The California Department of General Services (DGS) today announced the successful sale of the state’s Los Angeles Civic Center parcel.  The Los Angeles City Board of Recreation and Parks plans to turn the property into a park, as it currently sits adjacent to “Grand Park” in Los Angeles across from City Hall.

In 2011, Governor Jerry Brown directed DGS to target any underutilized or surplus properties that could be sold to generate revenues to pay down state debt.  Since that time, DGS has sold 12 properties, generating nearly $50 million in revenue for the state.

The Department of General Services (DGS), the department charged with managing the state’s real estate, announced today that it intends to sell approximately 81 acres of surplus real estate located in the Golden Triangle of Silicon Valley. DGS began marketing the property June 4 and buyers have until October 3, 2013 to submit proposals to purchase and develop the site that was once a portion of the former Agnews Developmental Center.

The State Allocation Board announced today that it has awarded approximately $520 million for shovel-ready school construction projects across the state. The state matching funds will help finance 230 school construction projects within 92 school districts. Funds for these projects are provided by bonds authorized under Propositions 1A, 1D, 47 and 55.

The Office of Public School Construction’s (OPSC) Executive Officer Lisa Silverman joined local officials in a dedication ceremony on May 10 for the Rancho Mirage High School in Rancho Mirage.

The new facility in Riverside County provides learning space for 2,484 Palm Springs Unified School District students, while the construction of the school bolstered the local economy through the creation of approximately 950 jobs and the purchase of building materials.

The project received approximately $50 million in state funding from the State Allocation Board’s (SAB) New Construction and Career Technical Education Facilities programs for the construction of 92 ninth -12^th grade classrooms. Additionally, facilities such as administration, library and a gymnasium were constructed. The funding also allowed for the purchase of 62.63 acres of land.

The New Construction Program and Career Technical Education Facilities Program provide state funds on a 50/50 state and local sharing basis for eligible projects.

OPSC serves as staff to the State Allocation Board and implements and administers a $35 billion voter-approved school facilities construction program.

California's State Capitol Park includes 40 acres of landscaping with hundreds of species of tree, shrubs, and flowers, as well as many memorials and monuments. The California Department of General Services Real Estate Services Division is responsible for maintaining park grounds.

The Office of Public School Construction’s (OPSC) Executive Officer Lisa Silverman joined local officials at a ribbon cutting ceremony on April 26 for the Hilda L. Solis Learning Academy in Los Angeles. 

The new facility provides learning space for 702 Los Angeles Unified School District students, while the construction of the school bolstered the local economy through the creation of approximately 400 jobs and the purchase of building materials.

The project received approximately $21 million in state funding from the State Allocation Board’s (SAB) Overcrowding Relief Grant program for the construction of 26 multi-level 9^th-12^th grade classrooms. Additional facilities including administration offices, a library, and a gymnasium were also constructed. The funding also allowed for the purchase of 4.98 acres of land, and includes grants for high performance sustainable building and operation features such as enhanced energy efficiency, as well as security.

The Overcrowding Relief Grant provides state funds on a 50/50 state and local sharing basis for eligible projects.

OPSC serves as staff to the State Allocation Board and implements and administers a $35 billion voter-approved school facilities construction program.

The Department of General Services (DGS) was awarded the “Government Agency of the Year” award from the Greater Los Angeles African American Chamber of Commerce.  The award has historically been presented to the government agency that has shown the highest level of responsiveness to the African American and small business community.  DGS, which has received this honor before, has earned it this year due to its ongoing efforts to reach out to and certify California's small and disabled veteran businesses, and to teach them how to learn about, compete for, and win state business.

In one of the most extensive projects of its kind, the California Department of General Services (DGS) today announced that major renovation work at the historic Stanley Mosk Library and Courts Building is nearly complete. The circa 1928 landmark building, located across the street from the State Capitol at 914 Capitol Mall in downtown Sacramento, is home to the California Supreme Court, Court of Appeal, and the California State Library. 

“From floor to ceiling, this renovation project has resulted in a safer, more accessible building that is also more energy efficient,” said DGS director Fred Klass. “This iconic state government building takes advantage of 21^st Century technology while also preserving its early 20^th Century beauty and architectural importance.”

