These Seismic Mitigation Program FAQs [Superceded by Revised Version] can be found in the Seismic Mitigation Program section of the Publications page of DSA's website.


IR Manual Updated

January 26, 2012

DSA's Interpretation of Regulations (IR) Manual has been updated. Several IRs have been updated:

  • IR A-10 – 2012 construction cost index figures.
  • IR 16-3 – Updated to include 2010 CBC geotechnical requirements.
  • IR 16-5.01 – Formerly IR 16-5. No substantive changes.
  • IR 16-5.07 – Formerly IR 16-10. No substantive changes.

Also, form DSA-130 (PDF - 112 KB) has been updated to clarify the form is to be used for bleachers 20’ or less in height.


Certified Access Specialist (CASp) New Exam Dates

New DSA Bulletin on Occupant Load Determination

January 12, 2012

The DSA Fire and Life Safety unit has issued Bulletin BU 11-08 (PDF - 53 KB), which clarifies the process and responsibilities associated with any request to change maximum occupant loads in assembly occupancies for buildings under its jurisdiction.


Changes to DSA's "Application for Approval" Form

January 11, 2012

DSA has made several minor changes to form DSA-1: Application for Approval of Plans and Specifications (PDF - 1.19 MB), and to the Instructions (DSA-1.INSTR (PDF 329 KB)), in order to coordinate with revised documents and clarify the priority for submittal of Geological Hazard reports to the California Geological Survey (CGS).


Interpretation of Regulations (IR) on Solar Energy Systems Revised

January 6, 2012

DSA IR 16-8: Solar Photovoltaic and Thermal Systems Acceptance Requirements [Superceded by 07/23/12 Revised Version (PDF - 319 KB)] has been revised to provide more detailed guidance on design and submittal requirements for solar energy systems.

Bulletin on Impact of 2008 Energy Code Revised

DSA BU 09-09: Impact of the 2008 California Energy Code [Superseded by Revision] has been revised, extending the acceptance of existing PC designs until December 31, 2011. This coordinates with the latest version of BU 11-01 (PDF - 230 KB).


Rehabilitation Publication Revised

October 19, 2011

DSA's Rehabilitation of Nonconforming Buildings for Public School & California Community College Use [Superseded by Revision] publication has been changed to remove the Pre-Application form (DSA-1.REH (PDF - 89 KB)), which is now being provided as a stand-alone form on the DSA Forms page. This is also the form to be used for projects submitted for funding through the Seismic Mitigation Program (SMP) (see Procedure 08-03 (PDF - 465 KB)).

  • IR 16-1 (PDF - 86 KB) - Design and Construction Requirements for Relocatable Buildings - Addition of information on Elevator Towers, clarification of alterations and Green Code compliance.
  • IR 17-3 [Superseded by Revision] - Structural Welding Inspections 2007 and 2010 CBC - Clarification of markings and standardized language regarding failure to perform.
  • IR 17-3.01 [Superseded by Revision] - Structural Welding Inspection 2001 CBC - Same as above.
  • IR 23-6 (PDF - 42 KB) - Wood Structural Panel Acceptance - Plywood and Oriented Strand Board (OSB) 2007 and 2010 CBC - Changed name and scope of IR.

Applications now accepted for Seismic Mitigation Program

September 15, 2011

DSA has finalized Procedure 08-03 for project approval in accordance with Seismic Mitigation Program regulatory amendments that took effect on September 8, 2011. Applications for DSA review are now being accepted utilizing the criteria outlined in Procedure 08-03 [Superseded by Revision], Eligibility Evaluation Template (DOC - 356 KB) and form DSA-4 (PDF - 117 KB).


DSA Los Angeles Regional Office Changes Effective September 19, 2011

September 15, 2011

Due to the retirement of Shaf Ullah, Regional Manager, DSA Los Angeles Office, the following changes will take place until further notice.

