safety unit has issued Bulletin BU 11-08 (PDF - 53 KB), which clarifies the process and responsibilities associated with any request to change maximum occupant loads in assembly occupancies for buildings under its jurisdiction.


Changes to DSA's "Application for Approval" Form

January 11, 2012

DSA has made several minor changes to form DSA-1: Application for Approval of Plans and Specifications (PDF - 1.19 MB), and to the Instructions (DSA-1.INSTR (PDF 329 KB)), in order to coordinate with revised documents and clarify the priority for submittal of Geological Hazard reports to the California Geological Survey (CGS).

Rehabilitation Publication Revised

DSA's Rehabilitation of Nonconforming Buildings for Public School & California Community College Use [Superseded by Revision] publication has been changed to remove the Pre-Application form (DSA-1.REH (PDF - 89 KB)), which is now being provided as a stand-alone form on the DSA Forms page. This is also the form to be used for projects submitted for funding through the Seismic Mitigation Program (SMP) (see Procedure 08-03 (PDF - 465 KB)).

DSA has finalized Procedure 08-03 for project approval in accordance with Seismic Mitigation Program regulatory amendments that took effect on September 8, 2011. Applications for DSA review are now being accepted utilizing the criteria outlined in Procedure 08-03 [Superseded by Revision], Eligibility Evaluation Template (DOC - 356 KB) and form DSA-4 (PDF - 117 KB).


DSA Los Angeles Regional Office Changes Effective September 19, 2011

September 15, 2011

Due to the retirement of Shaf Ullah, Regional Manager, DSA Los Angeles Office, the following changes will take place until further notice.

Craig Rush, Principal Structural Engineer at DSA, will be assuming the interim role of acting regional manager of the DSA Los Angeles Office starting Monday, September 19, 2011. He will remain in that position until a permanent regional manager is appointed. Doug Humphrey, Supervising Architect at DSA, will be assisting in the management of the LA Office during the same period of time. In general, Craig will be working in the LA Office Monday and Tuesday of each week and Doug will be working in the LA Office Thursday and Friday of each week. They will both be working in the DSA San Diego office on the days they are not in LA Office.

DSA looks forward to your continued support and cooperation during this transition.

DSA Interpretations of Regulations Manual Updated

DSA has issued revisions to seven Interpretations of Regulations (IRs) and has added two new IRs. Five are minor revisions IR A-11 [Superseded by Revision], IR A-14 (PDF - 34 KB), IR A-18 (PDF - 49 KB), IR 17-5 [Superseded by Revision], and IR N-1 [Superseded by Revision] and one is an errata IR A-10 [Superseded by Revision]. One is a major revision (IR 16-1 (PDF - 90 KB)) and two are new IR-A-26.cc [Superseded by Revision] and IR 17-10 (PDF - 38 KB). Form to Report Access Only Project Final Costs on Forms Page

When an Access Only project is approved by DSA, a letter is sent to the client explaining that final actual construction costs must be reported to DSA when the project is complete. The letter includes the reporting form. In view of the amount of time that may elapse between approval and project completion, form DSA-104 (PDF - 84 KB) is now posted on line as a convenience.

Interpretation of Regulations added to DSA's IR Manual

Bulletin Issued on AB 211 Impact on DSA Projects

DSA Fire and Life Safety Unit has developed Bulletin BU 11-05 [Superseded by Revision] to assist stakeholders in determining the impact of the new law on projects under its jurisdiction. AB 211 requires certain doors in public schools to be easily lockable from the inside without a key. The Bulletin provides guidance on scope of application. AB 211 takes effect on July 1.

DSA Bulletin Regarding PC Renewal Extension Updated

DSA has updated Bulletin BU 11-01, extending the deadline from March 30 to June 1, 2011, for submission of an application package for PC update to the new 2010 CBC. Attachment A has been added which lists all code changes that can impact PC designs.