Sacramento—The Department of General Services’ (DGS) Division of the State Architect has announced the adoption of updated accessibility standards for the 2013 California Building Code that—for the first time ever—align existing California and federal access regulations for everything ranging from parking spaces and hand rails to housing. The result is a single set of requirements which meet both state and federal accessibility requirements and enhance accessibility for all Californians.

The Division of the State Architect develops and maintains accessibility and historical buildings standards and codes utilized in public and private buildings throughout California. In addition, the group also has oversight responsibility for design and construction of K-12 schools and community colleges.

“Adoption of the 2013 California Building Code provides clarity and consistency for both the general public and code users such as architects, contractors and building officials,” said State Architect Chet Widom.

The Department of General Services (DGS) has won a 2012 Governor’s Environmental and Economic Leadership Award—California’s highest environmental honor—for the renovation of the state’s central utility plant in Sacramento.

The central plant, which provides heating and cooling for 23 state office buildings including the Capitol, was honored in the Sustainable Practices or Facilities category. The project replaced the state’s existing central plant, incorporating environmentally friendly design and operations resulting in maximum energy efficiencies, resource conservation, and lower operating costs. In 2011, the project was recognized by the U.S. Green Building Council with a Platinum LEED (Leadership in Energy and Environmental Design) certification—the highest possible level of LEED certification offered by the ‘green’ building rating organization.

The Governor’s Environmental and Economic Leadership Award Program recognizes individuals, organizations, and businesses that have demonstrated exceptional leadership and made notable, voluntary contributions in conserving California's precious resources, protecting and enhancing the environment, building public-private partnerships, and strengthening California’s economy.

The California Department of General Services (DGS) today announced a new statewide pharmaceutical contract that will save the state nearly $18 million by leveraging the buying power of several state agencies acting as a single buyer.

The contract will be used by state prisons, state hospitals, and state developmental centers, including the California Correctional Health Care Services, California Department of Developmental Services, California Department of State Hospitals, California Department of Juvenile Justice, California State University System, and other state and local agencies.

The California Department of General Services (DGS) announced today,  the  delivery of 10 new Nissan Leaf zero-emission vehicles, which will replace 10 existing vehicles in the DGS daily rental fleet. DGS also debuted 24 electric vehicle charging stations now available at five locations in the Sacramento area, with plans to add nine additional stations in the DGS State Garages in the near future. Four of these locations have a total of 19 charging stations accessible to the public.

Today, the Department of General Services (DGS) presented awards to 41 state agencies and 17 state employees for their outstanding work with California small businesses and disabled veterans’ businesses at a ceremony held in Citrus Heights. According to the National Association of Business, small businesses employ more than 51 percent of the workforce in California. 

"These state agencies and employees are leading the effort to create a small business-friendly state.  We applaud them for their efforts,” said DGS Director Fred Klass.

Annually, state agencies work to meet a goal of doing at least 25 percent of purchasing and contracting with small businesses. Furthermore, California’s Veterans and Military Code’s goal is to purchase at least three percent of all goods and services from Disabled Veterans Business Enterprises (DVBE).

The Department of General Services (DGS) announced today that 70 energy saving tune-up and retrofit projects have been completed at state-owned buildings and parking lots.  The projects are projected to save the state $4.5 million a year by cutting approximately 32 million kilowatt-hours (kWh) of electricity and 1 million therms of natural gas annually—the equivalent of reducing approximately 28,000 metric tons of greenhouse gases.

As State Printer, Jerry Hill oversees the Department of General Service's Office of State Publishing (OSP) in Sacramento. OSP produces printed publications, forms, envelopes, brochures, and business cards for more than 150 state government agencies, departments, and commissions. OSP is also responsible for the printing of more than 3,000 legislative bills per session. In addition to printed products, OSP also provides other communication solutions including graphic design, video and webcasting production, and fulfillment services. 

For the past six years, Jerry Hill has served as the Communications Manager for the Department of Justice and he comes to the Department of General Services with a long and distinguished background in the printing industry.  Mr. Hill began his career more than 40 years ago alongside his father in his family’s printing business.  After running his family’s business in the late 60s and early 70s, he went into business for himself, specializing in short run color printing and publications.

In the late 70s, Mr. Hill began teaching high school and community college students in graphic communications, and continued doing so until the late 90s.  He later went on to hold positions as sales executive, director of sales, national account sales manager, general manager and chief operations officer for such companies as K/P Graphics Corporation, Pizzaz Printing and Publishing, Smith Erickson Advertising, Western Publishing, UARCO Business Forms, Mail Well, Anderson Lithograph and Consolidated Graphics.