Craig Rush, Principal Structural Engineer at DSA, will be assuming the interim role of acting regional manager of the DSA Los Angeles Office starting Monday, September 19, 2011. He will remain in that position until a permanent regional manager is appointed. Doug Humphrey, Supervising Architect at DSA, will be assisting in the management of the LA Office during the same period of time. In general, Craig will be working in the LA Office Monday and Tuesday of each week and Doug will be working in the LA Office Thursday and Friday of each week. They will both be working in the DSA San Diego office on the days they are not in LA Office.

DSA looks forward to your continued support and cooperation during this transition.

Seismic Mitigation Program Public Meeting August 25, 2011

DSA Interpretations of Regulations Manual Updated

August 4, 2011

DSA has issued revisions to seven Interpretations of Regulations (IRs) and has added two new IRs. Five are minor revisions IR A-11 [Superseded by Revision], IR A-14 (PDF - 34 KB), IR A-18 (PDF - 49 KB), IR 17-5 [Superseded by Revision], and IR N-1 [Superseded by Revision] and one is an errata IR A-10 [Superseded by Revision]. One is a major revision (IR 16-1 (PDF - 90 KB)) and two are new IR-A-26.cc [Superseded by Revision] and IR 17-10 (PDF - 38 KB). All IRs can be viewed individually and as part of DSA's IR Manual (PDF - 6.37 MB) on DSA's Interpretation of Regulations Manual page.

Form to Report Access Only Project Final Costs on Forms Page

July 29, 2011

When an Access Only project is approved by DSA, a letter is sent to the client explaining that final actual construction costs must be reported to DSA when the project is complete. The letter includes the reporting form. In view of the amount of time that may elapse between approval and project completion, form DSA-104 (PDF - 84 KB) is now posted on line as a convenience.


Extension of Deadline for PC Design Compliance to 2010 CBC for Structural Safety

Major Revisions to Policies and Procedures on PC Designs and OTC Review

July 29, 2011

DSA has issued revisions to PL 07-02: Over-The-Counter Review of Pre-Check Approved Designs (PDF - 167 KB), and to Procedure 07-01: Pre-Check (PC) Approval Process (PDF - 447 KB).

The Policy has been revised in its entirety, and the Procedure has been updated to reflect fire sprinkler requirements.

California Historical Building Code: Notice of Modifications to Proposed Regulations

The State Historical Building Safety Board (SHBSB) is providing notice of the changes made to proposed regulations, Chapters 8-7 and 8-8, which were the subject of a public comment period that ended on October 8, 2010.

The State Historical Building Safety Board will accept written comments for at least 15 days between July 21, 2011, and August 4, 2011.

New Fire and Life Safety Bulletin Issued

The DSA Fire and Life Safety unit has issued Bulletin 11-06 (PDF - 46 KB) to inform design professionals and other interested parties of more up to date sources of information regarding FLS aspects of relocatable school buildings for California public schools. The documents listed in the Bulletin replace the publication "Fire Apparatus Access, Fire-Flow & Fire Hydrant Requirements for California's Relocatable School Buildings," which is out of date.

Interpretation of Regulations added to DSA's IR Manual

IR A-26 [Superseded by Revision] regarding K-12 Occupancy Classification and Load Factors has been returned to the IR Manual after removal for review and revision. The scope of the new version has been confined to K-12. Another version of this IR covering community colleges will be posted within the next few weeks.


Bulletin Issued on AB 211 Impact on DSA Projects

June 21, 2011

DSA Fire and Life Safety Unit has developed Bulletin BU 11-05 [Superseded by Revision] to assist stakeholders in determining the impact of the new law on projects under its jurisdiction. AB 211 requires certain doors in public schools to be easily lockable from the inside without a key. The Bulletin provides guidance on scope of application. AB 211 takes effect on July 1.

