DSA Los Angeles Regional Office Changes Effective September 19, 2011

Due to the retirement of Shaf Ullah, Regional Manager, DSA Los Angeles Office, the following changes will take place until further notice.
Craig Rush, Principal Structural Engineer at DSA, will be assuming the interim role of acting regional manager of the DSA Los Angeles Office starting Monday, September 19, 2011. He will remain in that position until a permanent regional manager is appointed. Doug Humphrey, Supervising Architect at DSA, will be assisting in the management of the LA Office during the same period of time. In general, Craig will be working in the LA Office Monday and Tuesday of each week and Doug will be working in the LA Office Thursday and Friday of each week. They will both be working in the DSA San Diego office on the days they are not in LA Office.
DSA looks forward to your continued support and cooperation during this transition.

Seismic Mitigation Program Public Meeting August 25, 2011

The Division of the State Architect (DSA) will hold a public meeting to discuss proposed procedures and project requirements relating to DSA review and approval of projects seeking funding for the Seismic Mitigation Program. The proposed changes are outlined in DSA Procedure 08-03 which corresponds to program regulations adopted by the State Allocation Board on June 22, 2011.
The meeting will be held on August 25, 2011 from 1:00 pm to 3:30 pm at the Division of the State Architect Headquarters, 1102 Q Street, 5th Floor, Conference Room B, Sacramento, CA, 95811. Additional participation options are described in the meeting agenda available for download:

Form to Report Access Only Project Final Costs on Forms Page

When an Access Only project is approved by DSA, a letter is sent to the client explaining that final actual construction costs must be reported to DSA when the project is complete. The letter includes the reporting form. In view of the amount of time that may elapse between approval and project completion, form DSA-104 (PDF - 84 KB) is now posted on line as a convenience.
Extension of Deadline for PC Design Compliance to 2010 CBC for Structural Safety

DSA has issued a revision to Bulletin 11-01 (PDF - 245 KB) extending the deadline to December 31, 2011 for compliance of PC Designs to the 2010 California Building Code (CBC). Note that accessibility features compliance is not extended.

California Historical Building Code: Notice of Modifications to Proposed Regulations

The State Historical Building Safety Board (SHBSB) is providing notice of the changes made to proposed regulations, Chapters 8-7 and 8-8, which were the subject of a public comment period that ended on October 8, 2010.
The State Historical Building Safety Board will accept written comments for at least 15 days between July 21, 2011, and August 4, 2011.

New Fire and Life Safety Bulletin Issued

The DSA Fire and Life Safety unit has issued Bulletin 11-06 (PDF - 46 KB) to inform design professionals and other interested parties of more up to date sources of information regarding FLS aspects of relocatable school buildings for California public schools. The documents listed in the Bulletin replace the publication "Fire Apparatus Access, Fire-Flow & Fire Hydrant Requirements for California's Relocatable School Buildings," which is out of date.

Interpretation of Regulations added to DSA's IR Manual

IR A-26 (PDF - 45 KB) regarding K-12 Occupancy Classification and Load Factors has been returned to the IR Manual after removal for review and revision. The scope of the new version has been confined to K-12. Another version of this IR covering community colleges will be posted within the next few weeks.
Bulletin Issued on AB 211 Impact on DSA Projects

DSA Fire and Life Safety unit has developed Bulletin BU 11-05 (PDF - 68 KB) to assist stakeholders in determining the impact of the new law on projects under its jurisdiction. AB 211 requires certain doors in public schools to be easily lockable from the inside without a key. The Bulletin provides guidance on scope of application. AB 211 takes effect on July 1.

DSA Issues Procedure on Flood Design Project Submittal

DSA has updated its 2008 Bulletin regarding submittal and reporting requirements for projects designed to be located in designated flood hazard areas. Procedure 11-01 (PDF - 94 KB) supersedes and replaces the original Bulletin (08-02). The new Procedure contains clarifications and is updated to include the 2010 California Building Code.

DSA has updated Bulletin BU 11-01, extending the deadline from March 30 to June 1, 2011, for submission of an application package for PC update to the new 2010 CBC. Attachment A has been added which lists all code changes that can impact PC designs.

The California Department of Education (CDE), the Division of the State Architect (DSA), and the Office of Public School Construction (OPSC) will be hosting the first in a series of quarterly Joint Workshops on Thursday, March 24th, 9:00 a.m.–1:00 p.m. at the Ziggurat Auditorium at 707 Third Street, West Sacramento. The workshop is an opportunity for the state agencies to engage with their customers and stakeholders on topics of importance regarding the standard project approval process.

DOJ Certification Update

In December, 2010 DSA submitted to the US Department of Justice (USDOJ) the 2010 edition of the California Building Code (CBC) and a revised side-by-side analysis comparing the accessibility provisions of the 2010 CBC to the requirements of the 1991 ADA Standards for Accessible Design. This action is the latest in DSA's multi-year effort to obtain USDOJ certification that the CBC meets or exceeds this federal accessibility standard. DSA is currently awaiting response from USDOJ.

IR Manual Updated

One new IR and several updated IRs have been added to the IR Manual. Revisions are to clarify applicability to the new 2010 California Building Standards Codes. New IR M-1 describes options acceptable to DSA for lab fume hood ducting. Updates are to IR A-10, A-11, 10-1, 17-3, and 21-2.

Revisions to the High Performance Incentive (HPI) Grant Program Announced

DSA has published a new Bulletin, BU 11-02, to announce and explain recent changes in the HPI program and new submittal procedures. DSA has also updated the Checklist for the HPI Program and the Scorecards to reflect these changes.

Test and Special Inspection Report Forms Updated

The DSA Laboratory Acceptance and Evaluation (LEA) program has updated all Structural Test and Special Inspection Report forms and posted them on the DSA Forms page and the LEA Testing and Inspections Forms page.
Use of the DSA forms is voluntary, however any other format must contain the information shown on the DSA forms. The DSA forms can be completed on line, and should be printed, signed and submitted to DSA and the CCs indicated at the bottom of the forms. Two forms are provided in non-electronically fillable format for ease of use in the field.

DSA-3 Form Revised

The DSA-3 Form has been revised to reflect the items to be verified at the application intake relating to the 2010 California Green Building Standards Code (CALGreen Code). All schools and community colleges planned for new campuses will need to comply with the DSA-SS mandatory measures of Title 24, Part 11.

IR Manual Updated for the 2010 Title 24 Codes

DSA continues the process of reviewing and updating all IR's in the IR Manual (PDF - 4.17 MB) for applicability to the 2010 Title 24 codes, which took effect on January 1, 2011. As the IRs are updated, the listing in the IR Manual Table of Contents, as well as on the Individual IRs list, will show "2010 CBC," or "N/A" if it is not applicable. In some cases a separate IR has been developed for applicability to the new code. Such IRs retain the original IR number, with the addition of a CBC edition designation. See for example IR 23-3.10.

DSA has issued Bulletin BU 11-01 (PDF - 61 KB), replacing Bulletin 07-02, which gives submittal process and approval requirements for PC plans and specifications to be brought into compliance with the 2010 California Building Standards Codes (CBSC), which took effect on January 1, 2011. Deadline has been extended to September 30, 2011.
