The Hiring Process

Thank you for your interest in employment with the California Department of General Services (DGS). The hiring process consists of the following basic steps:

  1. EXAM INFORMATION
    Candidates can learn about exams from the following resources:


    An "examination bulletin" or announcement is issued for each civil service examination. Applicants that aren't State of California employees are eligible for "open" exams only. Candidates should review the exam bulletin for:

    • Minimum testing qualifications
    • Civil service classification information
    • Examination and position information

    To apply for an exam:

    • Open DGS exams (follow Step 2 below) or
    • Cal HR administered online and open exams (follow instructions specified online)
  2. SUBMIT AN APPLICATION
    To take an exam, candidates must complete an examination application (California State Examination/Employment Application Form 678), available to download from Cal HR's website at http://jobs.ca.gov/Profile/StateApplication

    Candidates possessing the minimum qualifications noted on the examination bulletin must submit their application (Form 678) to the address indicated on the examination bulletin by the final filing date listed. (Note: Late applications are automatically disqualified.)

    Some DGS exams are administered on a "continuous" basis. For these exams, applications are accepted continuously and testing is administered as needed. Candidates are contacted once an exam date is determined.

  3. EXAM PROCESS
    Once received, DGS reviews your application to determine if the minimum qualifications for the exam are met. Provide all relevant information (such as length of employment at each position and experience [whether paid or voluntary] in order to be credited appropriately). After your application review, you will be notified of the following application status:

    • Accepted (notice of interview or examination date will follow) or
    • Rejected (insufficient information or minimum qualifications not met)

    Examinations consist of various testing methods and are described on the examination announcement. The most common tests consist of oral and written components. To prepare for an exam, candidates can:

  4. EMPLOYMENT LIST ELIGIBILITY
    If you are successful in the testing process, your name will be ranked on an employment list in score order. (For example, if a score of 94 is the highest score, all candidates receiving 94 are placed in "rank 1"; if 91 is the second highest score, all candidates receiving 91 are placed in "rank 2"; etc.). Successful test candidates remain on the employment list for the period stated on the exam bulletin.

    DGS hiring supervisors may interview candidates on an employment list, but can only hire candidates within the top three reachable ranks of the list.

  5. HIRING INTERVIEW
    Eligible candidates on employment lists are encouraged to apply for vacant DGS positions. List candidates may receive an "employment inquiry" notice from DGS of a specific job opening and invitation to apply.

    Applications received by the final filing date are reviewed and the best qualified candidates are notified of their interview date, location, and time. The interview usually consists of the hiring supervisor (and others) asking candidates several job-related questions specific to the position. The hiring process concludes with DGS selecting the best qualified candidate for the position.