DSA has updated its 2008 Bulletin regarding submittal and reporting requirements for projects designed to be located in designated flood hazard areas. DSA has updated Bulletin BU 11-01, extending the deadline from March 30 to June 1, 2011, for submission of an application package for PC update to the new 2010 CBC. Attachment A has been added which lists all code changes that can impact PC designs.

The California Department of Education (CDE), the Division of the State Architect (DSA), and the Office of Public School Construction (OPSC) will be hosting the first in a series of quarterly Joint Workshops on Thursday, March 24th, 9:00 a.m.–1:00 p.m. at the Ziggurat Auditorium at 707 Third Street, West Sacramento. The workshop is an opportunity for the state agencies to engage with their customers and stakeholders on topics of importance regarding the standard project approval process.

DOJ Certification Update

March 15, 2011

In December, 2010 DSA submitted to the US Department of Justice (USDOJ) the 2010 edition of the California Building Code (CBC) and a revised side-by-side analysis comparing the accessibility provisions of the 2010 CBC to the requirements of the 1991 ADA Standards for Accessible Design. This action is the latest in DSA's multi-year effort to obtain USDOJ certification that the CBC meets or exceeds this federal accessibility standard. DSA is currently awaiting response from USDOJ.


DSA has Issued Revisions to Several Documents

The DSA Fire and Life Safety unit has revised PL 09-01 (PDF - 64 KB) regarding Fire Flow for Buildings, along with updates to DSA-810: Local Fire Authority Review Template [Superseded by Revision] and the instructions, which are now available as appendices to the policy. FLS has also issued a new Bulletin, BU 11-03 (PDF - 50 KB), about Gas Piping Installation Requirements for Seismic Damage Reduction.

The DSA High Performance Section has revised DSA Bulletin BU 09-09 (PDF - 42 KB) to coordinate with BU 11-01, extending acceptance by DSA of use of 2007 PC designs until September 30, 2011.

IR Manual Updated

March 10, 2011

One new IR and several updated IRs have been added to the IR Manual. Revisions are to clarify applicability to the new 2010 California Building Standards Codes. New IR M-1 describes options acceptable to DSA for lab fume hood ducting. Updates are to IR A-10, A-11, 10-1, 17-3, and 21-2.

Revisions to the High Performance Incentive (HPI) Grant Program Announced

DSA has published a new Bulletin, BU 11-02, to announce and explain recent changes in the HPI program and new submittal procedures. DSA has also updated the Checklist for the HPI Program and the Scorecards to reflect these changes.

Test and Special Inspection Report Forms Updated

The DSA Laboratory Acceptance and Evaluation (LEA) program has updated all Structural Test and Special Inspection Report forms and posted them on the DSA Forms page and the LEA Testing and Inspections Forms page.

Use of the DSA forms is voluntary, however any other format must contain the information shown on the DSA forms. The DSA forms can be completed on line, and should be printed, signed and submitted to DSA and the CCs indicated at the bottom of the forms. Two forms are provided in non-electronically fillable format for ease of use in the field.

DSA-3 Form Revised

The DSA-3 Form has been revised to reflect the items to be verified at the application intake relating to the 2010 California Green Building Standards Code (CALGreen Code). All schools and community colleges planned for new campuses will need to comply with the DSA-SS mandatory measures of Title 24, Part 11.

IR Manual Updated for the 2010 Title 24 Codes

DSA continues the process of reviewing and updating all IR's in the IR Manual [Superceded by Revision] for applicability to the 2010 Title 24 codes, which took effect on January 1, 2011. As the IRs are updated, the listing in the IR Manual Table of Contents, as well as on the Individual IRs list, will show "2010 CBC," or "N/A" if it is not applicable. In some cases a separate IR has been developed for applicability to the new code. Such IRs retain the original IR number, with the addition of a CBC edition designation. See for example IR 23-3.10.

