Telecommunications Leases

As part of his commitment to digitally connect California's cities to each other and to the world, Governor Schwarzenneger signed Executive Order S-21-06 to make broadband internet access available throughout the State.

The State of California controls numerous telecommunications sites, and leases vault and antenna space to governmental entities and to the private sector. The Department of General Services' State Owned Leasing and Development Unit negotiates leases for the majority of the State controlled telecommunications sites.

How to locate and lease space for telecommunications purposes:
  1. Be prepared to provide the site address or site name and any specific location information that may be helpful in identifying the building or site that houses the telecommunications vault and antenna (street address, name of building, name of site, county, nearest road, assessor's parcel number, or legal description).

  2. Access the Statewide Property Inventory website on the Department of General Services' Home Page to identify State owned telecommunications sites. If it is unknown which State agency controls a specific site, call Department of General Services' Telecommunications Division (916) 657-9237, and provide as much property identification information as possible. The Telecommunications Division will assist you in identifying the controlling agency.

  3. Contact the State agency (Agency Telecommunications Contact) controlling the property to inform them of your interest in installing telecommunications equipment on the State's property. The agency will determine if your request for space can be accommodated.

    Once a determination is made that space is available, the agency will provide further instructions. Some agencies have authority to lease their telecommunications spaces while most will refer you to the State Owned Leasing and Development Department at the Department of General Services to complete the telecommunications application process.