State Agencies' Joint Workshop - March 24, 2011

The California Department of Education (CDE), the Division of the State Architect (DSA), and the Office of Public School Construction (OPSC) will be hosting the first in a series of quarterly Joint Workshops on Thursday, March 24th, 9:00 a.m.–1:00 p.m. at the Ziggurat Auditorium at 707 Third Street, West Sacramento. The workshop is an opportunity for the state agencies to engage with their customers and stakeholders on topics of importance regarding the standard project approval process.

DOJ Certification Update

March 15, 2011

In December, 2010 DSA submitted to the US Department of Justice (USDOJ) the 2010 edition of the California Building Code (CBC) and a revised side-by-side analysis comparing the accessibility provisions of the 2010 CBC to the requirements of the 1991 ADA Standards for Accessible Design. This action is the latest in DSA's multi-year effort to obtain USDOJ certification that the CBC meets or exceeds this federal accessibility standard. DSA is currently awaiting response from USDOJ.


DSA has Issued Revisions to Several Documents

March 14, 2011

The DSA Fire and Life Safety unit has revised PL 09-01 (PDF - 64 KB) regarding Fire Flow for Buildings, along with updates to DSA-810: Local Fire Authority Review Template [Superseded by Revision] and the instructions, which are now available as appendices to the policy. FLS has also issued a new Bulletin, BU 11-03 (PDF - 50 KB), about Gas Piping Installation Requirements for Seismic Damage Reduction.

The DSA High Performance Section has revised DSA Bulletin BU 09-09 (PDF - 42 KB) to coordinate with BU 11-01, extending acceptance by DSA of use of 2007 PC designs until September 30, 2011.


Riverside Satellite Office Closed After April 8, 2011

IR Manual Updated

March 10, 2011

One new IR and several updated IRs have been added to the IR Manual. Revisions are to clarify applicability to the new 2010 California Building Standards Codes. New IR M-1 describes options acceptable to DSA for lab fume hood ducting. Updates are to IR A-10, A-11, 10-1, 17-3, and 21-2.

Revisions to the High Performance Incentive (HPI) Grant Program Announced

DSA has published a new Bulletin, BU 11-02, to announce and explain recent changes in the HPI program and new submittal procedures. DSA has also updated the Checklist for the HPI Program and the Scorecards to reflect these changes.

Test and Special Inspection Report Forms Updated

The DSA Laboratory Acceptance and Evaluation (LEA) program has updated all Structural Test and Special Inspection Report forms and posted them on the DSA Forms page and the LEA Testing and Inspections Forms page.

Use of the DSA forms is voluntary, however any other format must contain the information shown on the DSA forms. The DSA forms can be completed on line, and should be printed, signed and submitted to DSA and the CCs indicated at the bottom of the forms. Two forms are provided in non-electronically fillable format for ease of use in the field.

DSA-3 Form Revised

January 13, 2011

The DSA-3 Form has been revised to reflect the items to be verified at the application intake relating to the 2010 California Green Building Standards Code (CALGreen Code). All schools and community colleges planned for new campuses will need to comply with the DSA-SS mandatory measures of Title 24, Part 11.

IR Manual Updated for the 2010 Title 24 Codes

January 12, 2011

DSA continues the process of reviewing and updating all IR's in the IR Manual [Superceded by Revision] for applicability to the 2010 Title 24 codes, which took effect on January 1, 2011. As the IRs are updated, the listing in the IR Manual Table of Contents, as well as on the Individual IRs list, will show "2010 CBC," or "N/A" if it is not applicable. In some cases a separate IR has been developed for applicability to the new code. Such IRs retain the original IR number, with the addition of a CBC edition designation. See for example IR 23-3.10.