DSA Bulletin on PC Approvals for 2010 Codes Issued

DSA has issued Bulletin BU 11-01 [Superseded by Revision], replacing Bulletin 07-02, which gives submittal process and approval requirements for PC plans and specifications to be brought into compliance with the 2010 California Building Standards Codes (CBSC), which took effect on January 1, 2011. Title 24, Part 1 Emergency Rulemaking, 15 Day Public Comment Period

The California Building Standards Commission (CBSC) has announced a 15 day public comment period for DSA's proposed changes to Chapter 4 of Part 1 of the California Building Standards Codes (Title 24). The proposal amends emergency regulations introduced in August 2010 to streamline the close out of projects subject to DSA review.

CALGreen Code effective January 1, 2011

The CALGreen Code will become effective on January 1, 2011.

The DSA-3 Form will be revised to reflect the items to be verified at the application intake. All schools and community colleges planned for new campuses will need to comply with the DSA-SS mandatory measures of Title 24, Part 11 per Section 105.

New Regional Manager at Oakland Office 12/08/10

Nat Chauhan has announced his retirement from State service and the position of Regional Manager of DSA’s Oakland Office. Jim Hackett will assume the role of Acting Regional Manager of the Oakland Office, with his first day as Acting Regional Manager on December 8, 2010.

Jim has worked at DSA for twenty years in various capacities—most recently, as a structural plan review supervisor in the Sacramento Regional Office for the past eight years. Additionally, Jim worked as a plan reviewer and a District Structural Engineer in the Sacramento Regional Office, and at DSA Headquarters developing policy. Jim brings to the position a comprehensive understanding and breadth of experience in all facets of DSA’s functions and responsibilities.

Bulletin regarding Whitco Company, LP Light Poles Recall

The DSA Bulletin regarding Whitco Company, LP, light poles, issued in April of 2009, has been updated to reflect a recall by the U.S. Consumer Product Safety Commission of these light poles, some of which are located on California public school campuses. Poles manufactured between 2000 and 2005 and between 70 and 135 feet tall are identified in the recall. Because a number of these poles have fallen, in the update to Bulletin 09-05 (PDF - 50 KB), DSA emphasizes the importance of school districts investigating light poles on their campuses to determine the manufacturer and condition. Inspection by qualified professionals is advised as well as restricting access to areas where Whitco Co., LP, light poles are located.

Project Submittal Checklist Updated

Minor changes have been made to 2 DSA IRs

DSA has published a revision to IR A-4 (PDF - 34 KB) that clarifies and simplifies certain provisions, such as designation of projects that do and do not require geologic hazard reports. Also, because changes to the process announced in the previous revision to this IR have been implemented, the section stating when CGS would begin accepting submittals has been deleted.

DSA has also issued a minor revision to IR 16-8 (PDF - 84 KB) which clarifies some language regarding BOS equipment and removes the requirement for fencing in Section 6.1.5

After a series of four successful town hall sessions, the Division of the State Architect (DSA) is again teaming with the Office of Public School Construction (OPSC) to host a discussion titled "School Buildings at the Crossroads" on May 20, 2010 from 1:00 p.m. to 5:00 p.m. at the Department of General Services, Main Auditorium, Ziggurat Building, 707 3rd Street, West Sacramento, CA 95605. After hearing the comments, questions, and suggestions from school district representatives and design professionals, DSA and OPSC would like to share how we will be incorporating the best ideas into our proposed response to issues facing all of us. Bulletin 09-04 Revised

May 1, 2010

DSA has revised Bulletin 09-04 and form DSA-10 (PDF - 377 KB) to reflect changes in the process for setting priorities for project review. Clients now have 90 rather than 75 calendar days to start construction after DSA approval to qualify for Category 1 or 2. A client responsibilities section has been added. It is important to note that DSA now requires a copy of the district's Notice to Proceed (NTP).

Change to Electronic Submittal/Plan Review Policy

March 3, 2010

In an effort to help implement the Governor's business plan to promote jobs creation in California, DSA is suspending the requirement to submit and review plans electronically. In order to reduce "bin" time and expedite approval, DSA has revised Policy 09-02: Electronic Submittal/Plan Review (PDF - 51 KB), removing the mandate for electronic submittals of projects. The policy will be reexamined June 30, 2010.