In the 2000s, Mr. Hill formed Hill’s Consulting, providing print industry consultation services on a number of regional and national projects.

Outside of work, Mr. Hill has been active in the YMCA, Rotary Club and Chamber of Commerce, while also pursuing golf and endurance sports, completing numerous marathons and triathlons including the Western States 100 Mile endurance run.

Office of Administrative Hearings (OAH) Administrative Law Judge Dannette “Dee” Brown has been selected by the National Asian Pacific American Bar Association (NAPABA) for a Trailblazers Award—a national honor that recognizes the outstanding achievements, commitment, and leadership of lawyers who have paved the way for the advancement of other Asian Pacific American attorneys.

As part of its annual convention, NAPABA honors a member from each region of the country with a Trailblazer award. Past awardees include California Supreme Court Chief Justice Tani Gorre Cantil-Sakauye and California Supreme Court Justices Ming Chin and Harry Low, among many others.

Prior to joining OAH, Judge Brown was a senior enforcement attorney for the California Department of Insurance, where she practiced for more than ten years in the Enforcement Division, prosecuting licensing cases before OAH, and also litigated employment matters before the California State Personnel Board.  Judge Brown also worked as an enforcement attorney for the California Department of Pesticide Regulation, where she enforced pesticide laws related to consumer protection and the protection of farm workers.  Prior to her legal career, Judge Brown was a civil engineer for Caltrans. Judge Brown received her law degree (J.D.) from UNC, Lorenzo Patiño School of Law, and her B.S. from the University of California, Davis, with a double major in Civil Engineering and Materials Science.

Department of General Services (DGS) sustainability manager Dan Burgoyne has been named a 2012 LEED (Leadership in Energy & Environmental Leadership) Fellow by the Green Building Certification Institute and the U.S. Green Building Council.

The prestigious LEED Fellow credential honors individuals who have made significant contributions to the field of green building and sustainability at a regional, national or international level. As a LEED Fellow, Dan will share his green building and design knowledge and experience by participating on committees related to LEED, through speaking engagements, and by publishing articles, case studies and other materials to help nourish the green building profession. 

Dan is a California-licensed architect with more than 25 years of experience in the design and construction industry. As sustainability manager for DGS, he coordinates policy development and implementation focused on state government buildings, energy efficiency and resource efficiency.  On behalf of DGS, Dan led an interagency team that developed Governor Brown’s Green Building Executive Order B-18-12, and Green Building Action Plan.  He also advises the federal government on green building practices and codes and teaches LEED certification classes online.

“DGS is pleased to receive this recognition on behalf of the state of California fleet in acknowledgement of the state’s extraordinary efforts to reduce overall petroleum consumption and to increase its use of alternative fuels,” said DGS Director Fred Klass.

The Government Green Fleet Award is open to all federal, state, and local government fleets in North America. The evaluation criteria for the award are divided into several key categories, including fleet composition, fleet policies, fuel usage, and fleet utilization.

DGS, through its Office of Fleet and Asset Management, provides oversight of the state’s vehicle and mobile equipment fleet. DGS continues to lead efforts to right-size and green the state’s fleet on several fronts, including the recent announcement that state departments cut 7,112 vehicles from the state fleet. DGS has also instructed state agencies to increase the use of alternative fuels, utilize re-built automotive parts & recycled oil, and ensure that future light-duty state passenger vehicles feature 'cool paints' on their exteriors.

The Caltrans District 3 headquarters building in Marysville, a DGS-managed construction project, has become the latest state facility to achieve LEED (Leadership in Energy and Environmental Design) certification by the U.S. Green Building Council. The five-story facility, located at 703 B Street in Marysville, has earned LEED Silver certification for new construction and design.

The building provides office space for Caltrans District 3 employees and features several green elements including a central atrium. The four-story “canyon” begins on the second level of the building, gathers sunlight from skylights, and provides surrounding offices with abundant natural lighting. In addition, the building uses a centralized energy usage monitoring system to promote maximum heating and cooling efficiency. The facility is also LEED certified for its operations and maintenance practices.

Governor Brown’s Green Building Executive Order calls for new or renovated state buildings larger than 10,000 square feet to earn LEED “Silver” certification or higher. To date, state-owned or leased buildings have been awarded approximately 90 LEED certifications.

