Esteban Almanza was appointed Chief Deputy Director of the Department of General Services by Governor Edmund G. Brown Jr. on May 18, 2011.
He served as Acting Director of DGS from Dec. 1, 2014 to June 22, 2015.
Prior to his appointment Mr. Almanza served at the State Water Resources Control Board since November 2003 where he held the positions of Deputy Director of Financial Assistance and Deputy Director of Administration. While at the Water Board Esteban directed the administration of a 1 billion dollar annual budget, $700 million of Financial Assistance programs and oversaw the financial management of a 3 billion dollar revolving loan fund.
From 2001 to 2003, Mr. Almanza served Governor Gray Davis as Chief Deputy Director of the Governor’s Office of Planning and Research (OPR). OPR is the Governor’s comprehensive state planning agency and is the Governor’s primary liaison with local governments.
Prior to OPR, he served for seven years as the California Assistant State Director of the United States Department of Agriculture’s – Rural Development. While at USDA he oversaw the delivery of financial assistance to rural California communities to help finance housing development, water and sewer infrastructure, small businesses, and community facilities such as hospitals and community centers.
From 1985 to 1994 he served as Chief Administrative Officer for California’s Lieutenant Governor, the late Leo T. McCarthy.
Mr. Almanza is a native Californian and earned his Bachelor of Science Degree in Business Administration from California State University, Sacramento.