DSA Bulletin on PC Approvals for 2010 Codes Issued

DSA has issued Bulletin BU 11-01 [Superseded by Revision], replacing Bulletin 07-02, which gives submittal process and approval requirements for PC plans and specifications to be brought into compliance with the 2010 California Building Standards Codes (CBSC), which took effect on January 1, 2011. Title 24, Part 1 Emergency Rulemaking, 15 Day Public Comment Period

The California Building Standards Commission (CBSC) has announced a 15 day public comment period for DSA's proposed changes to Chapter 4 of Part 1 of the California Building Standards Codes (Title 24). The proposal amends emergency regulations introduced in August 2010 to streamline the close out of projects subject to DSA review.

CALGreen Code effective January 1, 2011

The CALGreen Code will become effective on January 1, 2011.

The DSA-3 Form will be revised to reflect the items to be verified at the application intake. All schools and community colleges planned for new campuses will need to comply with the DSA-SS mandatory measures of Title 24, Part 11 per Section 105.

For additional information refer to the DSA Green Code page and a preview showing a sample of the revisions to the DSA-3. The final form will be available online the first of the new year.


New Regional Manager at Oakland Office 12/08/10

December 1, 2010

Nat Chauhan has announced his retirement from State service and the position of Regional Manager of DSA’s Oakland Office. Jim Hackett will assume the role of Acting Regional Manager of the Oakland Office, with his first day as Acting Regional Manager on December 8, 2010.

Jim has worked at DSA for twenty years in various capacities—most recently, as a structural plan review supervisor in the Sacramento Regional Office for the past eight years. Additionally, Jim worked as a plan reviewer and a District Structural Engineer in the Sacramento Regional Office, and at DSA Headquarters developing policy. Jim brings to the position a comprehensive understanding and breadth of experience in all facets of DSA’s functions and responsibilities.

Bulletin regarding Whitco Company, LP Light Poles Recall

The DSA Bulletin regarding Whitco Company, LP, light poles, issued in April of 2009, has been updated to reflect a recall by the U.S. Consumer Product Safety Commission of these light poles, some of which are located on California public school campuses. Poles manufactured between 2000 and 2005 and between 70 and 135 feet tall are identified in the recall. Because a number of these poles have fallen, in the update to Bulletin 09-05 (PDF - 50 KB), DSA emphasizes the importance of school districts investigating light poles on their campuses to determine the manufacturer and condition. Inspection by qualified professionals is advised as well as restricting access to areas where Whitco Co., LP, light poles are located.

Project Submittal Checklist Updated

Minor changes have been made to 2 DSA IRs

DSA has published a revision to IR A-4 (PDF - 34 KB) that clarifies and simplifies certain provisions, such as designation of projects that do and do not require geologic hazard reports. Also, because changes to the process announced in the previous revision to this IR have been implemented, the section stating when CGS would begin accepting submittals has been deleted.

DSA has also issued a minor revision to IR 16-8 (PDF - 84 KB) which clarifies some language regarding BOS equipment and removes the requirement for fencing in Section 6.1.5

After a series of four successful town hall sessions, the Division of the State Architect (DSA) is again teaming with the Office of Public School Construction (OPSC) to host a discussion titled "School Buildings at the Crossroads" on May 20, 2010 from 1:00 p.m. to 5:00 p.m. at the Department of General Services, Main Auditorium, Ziggurat Building, 707 3rd Street, West Sacramento, CA 95605. After hearing the comments, questions, and suggestions from school district representatives and design professionals, DSA and OPSC would like to share how we will be incorporating the best ideas into our proposed response to issues facing all of us. Bulletin 09-04 Revised

May 1, 2010

DSA has revised Bulletin 09-04 and form DSA-10 (PDF - 377 KB) to reflect changes in the process for setting priorities for project review. Clients now have 90 rather than 75 calendar days to start construction after DSA approval to qualify for Category 1 or 2. A client responsibilities section has been added. It is important to note that DSA now requires a copy of the district's Notice to Proceed (NTP).

Change to Electronic Submittal/Plan Review Policy

March 3, 2010

In an effort to help implement the Governor's business plan to promote jobs creation in California, DSA is suspending the requirement to submit and review plans electronically. In order to reduce "bin" time and expedite approval, DSA has revised Policy 09-02: Electronic Submittal/Plan Review (PDF - 51 KB), removing the mandate for electronic submittals of projects. The policy will be reexamined June 30, 2010.