Representatives from the DGS Real Estate Services Division (RESD) and Caltrans were formally presented with a LEED plaque and certificate at a ceremony on September 25th by representatives of the construction and design team: Turner Construction Company, AC Martin Partners, and Glumac.

The DGS Office of State Publishing (OSP) has won a Gold Ink Award from Printing Impressions magazine for its work on a boating manual produced for the California Department of Boating and Waterways.

The Gold Ink Award, one of the printing and publishing industry's most prestigious awards, honors both individual achievement and outstanding printing. OSP’s winning entry was chosen based on print quality, technical difficulty and overall visual effect from more than 1,000 entries submitted within 46 different categories.

OSP provides printing and communication solutions including graphic design, video production and multi-media services to state agencies. In business since 1850, OSP annually prints 3.3 million tax booklets and forms, seven million DMV handbooks, voter guides, as well as 3,000 legislative bills for the State Legislature.

The Department of General Services has proposed changes to state contracting rules to allow for increased use of negotiations for contracting of IT goods and services. The proposed changes will streamline the process for departments to use negotiations; add flexibility to the circumstances when contracts can be negotiated and clarify the procedures for negotiations. Recent history has shown that the use of negotiations can help the state achieve real savings.

The Fi$Cal project was originally expected to cost the state $1.6 billion dollars. Through the use of negotiations, the entire project will now cost 60 percent less.  The department is looking for interested parties to review and comment on the changes by September 28, 2012.

The Department of General Services today announced that Governor Edmund G. Brown Jr.’s Executive Order to eliminate unnecessary state vehicles has led departments to cut 7,112 vehicles from the state fleet.  The reduction included 4,204 passenger cars and light duty trucks, which alone is expected to save the state more than $12.6 million annually in fuel, insurance and depreciation costs.

The Department of General Services (DGS) continues to support California small businesses, microbusiness, and disabled veteran business enterprises by meeting and exceeding state contracting goals.

During fiscal year 2011-12, DGS awarded $72.1 million, or 38.5 percent, of its contracting dollars to small businesses and microbusinesses (SB/MB), far outpacing the state goal of 25 percent. In addition, DGS awarded $18 million, or 9.6 percent, of its contracting dollars to disabled-veteran owned business (DVBE), tripling the state goal of three percent.

The Department of General Services co-sponsored the 7^th Annual California Construction Expo (CalCon) held earlier this month in Pasadena.

CalCon Expo is California’s premiere gathering for contractors, designers, construction professionals, suppliers and construction workers who want to learn directly from government agencies about how to participate in public works programs.

The DGS Procurement Division’s Office of Small Business and Disabled Veteran Business Enterprises (DVBE) was on hand to help the more than 1,500 attendees learn about state contracting opportunities and the advantages of DGS certification. Certified small businesses receive a five percent bid preference on applicable state solicitations and are eligible for the state's small business participation program, which sets a goal for the use of small businesses in at least 25 percent of the state's overall annual contract dollars. State-certified DVBEs are eligible for the state's DVBE participation program, which sets the goal to use DVBEs in at least three percent of the state's overall annual contract dollars.

The next CalCon Expo will be held August 21-22, 2013 at the Long Beach Convention Center.

Cal-PCA provides professional development courses and workshops for state agency acquisition specialists to instill essential knowledge about state procurement policies and laws, and to improve the state's contracting processes. Graduates receive certificates that may be required for their department's delegated purchasing authority.

The State Allocation Board (SAB) announced today that it has awarded approximately $637.6 million for shovel-ready school construction projects across the state. The state matching funds will help finance 198 school construction projects within 96 school districts. Funds for these projects are provided by bonds authorized under Propositions 1A, 1D, 47 and 55.

“Today’s apportionments will be put to work statewide to fund 61 new construction projects, 97 modernization projects, and 40 projects from additional programs,” said SAB Chair Pedro Reyes. “These funds will be distributed within 90 days to quickly benefit school districts and local communities.”

The SAB’s accelerated funding rules permit participating school districts with approved projects to submit advance certifications that they will meet requirements for fund release within 90 days of receiving an apportionment. These requirements include having local matching funds, usually 50 percent of the total project cost, in hand, and at least half of the construction contracts in place. School districts in financial hardship are also able to compete for priority-ordered funding to purchase sites or begin design work.