Plan Submittal Requirements: Automatic Fire Sprinkler Systems (AFSS)

DSA is making changes to the submittal requirements for projects which include Automatic Fire Sprinkler Systems (AFSS). Effective July 1, 2010, DSA will no longer accept AFSS as a deferred submittal. 2008 Energy Code Compliance Checklist (Form DSA-403) Updated

With the effective date of the 2008 California Energy Code, changes have been made to form DSA-403 (PDF - 442 KB), now titled the "2008 Energy Code Compliance Checklist." The new form is to be used for all projects submitted to DSA for review and approval.

Procedure 08-03 Revised

Due to changes in Title 2 of the California Code of Regulations (CCR), Section 1859.82(a), DSA has issued a revision to DSA Procedure 08-03 (PDF - 65 KB) The new regulations permit additional structural systems and reduced spectral acceleration. This program is tied to Proposition 1D funding for seismic mitigation projects.


DSA Code Appeal Process (CAP) Revised

December 8, 2009

The DSA Code Appeal Process (CAP) has been revised to clarify some language, and to combine some steps. The new Procedure 09-01 (PDF - 52 KB) is now available on the Publications page. The location of changes is indicated by marginal markings. Also, form DSA-160 (PDF - 92 KB), the CAP Router Form, has been updated to reflect the changes.

Learn how to steamline your submittal for the High Performance Incentive (HPI) Grant. Submit your construction documents directly to our Headquarters Office at the same time you have submitted at your regional office. We will start your review by confirming your compliance with Title 24, Part 6. If you need time for the HPI documentation, you can have up to six weeks to send in your scorecard and related HPI documentation. This is effective immediately and will insure that your plan review is complete at your back-check appointment. New IR on Construction Tolerance Guidelines Related to Accessibility Provisions

IR 11B-8 (PDF - 46 KB) has been issued regarding DSA's position on the use of construction tolerance guidelines related to accessibility provisions in the California Building Code. The IR appears in the Access Compliance Reference Manual. This new IR will also be published in the DSA IR Manual as part of its next revision, due in early December.

New Procedures on Pre-Check (PC) Approval Process Related to Solar Energy Systems

In response to AB 1062, DSA has issued Procedure PR 09-10 (PDF - 86 KB) which describes the Pre-Check (PC) approval process as specifically applied to the submission of solar energy systems intended for use on site specific projects under DSA jurisdiction. Use of the PC process will greatly expedite future approval for the use of PC approved solar thermal and photovoltaic systems in California public schools and State essential services buildings.

The estimated project cost thresholds for the Mandated Electronic Plan Submittal and Review program have changed, starting November 1, 2009. Policy 09-02 (PDF - 33 KB) has been amended to require all projects up to $400,000 to be submitted and reviewed electronically. Between $400,000 and $1,000,000, the Design Professional may choose to submit electronically. Above $1,000,000, the Design Professional must obtain consent from the Project Services Supervisor to submit electronically. In any event, all projects submitted electronically will be reviewed electronically by all required disciplines of DSA.

Mandated Electronic Plan Submittal and Review Program Thresholds

Bulletin 09-09, Bulletin 09-06, and Procedure 07-01 Revised

DSA Bulletin 09-09 (PDF - 42 KB) indicates the impact of the new 2008 California Energy Code (Title 24, Part 6) on project submittals and Pre-Check (PC) Designs for projects submitted on or after the effective date. A minor revision to Bulletin 09-06 (PDF - 54 KB) clarifies, in Appendix A, the scope of application. Finally, some language added to Procedure 07-01 (PDF - 326 KB), Section 7, in the July 2009 revision, has been removed. No other changes have been made. Marginal markings still show the location of the July revisions.
