New Data Shows State Ahead of Schedule in Meeting Governor’s Green Goals

New data released today shows California is shrinking its environmental footprint and is ahead of schedule in meeting Governor Edmund G. Brown Jr.’s, ambitious goals for reducing energy and water use at state owned-facilities.

A revamped website launched today by the Department of General Services (DGS), Government Operations Agency and California Department of Technology (CDT) shows that state-run facilities – everything from office buildings, to parks, hospitals and prisons – have markedly reduced energy and water use as well as greenhouse gas emissions compared to baseline years. These figures put the state years ahead of the aggressive reduction targets set forth by the governor’s 2012 executive order on state buildings.

“This data clearly shows that departments are answering the governor’s call for a more sustainable state government,” said Daniel C. Kim, Director of DGS. “As California continues to deal with the impacts of climate change, it is critical that state government lead by example in conserving at our facilities.”

“This initiative is just another example of California leading the way on open data and accountability,” said Scott Gregory, Geographic Information Officer with the CDT. “We hope this website allows citizens the opportunity to see how the state is reducing greenhouse gases and conserving energy and water at its facilities and do the same in their own homes or places of work.”

The reductions efforts come as a result of a sweeping executive order (B-18-12) issued in April of 2012 directing state agencies and departments to take immediate steps to green the state’s buildings by reducing greenhouse gas emissions and improving energy efficiency. That executive order required state departments to reduce their footprint in a number of ways:

  • Reduce entity-wide greenhouse gas emissions by at least 10 percent by 2015 and 20 percent by 2020, as measured against a 2010 baseline; per the data released today the state has released its greenhouse gas emissions at state facilities by 49.9 percent, meeting the governor’s objectives more than five years early.
  • Reduce overall water use by 10 percent by 2015 and 20 percent by 2020, as measured against a 2010 baseline; the state has reduced by 40.9 percent as of January 2015, meeting the governor’s objectives more than five years early.
  • Reduce grid-based energy purchases for state-owned buildings by at least 20 percent by 2018, compared to a 2003 baseline; the state has reduced by 16.4 percent as of January 2015 and remains on track to meet the governor’s objectives on time.

The data comes as result of a year’s long benchmarking and tracking effort aimed at ensuring transparency and accountability in how the state manages its buildings and resources.

Ziggurat Building Photography


The DGS Office of Public Affairs is responsible for considering requests by professional photographers/videographers who desire access to the Ziggurat building’s 8th floor, northeast balcony in West Sacramento. DGS requires that a photographer is either on assignment from a bona fide news media outlet, or if not a photojournalist, that the photographer maintains a commercial website and/or provides verifiable references. 

Time frames: Photo shoots are limited to 30 minutes during business hours from 9 a.m. until 4:30 p.m., Monday-Friday, excluding holidays, as our schedule and the meeting room adjacent to the balcony in question allow. DGS public affairs staff will escort photographers into and out of the building and will stay with them throughout the shoot. For photography shoots after business hours, some photographers have chosen to set-up their equipment on the balcony for time-lapse shooting prior to 4:30 p.m. on a business day, they then retrieve their equipment on the next business day.