The Department of General Services’ (DGS) Eric Mandell, Chief of the DGS Office of Small Business (SB) and Disabled Veteran Business Enterprises (DVBE) Services, was recently recognized for his contributions to the small business community. Mandell was the recipient of the 2012 John Lopez award for his outstanding efforts to help small and disabled veteran business owners receive valuable state purchasing dollars at the 2012 Keeping the Promise (KTP) Disabled Veteran Business Alliance Expo. The expo is the largest DVBE Outreach event held each year; Mandell is only the fourth person to receive the recognition.

The Department of General Services announced today that the Inland Empire Transportation Management Center project in Fontana has been honored by the California Transportation Foundation with a Project of the Year Award in the category of Operational Efficiency Program.  The award recognizes programs that improve transportation operations through technological or management solutions. 

The project was managed by the DGS Real Estate Services Division for Caltrans District 8 and Inland Division CHP along with construction partners Aztec Engineering; RC Construction; AECOM Inc.; and Vanir Construction Management Inc.

The Department of General Services has directed that all state agencies and departments maximize the use of alternative fuels and cut petroleum consumption within their respective vehicle fleets. 

DGS estimates that there are more than 9,000 flex fuel vehicles in the state fleet that operate on gasoline, E85 ethanol fuel, or a combination of both.

DGS has reiterated that all agencies implement internal policies to ensure that drivers of alternative fuel vehicles are compelled to use alternative fuels in those vehicles whenever feasible and to require state employees driving flex fuel vehicles to use E85 fuel when filling up at a station where E85 fuel is available.

California State Parks stores approximately 1.5 million historic objects and 2 million artifacts in multiple warehouse storage facilities in West Sacramento.

The California Department of General Services (DGS) announced today a top honor for a state facility. The California Department of Mental Health’s central kitchen facility at Metropolitan State Hospital in Norwalk has been honored with the 2012 Facility Design Project of the Year award by the Foodservice Equipment and Supplies Association.

The Department of General Services has directed all state agencies with fleet vehicles to use reused and remanufactured auto parts in order to cut repair costs, and to use re-refined or synthetic lubricants to reduce the state’s need for petroleum products. Both practices are also good for the environment.

Using reconditioned, previously used, and/or remanufactured parts will help reduce the cost of keeping the vehicle fleet in good operating condition, extend the life of the fleet, and protect the environment through recycling.

The Department of General Services announced today that it has centralized its fleet management services; closing garages and offices in Fresno, Los Angeles, Oakland and San Diego and moving operations to the State Garage on 1416 Tenth St. in Sacramento.  DGS has also eliminated preventative maintenance in its Sacramento garage.  The moves will help the department save more than $2 million annually.

The Department of General Services won a Green California Leadership Award at the 2012 Green California Summit in the category of “Climate Change” for its statewide renewable energy program. The program was designed by DGS to take advantage of the well-established third-party ownership model within the solar industry.

As it prepares the update of California’s accessibility codes, the California Division of the State Architect (DSA) is seeking input and comments from accessibility stakeholders, interested parties and the general public through a series of Access Code Forums to be held in May, June and July of 2012.

The California Department of General Services will hold one of its regularly scheduled state Surplus Property Public Auctions in Sacramento on Saturday, May 5, 2012. The auction will take place at 1700 National Drive in Sacramento.

Preview Day, Friday, May 4, 2012: Items may be previewed the business day before the auction from 8:00 a.m. until 3:30 p.m. and the day of the auction from 8:00 a.m. until 9:45 a.m. The auctions begin promptly at 10:00 a.m.

At a ceremony in Citrus Heights, the Department of General Services today presented awards to nine state agencies and 16 state employees for their outstanding work with California small businesses and disabled veterans’ businesses. Small businesses employ more than 51 percent of the work force in California, according to the National Association of Business.

The Department of General Services announced today that the state’s central utility plant has become the third state facility to receive LEED (Leadership in Energy & Environmental Design) Platinum, the highest level of “green” building design certification awarded by the U.S. Green Building Council. The central utility plant provides chilled water and steam to cool and heat 23 state-owned buildings in downtown Sacramento.

Governor Edmund G. Brown Jr. today announced that an executive order to purge unnecessary vehicles has already cut the state's fleet by 3,800, which is expected to save $11.4 million next year and bring in $5 million from auction revenue.