Plan Submittal Requirements: Automatic Fire Sprinkler Systems (AFSS)

DSA is making changes to the submittal requirements for projects which include Automatic Fire Sprinkler Systems (AFSS). Effective July 1, 2010, DSA will no longer accept AFSS as a deferred submittal. 2008 Energy Code Compliance Checklist (Form DSA-403) Updated

With the effective date of the 2008 California Energy Code, changes have been made to form DSA-403 (PDF - 442 KB), now titled the "2008 Energy Code Compliance Checklist." The new form is to be used for all projects submitted to DSA for review and approval.

Procedure 08-03 Revised

Due to changes in Title 2 of the California Code of Regulations (CCR), Section 1859.82(a), DSA has issued a revision to DSA Procedure 08-03 (PDF - 65 KB) The new regulations permit additional structural systems and reduced spectral acceleration. This program is tied to Proposition 1D funding for seismic mitigation projects.


DSA Code Appeal Process (CAP) Revised

The DSA Code Appeal Process (CAP) has been revised to clarify some language, and to combine some steps. The new Procedure 09-01 (PDF - 52 KB) is now available on the Publications page. The location of changes is indicated by marginal markings. Also, form DSA-160 (PDF - 92 KB), the CAP Router Form, has been updated to reflect the changes.

Learn how to steamline your submittal for the High Performance Incentive (HPI) Grant. Submit your construction documents directly to our Headquarters Office at the same time you have submitted at your regional office. We will start your review by confirming your compliance with Title 24, Part 6. If you need time for the HPI documentation, you can have up to six weeks to send in your scorecard and related HPI documentation. This is effective immediately and will insure that your plan review is complete at your back-check appointment. New IR on Construction Tolerance Guidelines Related to Accessibility Provisions

IR 11B-8 (PDF - 46 KB) has been issued regarding DSA's position on the use of construction tolerance guidelines related to accessibility provisions in the California Building Code. The IR appears in the Access Compliance Reference Manual. This new IR will also be published in the DSA IR Manual as part of its next revision, due in early December.

New Procedures on Pre-Check (PC) Approval Process Related to Solar Energy Systems

In response to AB 1062, DSA has issued Procedure PR 09-10 (PDF - 86 KB) which describes the Pre-Check (PC) approval process as specifically applied to the submission of solar energy systems intended for use on site specific projects under DSA jurisdiction. Use of the PC process will greatly expedite future approval for the use of PC approved solar thermal and photovoltaic systems in California public schools and State essential services buildings.

Change to Mandated Electronic Plan Submittal and Review Program

November 1, 2009

The estimated project cost thresholds for the Mandated Electronic Plan Submittal and Review program have changed, starting November 1, 2009. Policy 09-02 (PDF - 33 KB) has been amended to require all projects up to $400,000 to be submitted and reviewed electronically. Between $400,000 and $1,000,000, the Design Professional may choose to submit electronically. Above $1,000,000, the Design Professional must obtain consent from the Project Services Supervisor to submit electronically. In any event, all projects submitted electronically will be reviewed electronically by all required disciplines of DSA.

Mandated Electronic Plan Submittal and Review Program Thresholds

Bulletin 09-09, Bulletin 09-06, and Procedure 07-01 Revised

DSA Bulletin 09-09 (PDF - 42 KB) indicates the impact of the new 2008 California Energy Code (Title 24, Part 6) on project submittals and Pre-Check (PC) Designs for projects submitted on or after the effective date. A minor revision to Bulletin 09-06 (PDF - 54 KB) clarifies, in Appendix A, the scope of application. Finally, some language added to Procedure 07-01 (PDF - 326 KB), Section 7, in the July 2009 revision, has been removed. No other changes have been made. Marginal markings still show the location of the July revisions.
