Parking in State Facilities

The Department of General Services (DGS) is pleased to announce the updated Zero-Emission Vehicle Parking and Pricing Policy, which offers several incentives to state employee monthly parking customers who drive a battery electric vehicle, a plug-in-hybrid electric vehicle, or a fuel cell vehicle.  Please expand the "Parking Policy" tab below and click the "Electric Vehicle Parking Policy and Pricing" link for more information.

The Department of General Services (DGS) manages multiple parking lots and is responsible for administering state parking polices.Here, you will find information from both the Office of Fleet and Asset Management and the Building and Property Management Branch on state garages, the parking process, and where to find electric vehicle charging stations. At this time, this site is only for DGS-managed garages, and not leased facilities. For information regarding parking in state-leased buildings, please contact the building manager of the leased facility.

Parking Policy

Monthly parking spaces in Department of General Services (DGS)-owned lots are only available to state employees. Parking is subject to availability. Notices of Release are posted on the Sacramento State Garage Dispatch Office window located at 1416 10th Street, Sacramento (map) on the last week of each month.

Parking Process

Parking processes may vary from lot to lot. Please check the parking listing to determine whether a lot follows the Building Property Management (BPM) process or the Office of Fleet and Asset Management (OFAM) process.

Building Property Management Lots

Information regarding the parking process for BPM lots will be posted soon.


Office of Fleet and Asset Management Lots

The OFAM Parking Unit has a system for releasing parking in the Downtown Sacramento area. The Online Parking Lottery System (OPLS) was developed to automate the lottery for release of parking spaces, eliminate the need for customers to take time out of their day to enter their business card in the manually operated parking lottery system located at the Sacramento State Garage, and promote a fair and transparent platform to obtain parking.

Payment for the first month is required – Credit Card, Cashier’s Check, Money Order only. Please NO CASH! Please make Cashier’s Checks and Money Orders payable to the Department of General Services.

While waiting to obtain a space through the Lottery, the DGS has continuous availability at the following location:

  • 6th/8th W/X Streets (Lot 38) $40/month

Parkers must complete and submit an OFA 112 Application for Parking (interactive PDF) when obtaining a space.

Parkers applying for carpool must bring their carpoolers, all state identifications, complete the OFA 73 Carpool Agreement (interactive PDF), and submit a Google map of their commute route. DGS will review and determine eligibility.

To start a carpool complete the OFA 73 Carpool Agreement (interactive PDF), and bring it to the Parking Unit along with a completed OFA 112 Application for Parking (Interactive PDF) form.

The following criteria must be met in order to be considered a carpool:

  • All persons must be of legal driving age.
  • Carpools consist of two or more persons sharing a vehicle to and from work.
  • An OFA 73 Carpool Agreement (interactive PDF) must be completed by all carpool members.
  • All persons must work in the downtown Sacramento core area.
  • All persons must park within a five block radius of their work site.
  • All carpool members must be state employees.

Electric Vehicle Charging Station Use

Charging station use:

In an effort to promote the use of Electric Vehicle’s, the Department of General Services (DGS) has acquired Electric Vehicle Charging Stations through a contracted vendor (ChargePoint) and has placed them in several of the DGS managed parking facilities.  The DGS is pleased to make these stations available to State employees while at work and to the General Public, where feasible.

If you are the driver of an electric vehicle and you are interested in charging your vehicle in one of the DGS parking facilities, you may charge your vehicle using one of the three methods below:

1.    Use your existing ChargePoint account (if you do not have an existing account, and you would like to establish one, you may either contact ChargePoint directly at chargepoint.net or contact the DGS parking Unit for a ChargePoint card and brochure).  

2.    Use your contactless credit (Mastercard, Visa, American Express, Discover) card to initiate charging. 

3.    Call the toll free number (1-888-758-4389) just prior to your charging session to obtain over the phone credit card authorization.  ChargePoint also offers an app where our customers can utilize their iPhone, Android or Blackberry to begin their charging session.   

To start a charging session:

1.    Simply pull your electric vehicle (EV) into a designated EV charging station. Tap your Charge Point Card or contactless credit card on the station’s reader symbol.

2.    When your card is authorized, the station displays a message indicating that you can remove the connector from the holster and plug it into your vehicle.

3.    The station will display a message indicating that the vehicle is charging.

To stop a charging session:

1.    Tap your Charge Point Card or contactless credit card on the station’s reader symbol.

2.    The station will display a message indicating that the charging has finished and to return the connector to is holster.

3.    The station will display the charging duration and cost (if any) of your charging session

Because charging stations are limited, the DGS requires that you move your EV to a standard parking space to allow another EV driver the opportunity to charge their vehicle.

Charging is limited to 4 hours or when your vehicle has reached full charge, whichever is less

How do I cancel my parking?

To cancel parking in a DGS managed Parking Facility, state employees should: 

Complete an OFA 66 30 Day Notice of Parking Cancellation (PDF) Rev 10-12, and submit it to the Employee Parking Unit by the 5th working day of the month for processing.

Please Note: 30 Days Advance Notice is required to ensure the parking deduction is cancelled in a timely manner.

The Office of Fleet and Asset Management (OFAM) Parking Unit is located at the Sacramento State Garage | 1416 Tenth Street, Sacramento, CA 95814.  The Parking Unit operates between 8 a.m. to 5 p.m., Monday through Friday, excluding state holidays (pending availability of parking).
